STREET LIGHT REQUESTS - Winter St. and Great Pond Road
Requests for improved, street lighting at 545 Winter St., Pole #3681, and on pole
~1786 Great. Pond Road were referred to the Massachusetts Electric Company for
survey and recommendation.
LE~SLATIC~ - Accidental Death Insurance for policemen and Firemen
Legislative provisions for adoption of accidental death insurance for policemen and
firemen was referred to the Police and Fire Departments.
DEPAR~T CORPORA~S AND TAXA~rON - Sales Tax Distribution
0hairman F~n,eran read a comnm~tcation from Assoc. Conn. Wood stating that the
Selectmen's letter to Senator Rurak questioning the amount of saiea tax reimbursement
for North Andover under C~apter 70 had been referred to the Department of Taxation
and Corporations, and was .being forwarded to the Departm~t of Education for
e~planation of the computation of North Andover's antitlement figures.
POLICE STA~r0N PLANS
Architect Horace .Jemss of Thomas pearson Associates presented incomplete plans and
specifications on the now building for the police Department. Hr. J~es stated
that the plans and hid specifications would, hope/~]]y, he .completed by next
meeti~.~g of the board.
}~-TING - Commission on Aging
· Chairman Finneran introduced Mr. Michael W. Morris, Co~=aunity Co-Ordinator for
Comission on.~Aging, who met with the board on this date to discuss the possibility
of re-establishing a Council on Aging in North Andover. Hr~ Morris referred .to.
a recent~ survey hy the state indicating s need for such councils throughout the
State and a wide interest on the part of elderly persons for informational' and
referral~services. After considerable discussion and questioning, by the hoard, it was
agreed that Hr. Morris would contact Hr. Wilson, Director of Public WeLfare, to
determine whether there is a need in North Andover for such a council. %:It was also'
agreed that if the need was established, the board would calI'for volunteers to
re-estahlish~ a council.
WATEP/N~:.TR0~GH -. Flower Planting
The board.directed a letter of appreciation to Hr. Arthur ~radley, 115 Andover St.,
for his voluntary planting of flowers in the watering trough opposite the Kittredge
Schonlr which~had ~crbated considerable interest and comment from passersby.

The Board of 8elect'men held a scheduled meeting on this date. Members Pred p~, Oakes~
Will4am A. Finneran and Ralph E. Ftnck were presens, chairman Finneran opened the
meeting, at 7:30 P.M.
HEARINGS -.pole I~bcations: catty Circle, Milk St. and Andover St.
Hr. Lennon.,appeared before the board in the interest of the location of two poles
and .removal~ of one pole on Carty Circle. He stated that he is an ~mmediate abutter
and held no objection .to the installation. Mr. ~asey of the telephone company :
stated" that he had emplained the plan to residents of the area and there were no
objections. Upon motion of Hr. Cakes seconded by Hr. ~inck unanimous approval was
accorded all petitions for p~le locations set up for hearing onthis date ' cart-/
circle, MilkSt. and Andover St.
MEETING - Atty. Cemuso: Co,unity Antenna TV System
Atty.' Camuso :met with 'the board to e~plain the National Cablevision Company's
proposal to .locate a co~nunity antenna E~ system in. the Grea%er Lawrence area.' He
stated that his cliemta intend to invite officials from North. Andover andGreater
Lawrence to a:meeting for a previow of what.to e~pect on Cable TV. Atty. Cs~uso
stated that the location of the antenna tower could he anywhere, within a 6C-mile
radius, ~and that homes could be connected to the. system via abovegro~md existing
utility poles. Att~.. Camuso added that once the ~tem is set up, the Town would
receive 3% of the gross receipts from local subscribers; services would be free to
Town,s. functions and schools.' Hr. Wood, communications officer for~ the Town of North
Andover, questioned Atty. 0amuso on other areas where the system has been set up -
installation fees, F.C.C. license, monthly service fees etc. Arty Cemuso stated
that this was all set up and subject to negotiation prior to approaching local
authorities for a franchise.
