PROGRESS REPC~T: KIRENAN, AIRPORT:
Mr. Kirkmsnd, Airport Manager, advised the Board that the open well on airport property
was in the process of being filled and that' the abandoned house will be torn down in. the
very near future.
DEPARTMEN~ HEAD MEETING:
A department head meeting was held in the .Fire Company rooms at 8:00 P.M. with heads,'and
members of departments present. Chairman F~trk presided. Details on next page.
VOUCHER NO. 3375: School Committee Bill:
Atty. John J. Willis appeared before the Board and requested that they sign the warrant s6
he would be able to .attach the check re voucher #3375, payment to contractor for Franklin -
School. He stated that his client was owed money by said contractor and. that he .wanted the
check attached. A~ter considerable discussion , Selectman Fred Oakes made a motion, to sign
the warrant as' requested. Chairman Kirk' stated he would second the motion to .sign the
warrant with the reservation to withold any other voucher he thatought should ~be held'up.
when he examined-them. Selectman Finneran stated that the.School ~mm~itte should have in-
vestigated the contractor's background before hiring him to.construct Franklin.School ·
addition. He stated that he would sign warrant with the exclusion of Voucher #3375/which
should be referred to Town Counsel and report, ~
ADDITIONAL SCHOOD CROSSING GUARD- CHICK~YING ROAD: ' .~u~
The Chief of Police met' with the Board and it was agreed that an additional school c~ssing
guard was needed to conduct the pupils ~rom the Village Green complex, going to the various
schools on Chickering Rd. It was voted to send a request to the Advisory Board for~ approval
for a transfer of $901. from the Reserve Fund to the School C~ossing Guards. Expense, fund.
Chief.'Lawlar stated that the uniform~would cost $325. and salary, $576~00-. $901.-l.The:gard
would begin'her,duties in September,.1968, the beginning of another school year. ·
HIGHWAY SURVEYOR:
The Highway Surveyor appeared before the Board re. the Ymglewood St.~repairs by~'the state
j and he was advised by Chairms~ Kirk to send a letter, with detailed information,as'to~ ?
~ ~hat was needed to complete Inglew0od'Stree~ and ~other matters of repairs tolbe'=msde~be-~
fore the.town accepts the reconstructed Massachusetts Avenue. After letter is sent~ the
Board agreed~-that they~should ~eet with the state engineer, Mr..Wiley, and the Highway t
.~ Surveyor to'determine corrections need.e~,' on Mass. Avenue.

: & Co., Inc. on the new police station. A copy of letter was sent to Fred DeLisi?,?res.

DEPARTMENT HEAD MEETING:

Chairman Amthur P. Kirk presided at a meeting of Department He,ds called by the Board to
discuss' pertinent problems of town government.
SUB DEVELOPMENTS:
Nm. Kirk brot~H%.up the fact that the tremendous increase in growth of town will be quite
costly to the townspeople in the next ten years. He asked for opinions and comments from
the men present.
Joseph Guthrie, Chairman of School Committee, present with Supra. Garcfoli, stated that it
was the problem Of the townspeople, not the School Committee, that their purpose was to
educate children living in North Andovor wha~evar the cost.
Selectmmn Fred P. Cakes stated that he had read in the newspaper of a progrman the State
Department of Education was sponsoring and he stated that the town officials ~should have
been notified of the project. The only knowledge the town fathers had was whatethey read
in. the newspaper.
John Coady, Personnel Board Chairman, asked about the number of s~hool children expected
this year. ·
Supt.. Garafoli stated that 176 pupils were graduating this year and 200 children'were en--
toting the first grade...with possible more enrollments from transfers before September.'.~
They have 13 rooms with one school room available. C cst per child is $600. per year.

Chief james P.~Daw Stated that a new fire station would'be needed within the nextlO.yrs.
More call firemen would be needed. The question of the awful fire horn was brought up
but did not get any comment from Chief Daw. Atty. Willis could not see the need for the
fire~horn blowing in the middle of the night especially when they, the fire~department,
went out of',town'to~ aid fires in near-by communities. :Chief Daw said it was to alert~.
the'call firemen. ~Arry. Wt~qis said Why didn,% they have communications in their homes.~
No comment~ from Chief Daw.
Atty. W41]iS also stated that the sewer and water maintenance costs were increasing.
He suggested that each department head could prepare a resume of rising costs of their
individual.:dspertments and.. predict future expenses, to town. The resumes could be sub-
mitted to .the Capital Out-Lay Committee to estimate--*uturecneeds and resultant costs ~to
the ltow~.
William Chspulis, Planning Bd. Chairman, said these surveys would not be accurate; that.
a profe'ssional survey-was needed to ascertain future community projects. - ,
He suggested a letter be sent %o State Senators for infarmation:of state aid.
LeoLafond, Tgee Warden, stated that in other .towns, developers wore required to plant the
trees :'in,the, new developments, at ~.their expense, instead .of the town paying for %hem.
The~.BylLaWs should be updated, he stated, to"ha=e-developers bear this expense as well as
others.
Selectman"oakes .stated that the specifications should include the cost of grading and ~ '
maintaining!:the~ streets of new-. developmentm; that'they should be the responsibility of
the developer,, Street lights also should be billed to the devel.oper or owner, of' apartmen%s~.1

W~ll~am-.Duffy, Superintendent of Public Works, stated that Holt Road was having sewer and'
drainage pipes installed;..that a large,company was going ~o build a warehouse thereJ.costsI
of~-iustallation of.se~ar and water piping was mounting. He also stated that playground area~
were all ftlled up and there was a need for new playgrounds in the town~ that de?f~loper~' Sf
large, plains should include 'land. for 'development of a p~ayground for aPartment co, loxes. '
William,Finneran~ Selectmen, suggested that the group meet with the Capital Out-Lay Committee
with'idsp~rtment's resumes' to findloUt where the town.was going and todete~mine necess'
financial futu~e_~ costs and projects .......
~ohn Coady; .stated that he thought and ExecUtive .Secretary c~uld be used in the T~w~
coDrdinate em~enses and needs. Atty. Willis stated that' a Town Manager could be '.used;
that the Town ~Mangar 5f..Andover earned his. salary for. the. next ten years by getting the ' ·
G~llette Company to settle their factory in Andovor.
Highw.ay. Surveyor s'tated that the rubbish collections and maintenance of roads had t~pled
and that ~he definitely needed more men, equipment and money to do the Job right.
chief Lawlor said that the police ~epartment needs more personnel.
Chairman~ Kirk: In sum%~y of the meeting, Chairman Kirk requesteR-Statisti=s re future ex-
penditures of each departmentlbe compiled for the next meeting of ~Dspartment Heads. He also
stated that members of all Boards, besides the'Dopartment Heads, should be and would be in-'
vited for their opinions of the p~oblems of'the Town. He thanked everyone
had come to the meet. ing which was on a voluntary basis and he said that it ~4howed
needed for a successful Town Governing body.
