Joseph Mahoney, Vice Chairman, Richard Rowen, Clerk, John Daghlian, and Alison Lescarbeau, Associate Member. Richard Nardella, Chairman arrived at 7:20 p.m. Also present was Kathleen Bradley Colwell, Town Planner. Disoussions Headowood III - s~qn Plans Ms. Colwell outlined the issues. Need Form G to set up site opening bond. Mr. Steve Stapinski, Merrimack Engineering Services, recommends that the cul-de-sac should be 60' but can show an 80' cul-de-sac. Mr. Stapinski stated that he spoke to Bill Hmurciak, D.P.W. about grading for roadway connection to Nadine Lane. will need to adjust grading to meet Nadine grade design roadway connection to Nadine Mr. Hmurciak suggests that the grade for Peterson Road be lowered for the entire length to eliminate steep grade and amount of fill at end of Peterson Road for the wetland crossing. need to have lower elevation for wetland crossing to minimize effects of crossing Mr. Nardella arrived at 7:20 p.m. Mr. Stapinski will look at these issues and come back with a modification if necessary. discussion of issues with perimeter drains lowering road 3 to 4 ft. may require a change in house designs Mr. Hmurciak stated that if there is an agreement to modify the subdivision then the Planning Board is approving something that will not be built and will need to be modified. Discussion that the Conservation Commission required additional filling so that the drainage runs back from the property line. Mr. Nardella asked if the Conservation Commission reviewed roadway design changes with D.P.W. Mr. Hmurciak replied, "no". Mr. Nardella stated that Mr. Stapinski and Mr. Hmurciak to review plans and adjust the plans to best ability. Mr. Hmurciak stated that D.P.W. has a problem with an eighty foot cul-de-sac because there is a good chance that the roadway will never be connected and this presents a hardship for D.P.W. Mr. Nardella stated that the Planning Board was concerned about constructing a cul-de-sac because they wanted to get through the Conservation Commission process. Mr. Stapinski stated that he can fit an 80' cul-de-sac, may be able to make it a little larger, will review revised plan. Mr. Thomas Laudani stated that he will construct the largest possible cul-de-sac minimum of 80' pavement. Need to obtain easement documents for temporary cul-de-sac. *Draft letter to applicant from the Planning Board that prior to release of lots 17, 18 and 19, appropriate easements must have been obtained. Letter to have a signature block for applicant and Planning Board.* The Planning Board endorsed the Meadowood III plans. Mr. George Perna arrived - do not construct on Lots 17, 18, and 19 until roadway connection built. Mr. Nardella stated that the cul-de-sac will be a minimum of 80'. Policy on Endorsina Plans - applicant has committed to work with D.P.W. to review cul-de-sac size and roadway connection. Mr. Nardella stated that the Planning Board will not endorse/sign plans that have not been received by the Town Planner by Thursday at noon of the week prior to the meeting. On a motion by Ms. Lescarbeau, seconded by Mr. Daghlian, the Board voted to set the policy of not endorsing/signing plans that have not been received by the Town Planner by Thursday at noon of the week prior to the meeting. The vote was unanimous. Review of SonAna BTlaw 1. 90% CBA Mr. Rowen stated that all zones within the Watershed, go to 50% in R-1 and stay at 75% in all other zones. 2e Se "Rat Tail" Lots Ms. Lescarbeau concerned about draggining lot lines on front lot lines. Add statement about frontage into the existing language Mr. Daghlian - yes Mr. Rowen - look at other proposals Mr. Mahoney - indifferent Ms. Lescarbeau - wants to review to make it clearer Street Frontage Mr. Rowen - applicant must supply adequate basis for request in order to receive special permit Pork chop lot only by special permit, not by right Lot Width - 80% Circle "no new lot shall be created" this may do the same thing as set backs Watershed Protection District What is the annual high water mark of the lake and how much does this change? Add definition section Fines for Watershed Fee by applicant to pay for testing and submit to water treatment North ~ndover Estates Letter of Credi~ It is not irrevocable. The Planning Board, by consensus agreed the letter of credit is unacceptable because it is not irrevocable.
