The regular meeting of the Board of Selectmen was held on this date with the two-man Board
presenm, Selectman Fred,'P. Oakes and Chairman William A. Flnneran.

~' John Farrell, Civil Defense. Director, informed the Board of the passing of a vmry, dedicated
and loyal special police officer, Otto Bishop. The Board voted to send a letter ,of thanks
'and sympathy to Mrs. Bishop 'for~ her husband's loyal services to the townspeople for many years%

CON~LAINT:
A Er. Walter Wengrzyon, 57 Glen~ood Street, sent a letter edv~sing the Board that the
street was in such te~_ble cencLiticn that ~ any emergency should ar~se, fire ~cks o2
ambulance could never pass over road. The matter was. referred to the Highway Surveyor
for ~nvestigattcn and report.
POLLUTE~-NONTEIRO:
John Monteriro, (hairman of the Pollution Abatement Program, stated that an open Forum
should be con~ducted to educate people on the program bfore the)- voted on it.
SPECIAL TO~N~ MEETING:
The Board voted to open the warrant at 7:30 p .m. for a special town meeting to be held
after the'~regular town meeting, March 16, for insertion of the following articles~
ARTICEE I. .....
To 'see what action the town will take, by a secret.~ritten ballot to be taken at
the.Ma'eting,' upon the following question: "Shall there'be a Sanitary District to
include the City of La~rence end the ToEs of Andover, Methuen and North Andover
and the construction, acquisition, extension, improvement, maintenance and opera-
tion.'of a system of~wa~er pollution 'abatement facilities by the 'said District in
accordance with the provisions of a Special Act te create, the Greater Lawrence S

ARTICLE II: Tom see if the Town will vote %O accept as a Town way, Cotuit Street from
its intersection with Waverly Road to its terminus at the property owned-.by Donald
B. Elliot et ux numbered 107 Cotuit Street.' Petition of John WiLlis and others.
ARTICLE III: To see if the Town will vote %O raise land appropriate a sufficient sum of
money ~to acquire appro~mately 14 acres of land from.Anthony Rogers believed to ~be
necessary to e~and the Sanitary Fill area. Petition of the Highway Surveyor and
the, Selectmen.
The warrant was closed at 7:35 P.M.
MASS. LEAGUE OF CITIES AND TG~NS:
Er. Kenneth O'Rourke, representing the above-named urged, the Board to Join said League.
The Selectmen took the matter under advisement and further study.
APPOIN~N~NT:
ICarden Garueau requested that a Mr. George Page, 39 Pleasant Street, ~e appointed
"Clerk" bf Precinct II to fill vacancy. ~e Board so voted and appointed Er. Page.

COMM~NDATIG~:
A~ letter from the ~entral' Merrimack District highly~commended the'Board and. the Polluti0n~
Committee .for. the work and time e~oended in the planning of the Pollution District.
TREE 'REMOVAL':
A reqyest, approved by the Tree Warden~ was received by the Board for removal of three
trees..~nl'Johnson Street by the Mass. Electric Co. Hearing was set for Feb. 19, at ?:30.
The trees will 'be so posted;
SPECIAL ACT:
The Board received a copy off, the Special Actre the P~llution Abatement District that
will be.submitted_ for legislative action. The Board approved the Act. and letters re-
ceived from Methuen and ~mdover Boards indicated their approval, also.
Pole Petition:
Petition to install 20 wires and .3 cables on-poles ,tabled from last week, was ~pproved.
The %otal amoun~ of the January 25, 1968 snow emergency was. $5,923.11 per letter from
Highway Surveyor to the Board.
RESOLUTIG~:
A resolution submitted to the Board from the N.A. School Committee pertaining to the
instaLIation of sidewalks on streets leading to town schools was re6eived; the Board
instructed that copies be sent to the Advisory Board and Highway Surveyor.
PUBLIC WORKS:
Affirmative recommendations on petitions %o adjudicate streets was received from the
Board of Public Works.
· lso copies of letters sent to abutters of proposed town way streets from the Highway
Surveyor were received by the Board.
