HEARING:
The Board approved a petition %o locate a Joint pole on Johnson Street.
'UNDERGROUND CONDUIT:
A hearing was set for Monday, June 19, 1967, a% 7:30 p.m. for petition of Mass. Electric
to install to ducts on Turnpike Street from poles 1578 and 1580.
STREET LIGHTS:
Notice received of street lights installe re Board's request on Salem St., Waverley Rd.cor.
of Saltonstall Rd. and the =orner of Perry and Beverly Streets.
STORM DRAINAGE:
Letter re petition for storm drainage facilities received and referred to the Highway Dept.
Plans for said storm drainage must be submitted to the Housing and Urban Development before
Ju~y 2~, 1967.
DESIGNATED AREAS:
A letter from the Economic Development Adm. advised the Board ~that due to' the decrease in
unemployment in North Andover we would be dropped from designated Title I area as of June
30, 1967. They urged the Town of North Andover to continue its Overall Economic Develop-
.ment program and that they would be available for advice at all $imes.
Mr. John'No~terio appeared before the Board and stated that the Board of public Works'
the EDA should be turmed over to the Central Merrimack planning District commission. How~
ever, he stated, the matter woul~ be best tabled until .the first of year when' the 19~
of~ the EDA committee had a chance to vote on such a move. He reported that they had' raised
$600. in scholarship money for the children
Me also reported on the Governor's conference he attended in April on ~Gommanity
POLI CE.OFFI CERS: ·
A ~-le~ter from Civil Service advised the Boa~d that the-minimum heigh~ requirement for
p01ice~officers was 5'7". HOwever, excep~t0ns co~d be mede by vote of the Board of
Selectmen.
RETIPJ~T NOTICE: '
CoPy~qf.~.retirement notice re school employee, Mabel P. Thomson was received by the Board.
Mr. 0ates' .appeared before the Board onhis co,faint of previous meeting that neighbor
Seymour was building and adding to his pr0per~Y which was against the zoning by-laws. ~
Thee ~chairman of ~the Board read a letter from charles Foster, Building'Inspector, which~
contained a report on the matter. Mr. Foster stated that Seymour was not out of line
~ in ~the construction of eaves and overhangs on his buildings, that the peak ~eo~ inste'~d of.
the flat roof was legally constructed. Mr. Oates' said that he. was not sat'zfied with t~e
report?..that in the fall he would ~start constructing also,~ but without a building, permit.'

.... Mr.~ James appeared before the Board with the revised plan of~ the police 'station,for
of .Board. selectman Fred Oakes objected strenously to the 20 steps included in the plan;
he.said~i%.would be dangerous for persons be escorted down or up, ~especially those 'arrested
· for-drunkeness~ He stated that the plans, ~as such, 'did not meet with his'approval. Chair-
~ man Ftnneren made a~motion to approve'the plans for bids. Selectman Ralph Finck, seconded
the motion. Mr. Fin~eran and Mr. Finck voted'for approvaI of the.plans; Mr. Oakes' vote.
was negative. ~he votes of Finneran and Finck made it an unanimous .vote and Mr. james'wuss
instructed to prepare the plans for bids.
!.~P~TIONAL COUNCIL: - -
Wtl~liam McEvoy~appeared before the Board withthe list of playground, workers for the
summer season which will run eight weeks. 31 girls and 15 boys applied for the positions
asl playground insmructors and 9 girls,lO boys were appointed from this list. Besides Field
Day, the trip to Pleasure Island, there will be a puppet show to entertai~ the children.
Arts and crafts, athletic contests will be f~atures of every day.
o~vl~ DEFENSE REQUEST:
John H. Farrel~, Civil Defense Director, requested of the Board if the Civil Defense unit
of North Andover could have permission to use the police radio, now not used by the police
department, to establish communication program with the town. It would prove very benefic-
ial in time of emergency...the only time it would be used...as it would tie in with the
various departments, Tree, Highway, Public Works and would relived the Fire Dept. of con-
tacting these departments. Selectmen Fred P. Oakes made a motion the chairman of The Board
William Fimueran and John Farrell speak to the chief of police about this matter. The
motion was seconded and made unanimous.
