Lyons, Town Clerk, Was appointed to represent the town and aid ~'n the taking of the State Census. STREET LTGHTING: The Board approved a survey for street lighting on Lacey Street, near Whippoorwill Farm and instructed said installation. DRAINAGE CONPLAINT: A letter to Dr.,ay on the sewage overflow complaint of Mr. & Mrs. Howard was ssu~ by Sanitary Engineer, Mr. William Driscoll. He stated that two syotems were presently overflowing on property owned by Mr. Hamort and Mr. Querci .... the overflow was very obvious, running down the driveways in both instances. Drainage from Mark Road. was also investigated in 0ctobe~ at which time he found a considerable overflow coming down the drives of Mr. Querci and Mr Hamori onto Mark Rd. It seems that the leaching area was established in the front of each house, elevated to elimainate s possible ground water table prevalent in that area. The builder cut down into the leach area when he installed the driveways and these are the points where the overflow .exists. Mr. Driscoll'recommended that this street be supplied with proper storm drains in order that the homeowners can install interceptor drains, in order to alleviate a high ground water problem. The homeowners hsould be ~icislly notified to correct the .overflow of these systems as soon as the weather permits. The Board of Select~nen approved the letter and instructed that a copy of saidletter be sent to the Highway Surveyor for proper action· Rules and regulations were sent to .the local Ration Board hich consists of-the Board.. of Selectman. Appointment; James Lyons was appointed a Spare Worker for Precinct I. POLLUTIC~I: John Monteiro, Chairman, stated that the points requested by the Town of North Andover mostly honored in the Special Act for the legislature. He thanked the Board fore-their continuous cooperation· JOHN ~S - EO~PLAINT: Atty. Willis appeared before the Board and stated that the letters sent to the abutters of proposed adjudicated streets by the Highway S.~rveyor were a great imposition on the abutters, especially the woman. The letter stated ths~ "all stone bounds and manholes .~. be uncovered for the surveyor ~s inspection and that he should be so notified when this was done." Mr. Willis said that it was impossible to uncover stone bounds and manholes... with many feet of snow, frozen solid, on top of them. Mr. Willis also stated that~ iS was the Selectmen's suthority to determine the adjudication of said streets, not'the Surveyors. Bonds also should not be released until street in proper repair by Mr. Oakes said that the Board would take the matter under advisement and that something. had to be done about, the inspection of streets. Department heads should mee~- to resolve~ the matter.
