POND DREDGING: A letter from the department of Natural Resources gave permission to George Farr to,dredge a certain pond on his property. It did nomviolate the Hatch Act. BETTER G{ANCE C~NITTEE: A letter from the above-namsd committee stated that the town.ofNorthAndover may. be chosen as one of five localitiesinNew Englan~ currently under consideration by the National . Project - ~ Better Chance - as a possible place fora local ABC program. The aim of the ABC program is to give high school boys a better chance by providing them with a superior high school education. These boys would be bright, highly motivated youth chosen from the- poor districts and slums of this country.. A public hearing or meeting will be held at St. Michael's School Auditorium on Tuesday, Jan. 9, 1968, at 8:00 p.~. Alice M. Letarte, Sec. ~-~ ~ :~ ~ _ January 22, 1968. The r~gular meeti4g of the Board of Selectmen was held on this date 'with the 2-man BO~'~ pmesant. ~v' ~GINCY MEETING: An emergency meeting was called at 3:30 p.m., Tuesday, ~anuary'23, '1968, following a call from~ the State Dept. of PubLic Works notifying the Board that they have a sufl~iciant sum on money to reconstruct Osgood Street. The Town Warrant was opened at 3:30 p.m. and closed at 3:30 p.m. for the inclusing~of an appropriate Article drawn by the Board and Highway Surveyor. The same procedure as - Mass: Avenue will be taken .... after construction of Osgood Street~ the Town will assume maintenance thereafter of said Street. ~ PEDESTRIAN CGITROLS: ' A letter was received re pedestrian controls which was referred to Chief Lawlor:£~'~report~ POLLUTIG~ ARAT~NT: .: ! Hr. John Monteiro, Chairman of the pollution committe, appeared' before the Bcsrd and present- ed p611ution amendmenb 685 which he had rejected at a pollution meeting'at Rolling Green. He 'said the formation of a District was much more feasible and, would, save the town~considerable Selectman Fred P: Oakes stated :that the Board was still, waiting for an answer to corresspondance on this matter to Mayor Kiley amd~ in his opinion~.umtil the letter is . "acknowledged and the terms in the letter discussed, there was not any p zut, in. any more ': meetings .... they would be a waste of time. "~ Hr. Monterio reported that Lawrence still wasted 3-2-1-1 representation in a 4-town DistriCt, Meth~en was in agreement with this' representation. Andover wants to discuss this' number ad amendment 685 (veto on powers) and favored a 3-2-~-2 representation. ' TRANSIT SERVICE: ~ ' '~'A letter from Mayor Kiley re transit s~rvice was received b~"the Board requesting a~meeting with the Board. It stated that if the BVTi' took over Eastern Mass; rate ~f pay.would cost'.' 27~., more per :1000 and raise the tax rate. Chairman Finneren stated the Board was .striving , to Continuedthe convenience of transportation with a minimum cos~ to the taxpayer. STRE~ LIGHTING: Surveys were received from the electric company for improved street lighting on Marian-Drive, First Street and vicinity of Whippoor~ill Farm. The ~irst Street and Whippoorwill Farm suz~eys, were approved and vote taken to have lights installed. Marion Drive survey was taken u~def advisement. A 'letter from the J. P. ~tevens Co. requested that a sworn"weigher be appointed for their' plant and requested that Kenneth Hatch, 50 Manchester Street, LaWrence, Mass. be appointed. The Board approved the request and appointed Mr. Hatch. REG. V.O'c. SGHOOL: ..-' 'An invitation ~as received to atten4 a luncheon at the Reg. Voc. School on Wed., Jan. 24, at 12:~5 p.m. Henry Lured will represent the town amd view the processing data program to be proposed and repowt back to the Board whether the town could use this service or ~ A letter from the. DPW requested that bridge loads in North Andover be checked. The Board · referred .the matter to the Highway Surveyor for investigation end report.
