However, a meeting will be arranged in the near future with a representative from Beverly and the Selectmen to discuss this matter further. RESERVE FUND TRanSFER: A~proval of the request of the Forest'Warden for a tran~er of $500 for expenses of Forest fires for the remainder of the year was received. RESERVE FUND TRANSFKR APPROVAL: Approval for the transfer of $350 from the Reserve Fund to the Advisory Board appropriation for expenses of the special tc~n meeting, legal advise ,for the Board, etc. HEARING-APPLICATION OF NORTHEASTERN TRANSPORTATION COMPANY: A hearing was held at 8:00 P.M. on the application of this company for a license to operate motor vehicles, for the purpose, of carrying passengers for hire in the ~cwn of North Andover along the following public way: ."Beginning am the Haverhill-North Andover. line thence along Osgood Street to the plant of the Western Electric CompanY'. ~is application has been properly advertised 'and no opposition'Mas, offered. Cyr, 303 Market Street, Lawrence, requesting a variation of the Zoning Ordinance so as to permit the erection of two. single family, dwellings on two lots, the back yards of which cannot meet the present .requirements. LAWRENCE GAS COMPANY: Tae Board of Selectmen' voted unanimously to grant permission to this company to excavate to .install four gas services for L. C. Cyr Construction Company Francis Street, (108 feet in street). Mr. carry notified ~/4/54. STATE HOUSING RENT CO-ORDINATOR Notice relative to the P~nt Control Act, Chapter 434, Acts of 1953 which terminames in North Andover on June 30, 1954 unless action is taken under the p~ovisions of the Actat a.townmeeting held prior to that da~e~ ~k %own cannot vote after June 30, 1954 for extensioa of rent control. Mr. Willis felt that if the Rent Control Board wished to request a special town' meeting they could come before the board and make such a request. No action will be taken.by this board. RENT CONTROL BOA~D: The Board received a letter from thi~ board informing them that the~ have only $56.00 left in their appropriation to operate until June 30 and they will $75.00 more to cover wages and exTenses up to,that time. The Board votedto approve a request for a transfer from the Reserve Fund and refer it tothe~Advisory Board for their approval, and the request Shall be made out on the required forms~ by the Chairman of the Rent ControlBoard. DEPARTMENT 0~ PU~,IC WORKS-CHAPTER 90 Notice received that under the provisions of Section 34, Chapmer 90 of the General La~s, Ter. Ed. the sum of $1,000 for the maintenance of Chapmer 90 roads .in North Andoverwill be allotted on cqndition that at least $2,000 shall be contributed by the mown and that the cosm ~o be borne by the Oom~.onwealth on account of said workshall not exceed the amoun%allotted. Notice also received that thesum of $15,000 shall be allotted for the improvement of Great Pond Road in North Andover, on condition that am least $7,500 shall be contributed by the town and $7,500 by the counmyand that the cost of work to be borne by the Commonwealth shall nom exceed the amount allotted. MAY 3, 1954- continusd R~VOLVER pERMIT: The Board voted unanimously %o grant a license to carry a pistol or revolver %o Colin Elliot, 42 Phillips Court'. Application was approved by tho Chief of Police · IAWREI~CE ELECTRIC C0;~Pk~Y: The Board received a letter from George Frost ~fforming the board that they had cheched the 'situation on Sawyer Road and would agree that a light should be installed on Pole #3554- Mr. Willis felt that the whole street should be checked by the Electric Company before installing one light and Mr. Frost will be contacted in regard %o this. Be Stated that they had checked the corner of Dana and Marbelehead Street for the i~,stallation of a light by one Mr. Nicolisi and' he further s tared that there is alight on pole 2985 which is directly infront of Nicolosi's home and there is a light on pole 3479 on Marblehead Street Just at the end of Dana Street as shown on the attached sketch. Mr. Frost s~ated that it would appear that this section is fairly well lighted and they do not understand just what is desired, and asked to be advised further. GENERAL RELEASE: Mrs. Elizabeth Fallon, 9 Winthrop Ave. La~rence .signed a general- release for the consideration of the sum of $1~.00 fordamage to her car while driving on Waverley Road on April 16, 1954 caused' by a defective catch basin~ The cost of repairs was $27.30 and the board agreed to settle for, the amount of $15.00. A check will be sent to Mrs. Fallon'in the lat~er amount.. BIGELO'W, KENT, '~'/LLARD & CO: A letter received from this compan~ was taken by C~airman .John J. Willis and will be reviewed next week by the other members of the board. DEPAR~NT OF INDUSTRIAL ACCIDENTS: A questionnaire furnished annually in regard to compensation, medical .and other statutory payments on industrial accident cases was received by the. board. This. report will be made out by Mrs.' Dearden and returned to Boston. DEPARtmENT OF ~ABOR ~ND INDUStrieS: Retail price index on specific goods was received by the board. DEPARTMENT OF CORPORATIONS AND TAXATION A letter was received from Herman B. D~e, Director of Accounts relative %o Article 4, Section of the .town by-law~ and in reply to the question-by this board as to whether a bill incurred by a member of the Advisory Board .should be paid, he advises that he discussed this question ~ith the Attorney General's office and have received an informal opinion that members of the Advisory Board are not town officers and the by-law Cited by this bo=d does not apply to them. In view of this informal opinion he can see no objection to the payment of the bills .~n. question. The Board voted unanimously to approve the bills submitted by the Advisory Board to Mr. Willis, for payment. ' MAY lO, 1954: ~'~Selectmen held their regular weekly meeting at 7:30 P.M. with all members present. Weekly bills and payrolls were approved. TRANSFER FROM RESERVE FD~D: The. Board unanimously voted to approve a transfer of $75.00 from the Reserve Fund to the Rent Control Board appropriation and refer the request to the Advisory Board for their approval. DMSION OF CIVIL~ SERVICE A copy of Chapter 376; of the Ac~s of 1954- An Act relative to emergency appointments in the classified civil service. No action taken. RESm.~VE POLICE -LIST FROM ~IVIL SERVICE: ~ A let%er from Civil Service and a certification of two names on the eligible list at the present time were received by the Board. The names on the list are Leo J. Galleazzi, 44 Sawyer Road, veteran and disabled and there taus= be given preference over all other persons, ~ncluding veteranS~ unless he declines the position and Ernest A. Roberts, 400 Water St. also a veteran. Mr.. Willis stated ~hat he would prefer to wait until tbs list is sufficient %o fill the three vacancies which probably will be in a very short time as there are some men who are to take the physical examination in a very short time · !~r. Kirk said he wanto4 to be consistent ~ith their vote to abolish the intermittent officers but he would be willing %o table %his matter until we make an inquiry from Civil Service. Tae Board voted unanimously %o table this matter until they can get further infori=tion about the remaining persons who would be lis%ed a% a later date.
