SPECIAL TOWN NEETING:
A special Town Meeting was held at 8:00 p.m in the high school auditorium to act on the
following Articles: ~'~
Article E: ...To see if the Town will vote to appropriate $34,00, on account of Public WeLfare
an~ an additional sum cf $1,009,on account of Veteran's benefits, and to determine whether
said appropriation shall be met be a borrowing under Chapter 27 of the Acts of 1966.
This article was approved and passed; by the Selectmen and Advisory Board.
Articles 2 and 3 were voided to be inserted in Annual Town Meeting. No majority vo~e.

Motion:
To authorize the extension of the sewer system described in. the Article,

Letters from Building Inspector and Town COunsel, Arnold H. Salisbury, on the:Oates: com~-
lsint revealed that the building code law was not being broken by.the type of additions
Seymour was adding .to his buildings. Town Counsel advised in his letter that if Mr., Oates
disagreed with 1these findings, he should engage the services of-private legal, eounsel..~ith
whom he.would be glad' to confer; and upon such counsel take what steps that w~ere indicated.
-_ He also stated that he was not required to attend the Selectman~s meeting and neither was
the Building Inspector and did not intend to do so. ~he 0a~esx complaint was not'a,mun-
icipal problem and sugested that tbs Board made this clear to him., , · _

A letter requesting a meeting on the subject was received from Gadsby, Nequtre & Hannah
and Irving Rogers to explain th.e purpose of the proposed installation. · A meeting was
set for November 13, 1967, at 7.30 p.m.
PARKER STREET $NE-WAY:
A letter from Jacob Rerkover, District Highway E~gineer, stated Perker Street would be
made a One-Way Street as soon as the Board signed an amendment copies.

STOP SIMS: MARBLERiDGE RD, AT SAL~:
A letter from the State advised the Board that on completion of the usual investigation, they
would be contacted by the District Office. The Department of Public Works Commission recen-
ly voted to authorize the District Highway Engineer to give written approval for the commis-
ion of certain municipal traffic regulations, a procedure that will expedite the processing
of such matters.
AIR CARRIER SERVICE - AIRPORT:
A letter.from the Lawrence Airport Commission requested the Board's support,in writing, to
support renewal of air c~-~-ler service at the airport. Board voted to write the letter.
POLLUTION:
A lett~~ with counter proposals for a pollution abatement district from Mayor Kiley was
taken under advisement%
DEPARTMENT HFAD ~G:
Novem~ar 20, 1967 was the date set to meet with various department heads to discuss 1968
budgets end needs of the departments. Fire Chief will be contacted for use of the
VETERANS ' DAY PARADE:
The Board of Selectmen received end accepted 'an i~vitation to perticip~te in the annual
Veterens Day parade on November 11.

' After,conferring with Town~Treasurer after bids for new police station were perused, it
· · Was determined by the Board that insufficient funds had been provided for the new police
'stationI in' the ~1967 Town Meeting &rticle. The bm~fl~ing of the station will have to be
postponed until an appropriate amoun~ has been determined via another Article
Town, Warrun~. The present amount in the budget will be held over for 1968.

Leonard Oates~ once more appeared before the Board end in an,obnoxious,' unpleasant
decreed~that the Building Inspector's letter on the Seymour building was out of order
~d that To~lmCoU~sel's letter was a farce. The ,B. card advised him to get his own private

~The Board voted .to. contact mover re the Mil~ar House Novtng as, to date, ~ehad not done
enything about it despite detailed instructions given to him by the Secretary.

Thi~r.B'oard of Selectmen held their regular meeting on this date with the two- men Board
present, Fred P. Oakes and Chairman William A. Finneran.
CABLEVISIC~ NEETING:
The'Board met with representatives of the Cablevision Co. The company stated that if the
to~u p~ermitte~, television signal-%would be brought into homes by cable.instead of over air.
The 'cablevision method started installing in homes located in mountains who otherwise could
not have television. They stated that all large cities have cabled TV and that North.~.
Andover was 'censidered au urbau part of Boston, end that 26 co,.,A~nities now have cabled TV.
They stated the advantages as follow, s:
1. Black end k'nite- TV reception chry~tal clear. Colored TV perfect.
2. People can receive many more stations including 38,56,10,26,6,11 without a converter.
3. Time, weather and news received 24 hours.
4. Could be used locally as stations..all co~mmnity projects , emergencies, announcements
by Police and Fire Depts could be broadcast, free of charge, as a service to the com-
munity.
5. Cost: each license per dollar, per mile...Subscriber, ~4.95 per month per subscriber,
$14.00 for installation.
