Five Articles will be ,considered: Article I. .... Amendment of Zoning By-Law to enable ABC to use home for ten students in residential area. Article II... Request for $3600. for installation of guard rails (Highway Surveyor) Article III... Reque4t for sumeof $7800. for the srection of traffic lights, corner of Sutton an&Main S~s. Article IV.... Request for sum of $600. for services of school health curse for TB program and~infant checkups Article V..... .- Reques~ for sum of $901. for services of additional school crossing guard for children attending schools coming from V~qq-ge Green Apts. on busy Chickering Rd. highway. The Warrant was opened at 1:00 P.M. and closed a: 1:10 p.m. BOARD OF W]~FARE C~0SING: At this meeting, the Board of Selectmen retired as the Board of WeLfare for the~t~wn for as of July 1, 1968, the State took over the administration of Welfare in various towns~and cities of the state.. Selectman Wtlliam A. Finneran, who has been Chairman of the Board of Welfare since Ma~ch, 1968, highly~ commended the ~Board of Welfare personnel, Director Geor'geWilson~ Harriet Magee, clerk and the lately~retired Hrs. Eelley, for the efficient manne~,~in ,which administered the Welfare Office and aid they gave the'~ need~. He expresse~d '~he/hope tha~ the present State administration would operate as efficiently. : Selectman Fred P. Oakes also expressed his tha~ks~and appreciation to Hr. Wilson and' M~s. Notice was referred {o Highway JOHNSON STREET - YELL~ LINES : " ~Residen{s requested that yellow, traffic lines.be paznted On Johnson Street as th~street was very narrow and guide lines were needed for traffic safety.especially on foggI~,,rainy~ ~ights. The Board voted to have the yellow Lines installed and also voted to have Speed Zone signs erected for the safety of the residents. Chief Lawlor will be so.advised. GO SLOW. C~ILDP~N SIGN: A requeat from Donald j. Zorn, 38 Davis 'Street, requested that a~ GO SLOW~G~ILDREN ~4i~n be installed on Davis Street as cars war~ speeding on theroad Since it h d be repaved. The Board voted to grant the request and referred the matter to Chief Lawlor. : S~ STREET EAS~2~ENTS: Copies of easements to be signed by_Salan Street residents in. r%gard to taking of land. when street is being reconstructed was received by the B6ard from the County Engineer. The releases were referred to Town Counsel. CONGRESSMAN BATES - NISSILE SITE: .. A letter from Congressman Bates advised the Board that the Sharpeners Pond site in North Andover would be reco~nended for the Perimeter ~cquisition Radar (PAR) installation'. This announcement would be made public an or before July 20, 1968. He also stated..that, according to the enclosed letter sent to him from G~ner. a.1 Starbird and StanIey Resor, Secretary of the Army, the Camp Curtis Guild site' would be proposed for the M~ssile Site Radar (MRS) and its Spartan ~(long-range) and Sprint (short-range) missiles. July 15, 1968 (cont:l.nued) -495 BOARD OF HEALTH: The Board of Eehlth oar was no long being used according to a notice sent by the Boa~dcof Health. The Board of Selectmen voted to' transfer the car ~o the Civil Defense unit and place the present Civil Defense car up for bids. The' Board of Heslth also requested that copies of all Building Permits be sent to their office to enable them to 'keep a closer check on all p'lumbing being done in the town. The Board ~ voted to so notify the Building Inspector of the request. PUBLIC WELFARE CAR: A copy of a letter sent to the Department of Public Welfare from Arnold Salisbury in regard to the motor vehicle used by the town Board of public Welfare prior ~o State take-over on July :1~, 1968. Cost of the car in the amount of $2,118.30 was appropriated under Article 54 o~£ ~the '196~ Annual TOWn Meeting. Attorney Salisbury asked whether the State intended to ~,th~ car from the Town and, if so, at what figure. The-Board tabled the letter until an answer was received. PASSENGER TRAIN SERVICE: A Ietter received from the Mass. Boy Transportation Authority requested the Town's intent in regard to renewal of contract for passenger train service; present contract will ex- pire July 31, 1968. The Board voted to refer the letter to Town Counsel and to have him. contact Edward F. McLaughlin, Jr. General Counsel for the Authority. CIL~ISTMAS LIGHTING: The.Board 'received a form letter sent out by John McLay, President of ~the Board of Trad%~ ~ reg..~g~,Chrlstmas Lighting this year. The Board v~ted to send reply to Mr. McLay : stating the town appropriation of their half of the expense had been approved )at the~ M~rch TOWn Meeting 4nd could not imagine the Christmas Season ~without. Christmas Lighting in 'North/ ~kndover. They also remarked that they hoped the B nard of Trade would again !assume the. responsibility, of collecting the balance of the lighting expenses from the business people and civic-minded' citizans of North Andover. They thanked the Board of Trade for .their public' spirit and service in the past. CONSERVAT~C~ ~COMMISSIC~: A .letter:.from.the comervation Commission advised the Board that when there was on their i~ommissien they would like to have Associate Member John L. Roberts'~ : :full' .member - of ~the commission. The request was tabled until a .vacancy became CONSTABLE..POSITION: ' :' '' ' ~ letter~of application was received by'the Board from Anthony Long~ for the constable. The Board directed that a letter be sent advising 'Mr'. Long° that this was an electtve'one~ he should enter his name in the next Town election in:~March. A totter was. received from a townswoman, Lois Roberts, requesting that tho"next appointment was made for. the Zoning Board .of Appeals, that a person, not in real estate business, be appointed; - . l :letter':.was ~received by the Board containing the resi~ation of John J. Shields, of ',the Zoning Board of'Appeals. TEANKIYOU~LETTER: The parents of the 13 yr. old girl who was kidnapped, beaten and nearly murdered sent a' letter of thanks to the Board and ,toTP~an Rand and '~-ame for .their off-duty efforts' that'r~sulted in the arrest of the assailant. The Board voted to have copies of said letter sent .to Rand and Crane. S~I~ATOR RURAK - ~L~PJ~Y SHEET: Advised by.telephone, the Boamt was informed by Senator .Rurak that House Bill #4365 .had some opposition but they would oppose it and have it shelved for further study if 'they possibly could. .This Bill had passed the House and was before the Senate. If the Bill"is passed it will deprive the' TOwn of North Andover in the amount of $148,278.00 on .the distribution of the Cherry Sheet. BOARD OF PUBLIC WORKS - PLAI~ROUND: In connection with the petition received by the Board regarding a playground in the Stevens Corner area, a letter from l~r. Dully, Board of Public Works Supervlsior, advised the. Board that the area on the east side of 0sgood Street from the property at 355-357 Osgood Street to Cochicherick Brook, owned by J. P. Stevens Company, might be developed into a playground for the area. INSURANCE: Policies for special multi-peril for town employees and a certificate of Insurance for Masonry work at Franklin School, FultOn Railing, Inc. was received by the Board.
