The regular meeting of the Board of Selectmen was held on this date with all members
present.
MISSILE SITE MEETING:
The Board met with abutters of the missile site area aid representatives of the Army
Corps, Colonel Hosk~ns and Mr. Philips. Forest Street had been proposed as an access
road and Chairman Kirk emphazised his opinion that the government should share cost of
access roads. A map will be sent to the office of the Army's plans for the Board's
study. An open meeting will be held on November 15 to discuss the missile site problems
further.
SALEM ST.-CHAPTER .(90):
A meeting was held with the abutters of that portion of Salem Street that is being
improved. Mr. Carlin, County Engineer and Michael Lespasio, Dept. of P~blic Works
Engineer were present to answer questions. Several abutters were reluctant to .sign
releases for their land damage claims. Mr. Lespasio stated that the releases must
be procured for Might of Entry on people's land before reconstruction could be ad-
vertised. Chairman Kirk stated he wanted abutters satisfied, but all must cooperate.
Town Counsel will be asked for proper procedure.
SPEC. TOWN MEETING: KIERSTEAD:
Mr. Kierstead appeared before the Board requesting that a Special Town Meeting ko be
called ko amend apartment zoning-by-law. Selectman Finneran advised Mr. Kierstead
that it was no~ the policy of the Board ko call. u.. Special Town Meeting for any individ-
ual or group unless 'petitioners presented 200 certified signapures with petition.
JUROR:
MarJorie Talmedage, 190 Middlesex Street was drawn for the December 2 sitting, at
Lawrence Superior Court.
VOC SCHOOL DEPT. HEAD MEETING:
Chairman Kirk directed Secretary ko contact Mr. Booth, Voc School; Mr. Ga~ofoli,
N.A. Schools, to confirm meeting date for November 19, 1968, ak 7:30 P.M. atFranklin
School Library. Dept. heads ko be notified with Capital Outlay and Ad Hoc Committees.
BUS HEARING: ~
Notice of Trombly Bus Hearing on November 13, ak 2 P.M. at Boston Licensing Cc~aission,
City Hall, Boston. Board will attend and send a letter of petition that Trombly Bus
will get permit.
Building Code Committee;
The Board agreed to continue to have a 5-man committee as it now stands. Elvira
Bevinati, 61 Lyman Rd. was appointed a Spare Worker.
BUS SERVICE CONTRACT:
L. J. Cusick, General Manager of NBTA sent bus service contract which was'referred
To Towm Counsel for~ examination and advice. Mr. Cusick. will be so notified.
GAS EXCAVATION:
Petition to excavate on Waverly Rd. for installation of a gas service wss approved by
the Board.
REVEREND CARVELL:
Chairman Kirk requested that the following remarks be recorded on the death of Rev.
Carvell: "His was a death of a very illustrious North Andover citizen, a great loss to
the town of North Andover. Mr. Carvell spent 40 years spending his time and energy
for everyone. His work and good deeds have benefited community beyond description."
The' town building will be draped in black for 30 days in his honor.
NEXT MEETING:
The Selectmem's meeting was voted ~o be held on November 8 as the regular date will ~all
on Armistice Day,· November il.
LICENSING COMMISSIONERS:
Renewal of following liquor licenses were approved:
Retail Pkg. Store, All Alcoholic - John J. Bonelli, 64 Main St.
Restaurant, all alcoholic - Butcher Boy Steak House'
Restaurant, all alcoholic - North Andover Restaurant, Inc.,
Affirmative recommendation for Birch Liggett Rexall Drug Store, North Andover Mall, was
submitted by Chief Lawlor and the Sunday license was approved for Same.
Licensing hour change for week days was tabled.
