' The Board received a letter from Mr. William M~Evoy, Director of Recreation 'stating .that the ~rst cf many football contests for young boys held, at the Chadwick~ p~'ayground' was most successful'and he expressed his wish that the Town would continue to sponsor such events for' the young people, because in his opinion there is a vital need for. such activity. 447 September 18, 1967 (cont'd) MERRIMACK RIVER POLLUTI0~-Report from Mr. Nonteiro Mr. John Monteiro appeared before the Board to report on recen~ meetings with the Regional planning Comtssion on P~ver Pollution. He was accompanied by Prof. Werner Grune, of Merrimack College, who has had nationwide experience on such prbblems and was helping Mr. Nonteiro with his work on this project. Mr. Monteiro state~ that there were no new developments since his last appearance before the ~oard. The main question was still whether or not the Town was going to vote to Joint the Regional planning Commission along with the City of Lawrence, Town of Andover and Town of Methuem or attemp~ to solve the pollution problem on their own. Mr. Oakes 'asked Mr. MOnteiro about the cost of this project and he was informed by Mr~ Monteiro that it would result in expenses of $30,000.00 or more to the Town each year. Mr. Finneran stated that this was a large sume of money to spend where the end results were so doubtful. He pointed out that the town is involved with only abo~t :~ mile of the river and he would like to know what benefits the Town would derive from participation in this group. Mr. FLnck stated that he had still an open mind on this whole mat~er and was intereste~ in the. actual legislation. Mr. Monteiro said they were drafting the legislation now and it would be presented soon. Mr. Oakes asked Professor GrUne what would be the action of the Federal Government providing the Town did not participate in the olean up program of the Merrimack River and could ~the Federal Government force the Town to participate. Mr. Grune said he believed they could use pressure. Mr. Finneran asked Mr. Monteiro about the time element and was informed that the Board had until Dec 6th to make up their mind about this project. Mrs. ,Finbk said he .would not make eny decisions until he saw the actual legislation and.knew~ about the Town's representstion on the Co~ission. In ~conclusion it was agreed that the Board would withhold a decision until they see the legislation that isppresented by the COnnission. LITTLE LEAGUE-Football games Mr~ ~Joseph Guthrie informed the Board that the opening game of Little League would -:be held on~ Sunday, Sept 24th and he requested that the members of the Board attend the .opening amd participate in the kick off ceremonies. Representative Hurrell ~and other civic leaders were also being invited. He also informed the Board that the Little League is planning to have a night game in the near future at the Hayes Stadium. Notibn was made to adJorn at 8:30 P.M. by Mr. Oakes and was seconded by Mr. Finnera~. A petition of the New England Tel. & Tel. Co. to locate a Joint pole on Rosedale Street was tabled until October 2, 1967; an abuttor objected to the location and will be contacted by Mr. Casey this week.
