The regular meeting and perhaps t~he saddest meeting over held by the Board of Selectmon
was held on this dste with Selectmen WiLliam A. Hinneran end Chairman Arthur p. Kirk
present. Th~ empty chair between Selectmen Finneran and Kirk was empty because .their
beloved and highly respected friend and colleague, ~red P. Oakes, had tied the ~e~d~y
be£ore after a week end a half of illness.
Selectmen Fin~eran, visibly shaken by Fred's untimely and tragic death at the a~e of
h2, ssid'~n commemoration of our l~te friend and colleague, Fred....his contributions
to the mm were sincerely and continously given. To the town and to us, his passing
is a great loss; hez.had an incredible sense o£ humor and zest of living that was
un paralle!ed except for bis personal sense of responsibility for the t~mspeople of
North Audsver. No matter who came to him with a problem, important people or, in the
eyes of the world, unimportant, he did everything in his power'to solve it. He had
an unusual sense of fair play, everyone was important in his mind as' human beings.
Selectman Finneren stated very simply, '%Ye shall miss him. ~, And our hearts go out
to his family...his. ~dfe, Barbara,end his s~: children."
Chairman Kirk, who had requested Selectmen Finneran to express their sorrow '~nd
regrets at the passing of Fred, decreed that a page on the Selectmen 's records be
dedicated to the memory of Fred P. Oakes, their friend and colleague. It will be
so recorded.
MISSILE SITE:
Notine was received that a public ~-~formattonal missile rads site meeting woula b~
held for the public on Wednesday, September 25, at 8:00 p.m. inthe North Andover High
School auditorium.

A letter from Mr. Fessendsn Wilder, Brooks School, requested traffic sigas~ installed.
at the entrance of Brooks School because of the three roads at the- entrance wh~re
traffic cannot be seen. The Board voted to refer the problem to Chief Lawlor foE ·
investigation and report. ...~

was received and approved by the Board. The dissuasion on the matter of a tank amd
~ump 'for gasoline for the new police, station wa~t~.esolved' by a vote of the Boa~d:to' ~
include them in' the specifications when gasoline bids were advertised. ':'~. ,~
The Mayor bf Newburyport sent an invitation to all who whuld be interested-~t6~ survey
their new sewerage plant installation. The Board voted to send a copy of the invita-
tion to the Pollution Cmmmittee, the Board of Health and the Board of Public Works.
The in~-itation was scheduled for Thursday, October 3.
REC.VOC.TECH jCrG~ SCHOOL:'.
The superintendent of the above-named school requested the Board to name the date"
and time it ~uld be convenient to mee~ to discuss the addition to the school. The
Board voted to set the time of Monday, October 14, at 9:O~ p.m~ in the Selectmen's
Office, Town Building. Voc School will be' so notified.
MANP ~ER NOTICE:
Received tins a notice of Manpower Cooperative Planning System meeting, Sept. 25.
The Board vomed to refer notice to the Neighborhood Youth Corp. and Community
~ctivities Committee. '
P~UEST FR~ ~ite Feel Corporation to be notified of gasoline bids.
Screen Nm~ Digest for Junior and Senior High School students sponsored by First
National Bank of Boston re ferred by the Board to the School Superintendent.
