GROGAN FIELD BLEACHERS - Mr. Joseph Guthrie spoke briefly to the members of the.
Board expressing his thanks for the good work done on conditions .at Grogan's
Field. He reported that parents in the neighborhood were sa~isfied and he
would be willing to ask them all to come ou~ and help next season when spring
activities start again.
JUROR DRAWN - pa~l Gallant-Truck Driver
Town Clerk John Lyons appeared before the Board ~ith the box containing names of
prospective jurors for the drawing of one juror to serve at Superior Court, Salem,
Mass., October 2, 1967 at 8.30 A.M. Selectman Ralph Finck drew the name o£
paul Gallant, Andover By-Pass, a truck driver.
APPLICATIG~ - Underground storage of fuel and dsisel oil.
Upon motion, of Mr. Ftnck, seconded by Mr. Oakes, a hearing was set for sept 25, 1967
at 755 P.M. on the petition of the Brooks School to store 20,000 gallons ]]5 fuel
and 500 Gallons dsisel fuel in tanks underground. Application to be sent to
Town clerk for proper steps to be taken before hearing including notice to
Fire Chief Daw. '-
COMPLAINT.- Mablin Avenue
Letters were received and accepted by the Board from Mr. Duffy: Board of Public ~'"
Works and Mr. Nicetta, Highway Surveyor, assuring the Board that road .conditions.
on Mablin Avenue as reported by Mr. Routhier were in the process of being corrected. . , .~ ;
GROGAN'S FIELD- Mr. Duffy, Board of public Works
The Board received a~d accepted a letter from Mr. Duffy stating that all necessa~- .
steps had been taken to improve condi~ons in Grogan's Field. Mr. Gakes noted that -
this reaffirmed statements made by Mr. Guthrie earlier in the evening. ' :
TRAFFIC CG~TROL - New Law signed by Governor Volpe
Chairman Finneran read a letter from the Department of PublicWorks concerning n~ew
rules and regulations concerning pedestrian traffic control. Motion .was'made,!by
Mr. Finck and seconded by Mr. Oakes to send this notice to the chief of Police
a~d Safety Officer Dusham.
INVITATIC~ - Forum on Municipal Finance
An invitation from the National Shawmut Bank to attend a special forum on:
municipal finances on ~mAt. 14th at the Sheraton Plaza was received andlit Was
dedided unanimously that this invitation should be refused. ,, "
RESOLUTTCE -. Build America Better committee
~pon motion of Mr. Oakes, seconded by Mr. Finck, the Board voted to accept a
resolution from The Greater Lawrence Board of Realtors, offering to~ help the
town with any problems that might arise concerning neighborhood betterment' and
voted to send s letter of thanks to that organization ....
MEETING - Central Merrimack Valley Regional Planning commission
Letter was received and accepted informing the Hoard that the Central':Merrimack~
Valley Regional Planning DiStrict would continue discussions regarding Merrimack.'.
River Pollution Problems at meeting at Greater Lawrence Regional Vocational and
Technical High School on Thursday, Sept 14, 1967 at B:P.M. Chairmen Finneran
stated he would attend this meeting.
POLLUTION CONTROL - Letter from Town of Andover ~ ,
The Board received a copy of a letter from Andover directed to Division of Water
pollution Control' stating that they Town of Andover would comply with the'Division's
directives regarding the Merrimack River. The Board unanimouslu agree.d.~t0 ~efer ;the
letter to John Montiero who was planning to attend a sept 12th meeting.ia Boston ~
even though our Board had not been noti~ of the meeting.
RECREATION CO§NCIL- 0ontest
An invitation was received and accepted by the Board from Mr. William McEvoy,,
Reacreation council Director, to a contest called ~Pass, Punt and Kick". for
boys ages 8 to 13 to be held at Chadwick playground, Sunday, Sept 17th ~t' 1.30 P.M.
APPOINTMENT -Special police Officer
Mr. Oakes presented a request from the Highway Surveyor, Mr. Nicetta, that John
Chaisson, a regular employee of the Highway Department, be appointed as a Special
police Office assigned to the town disposal site. Mr. Oakes made a motion to, so
appoint Mr. Chaissen and Hr. Finck obJect to the motion, stating that it has ~always
been the procedure of the Board to refer such matter to the Chief of Police for his
approval. Motion was made by Mr. Finck and aeconded by Mr. Finneran to refer this
matter to Chief Joseph Lawlor.

N0~ce was received from commonwealth of Massachusetts regarding hearings on
'jchanges in the Medical Assistance Program. Upon motion of Mr. Oakes, seconded
by Mr. Flnck, the mo~ice was forwardedtoMr. Wilson of the WeLfare Board for
his' attention.
