HomeMy WebLinkAbout1966-10-03 Board of Selectmen MinutesOctober 3, 1966 The Board of Selectmen hel~ their regular meeting on this date and also participated in a Civil Defense emergency "Operation 66" by conducting half their meeting in the Civil Defense headquarters. All members were present; Selectmen Finneran and Flnck with Chairman Oakes presiding. CML DEF]NSE EMERG]NCY OPERATI(N 66: Under the direction of John H. Farrell, a very successful emergency operation was simulated under the suppositio~ that the to~m was hit b~ a hurricane. The Board carried_ on part of their regular meeting in the Civil Defense h~adquarters interrupting the mee% tng to make decisions on emergency cells coming through on the radio. Mr. Farrell had l0 mobile units equipped with radios who called in periodically reporting conditions where, they were. Neads of the various tows departments were present also to solve emer- gency problems that arose...the tree, highway, water, welfare supervisors and town fire & clerk, John Lyons were a'll present. A complete system of control over the mobile units was in evidence...every time they calledtn a pinned flag on a map of North Andover would indicate where they were dispatched. During the operation the lights and radio were operated under an emergency generater. Problems such as streets b~ocked by downed trees, streets flooding and people to be evacuated, sewerage problems from flooding,, ere were all discussed and solved by the various department heads. Places where people could be brought when evacuated ware pinpointed such as motels, Merrimack ~ollege, Campion Hall, etc. Everyone went away feeling very secure that such an efficient system of communications had been set up. No part of to~zn would be isolated in an emergency thanks to the Civil Defense mobile unite. These units were offered to the police depart- ment on Halloween to parole the town in case of vandalism or trouble. :~ The' cordial host, Mr. Farrell, served coffee and doughnuts to' everyone. . NASa. AVE. & OSG00D ST.: An a~ci~ent, one of many, were disussed at this meeting occuring at the above-named intersection. The intersection has a high wall' blocking visib~lty and the present "~' .Stop sign seems to be inadequate. The Board voted to .~ontact Chief Lawlor to re- quest he meet ~rith traffic officials of the state' to make this a safer intersection, - for motorists. The Board was. invited~ to the ground-breaking ceremonies for the ne~ ElderlyHousing Development on First Street, October 4. The Fletcher Construction Company invited all to~m'departmant .heads ~o a dinner at Bob White's Town Line Restaurant after the ~e~e- mony. Gas Excavtions: - ~ Petitions w~re received and approved to ~excavate on Sutton Hilt~ Rd and Chestnut Sts.. STREET LIGHTS: Notice' was received on installations of street lights on.Sutton and Pleasant Sts. A survey for street lights on Gray and Barker Streets was tabled until budget was cheCk~d. CONTRACT- BOXFORD ST.: .~ ~" A 'contract was received by the Board for the construction of Boxford S:t. >; ~ .- ' : APPOiNtmeNTS: ..... ~ · "Nan~y Stevenson~ 48 Colgate Drive and Grace Ferrew~ 31~ F~ddlesex Street,. were appointed School Crossing Guard Reserves by the Board. On motion' of Selectman Finsk, Joseph' Morkeskt, 394 Sutton Street was appointed to the Community Action Co~ittee. P~PUBLICAN COMMITTEE: A letter requesting certain appointments to the precinct list was'sent to the Board ~,, from the Republican To~m Committee G~airman, J.. Hermann..The Board took the 'list under advisement. ' - - CIVIL SERVICE- E. ROBERTS: '-' ' A letter from Civil Serviceinfermod the Boa~d that they would require additional in- formation from Mr. Roberts.before they could approve his application for a six months leave of. absence from his part-time duties as'Sealer o~ Weights and Measures. 'Mr. Roberts will be so advised. CONSERVATIG~ COMMITTEE: A letter from the'above recommended .that the Town Infirmary building be sold for. sal- vage and that the land immediately adjoining the building be annexed to the Town Forest. They advised that the town should retain all land for future needs rather than dispose of it. The Town Infirmary Committee will be sent a copy of said letter. TG~N I~'Am~ARY CG~MITTEE: The Board voted to request the Town Infirmary Committee meet with them on October 17, at 8:00 p.m. and submit a progress report at that time. LETTERS, MISC.: . A letter from the Water Resources Commission was referred to the Board for advisement. A Letter re industrial development was referred to the industrial committee. A letter from the American Public Works Association was referred to the Board of Public Works. Oetobar 3, 1966 (continued) AD HOC C~ITTEE: Richard Rochon, Ghairman of the committee, appeared alone to confer with the Selectmen as to the progress of the committee. He submitted a temporary report, a final report will be made by November 7, 1966. In the report submitted, he advised the Board that the committee had met with department heads of the Polic~, Fire, Public Works, Highway Department and Tree & Moth Department. They had also viewed many facilities...fire stations,, police stations, combination buildings, butler buildings, etc. over an area of approximately 25 miles to determine whether said buildings could be applied to the town. They need further study to determine what type building would be best for the town that would be recommended to the advisory board. The meeting adjourned at 9:30 p.m. Alice. M. Leterte, Secretary. October 10, 1966 The Board of Selectmen held their regular meeting on this date with all members present, Chairman Fred P. Oakes presiding: WELCOME WAG(N: Mrs. Dorothy Curry appeared before the Board and said she would like to be the Welcome Wagon hostess for North Andover, having completed her training for sane in New York.- Her principal duties entails greeting newcomars to the town with all the information theyneed on churches, schools, names of pastors and teachers. She will bring,l-together with a letter of welcome from the Board of Selectmen, gifts from the businesses of-the. town, called sponsors,~ and make them leal' ~lwelcome~ She plans to appea~ before .the Board of Trade at one of their meetings to explain '~he*functions of thelWelcome Wagon ~ hostess. She will act as a one-woman Chamber of Commerce. She expressed her apprecia- tion With the cordial reception everyone has given her in North Andover and stated she would like to live hare. She is a resident of '~udover. GAS EX~AVATI C~S: Petitions to 'excavate on Hillside Rd., Bretwood ~ircle and Pembroke Road were approved · by, the Board. POLE A petition for Joint locations on existing poles on First Street was approved by the INVITATIONS: In'~itattons were received from the N of C Asso~iation to attend their opening dinner--, .dance at their mew home...invitation to a Board of Public Works meeting to discuss wattr. used at the tcwn dump...and an invitation to a pollution abatement meeting at the Town Hall. JURY LIST: l~e name of Irving Hintou was given for next year's Jury List. UN DAY: Selectman F£nneran announced that essays would be written by school children in a con- test in observance of UN Day. The prize would be a trip to the. UN in New York.
