DRIV~-IN- THEATER:
Attorney Edward C,agg, Kastant and John Shay were present when Mr. Kirk ~0ok up
the nmtter of the permit for the Drive-in theater. He stated that the board had
looked at the drawing and are satisfied that everything will be satisfactory.
He read.a report from Chief McKee which stated that the Shay Brothers have decided
to have two exits at the Drive-in, in case of emergencies and that rampways to
take care of 100 cars will be built. The chief stated that the applicants are
willing to go along with the safety measures required and that beth Commissioner
Scanlon and the chief are satisfied that these plans will work out satisfactorily.
Mr. Kirk s~ated that the board is willing to accept this report and will grant the
permit, pending the setting of a fee not to exceed .$50.00, to be paid yearly.
Mr. Finneran then made a motion that the permit be gramted under this condition
and was seconded by Mr. Kirk, making the motion unanimous. Mr. Shay informed the
board that they would submit e plan to the selectmen for their files.
TOWN HISTORy:
Mrs. Carolyn McQuesten came before the board to discuss the completion of the
town history. She said she was doing the ~est she could but that she could not
give a definite date when the work would be completed. She said she is working
hard and that she is trying her b~st to complete this work. Mr. Charles and his
wife have helped her a great deal by checking her work.
Mr. ~.irk said the board wanted a date set up so that they would know Just how much
time they would have.
Mr. Finneran informed her that the board sent out let%ers %o various organizations
to get started on a Centennial Committee and they would probably want copies of this
book.
Mr. Kirk said the board has a Job to do and they expect replies %0 their letters by
the end of September. He said that Mrs. McQuesten has bean commissioned by the
to write this book and that she is working for the Selectmen.
Mrs. McQuasten said she could not go on record as to the completing date of the book
but she would say that she is half through with it.
Mr. K~rk then suggested that she come in again on August 30, 1954 and inform the board
as ~o the progress made by that time. Mrs. McQuesten agreed to do this.
UMITED NATIONS DAY:
Rev. Brown informed the board that he would be '~illing to accept the appointment as
chairman of this U.N. celebration and inquired if there was any appropriation set up.
~he Board decided that they would be willing ~o expend a few dollars from the
Contingent fund, if necessary and instructed Mrs. Dearden to so inform Rev. Brown.
LETTER OF APPRECIATIONs
A letter was received by the bo=d thanking them on beheld of the town for the
help given at the critical time of the accident on Mifflin Drive on July 15. The
letter stated that the promptness and cooperation demonstrated ~ere of the highest
commendable nature and most insp~'i~_ng to the community. ~he board voted :o send
copies of this letter :o the various departments who helped in any way.
~SER~E Fb~D TRanSFER APPROVAL:
Approval of the transfer of $410 from the Reserve Fund %o the Rent control Board
was received by the board.
VACANCY FILLED-RENT CONTROL BOARD:
WilliamFtnneranmade a motion to appoint Cyril Knowles, 92 Pleasant Street, as a
member of the Rent Control Board to fill the vacancy caused by the resignation of
Raymond Broadhead.
ACCIDENT REPORT:
A report received from the Board of Public ~orks on Louis J. Godin, 420 Gt. Pond P~.
who hurt his right elbow when a. crow bar slipped m~c his elbow struck the cellar wall.
WHAV: BROADCASTING CO:
The Board received a letter from this station extending an invitation to contact them
immediately concerning any items of interest which have to do with the activities of the
town and these matters will receive prompt coverage over the facLlities of WHAV.
The Board vote~ to keep this letter available for future use.
GENERAL RELEASE:
John P. Praetz, ~4 Exeter St. returned the general release and a check in the amoun~
of $49.90 will be sent ~o him to cover repairs to his automobile which was scraped
by the to~n fire truck on May 31,. 1954.
DEPAR~MENTOF CO}~=RCE:
A letter was received from Richard Preston, Commissioner of the Department of Commerce,
and also a copy of his letter to Commissioner Volpe, which resulted from the meeting
on the relocation of Route 28. No action taken by the board.
LEO MU~Ny:
Leo Merphy Came before the board and discussed the Planning Board article in the
T~ibnne some time ago. He inquired as to the date of f~ture meetings but was referred
to the Planning Board.

LEO MURPHY:
Mr. Murphy mentioned that he felt tha$ some people in the town feel that the
~own is no~ completely zoned and inquired if the Selectmen had received a reply
~o the l~tters sent out some time ago ~o Clinton Goodmin and John Costallo.
No letter have been received and the board vo~ed ~o send a copy of the letter,
by registered mail and include a self-addressed envelope.
REQUEST FOR STREET LIGHT: / 66
Mr. John Driscoll of ~rnpike Street has requesteda street light to be installed
on pole 15§2. The board vo~ed to request George Frost %o have a light installed
at this location if he 'feels that it is required.
PGLICE DEPARtmENT:
A complaintwas received from Mrs. ¥~illiam Goodrich, ~29 ~averley Road, relative
to a police officer who talked with her husband and told him that she, his wife,
had requested the Lawrence police to hold him over night as he was intoxicated.
She said tha~ he acts very badly when he has been drinking and she was afraid
something would happen to her child if he came home in this condition.
She felt that this officer (Ernest Roberts) should be informed that he is not
at liberty to discuss police information as this could cause .considerable trouble
in her home if her husband got drunk again and had this on his mind. Mrs. Good-
rich is a nervous wreck and is under the doctors care.
The board voted to refer this mat~er to the chief of police and have him instruct
the new officers to refrain from discussing police ma~ers of a confidential
HOUSING L~ISLATION~
A copy of housing legislation passed by the 1954 session of the general cour~
was received by the board and will be kept on file.
AUGUST 9, 1954:
The Board met ~o-day to approve weekly bills and pa~Tolls.

LETTER OF RESIGNATZON:
Frank W. ~allwork came before the board and oresented a letter of resignation
as Tsx collector of the to~n to become effective August 21, 1954. He s~ated that
he had accepted a position down south and there was no alternative although he
did not like to leave North Andover.
Mr. ~allwork said he behooves him to advise the board that there is a girl in
his office who can do the job to perfection. He would like the board to seriously
consider Miss Ida Farrell when an appointment is made. If she is not appointed
he hoped that the new collector would keep Ida Farrell in there.
The Board voted unanimously to accept Mr. Wallwork,s resignationwith regret and
informed~him ~ha~ they will keeo his request in mind.

REVOLVER PE~IT APPLICATION:
The Board approved the application of Donald Thomson, Jr. for a licehse to carry
a revolver. The application had been approved by Chief McKee.
REQUEST TO USE CENTER SCHOOL GROUNDS:
A request for permission to use the Center School grounds for the annual fair to
be held on September l?and 18 was received from Arthur R. Drummbnd, Sec. of the
Communi%y Center, Inc.
The Board voted unanimously :o grant this request.
CLINTON F..GOODWIN:
At the request of this board, Mr. Clinton F~ Goodwin, 25 ~ashing~on Street, Haver~
hill met ~ith the board ~o discuss the zoning map of the :own.
Mr. Goodwin said tha~ all studies of the tocm were made on the entire :own and he
produced a large map sho*ing the whole area of the town. He said that perhaps
the Flanning Board decided to reduce the maps so that there would not be so much
to handle. Ne said the board as~:ed tha~ he reduce the map and that certain
no~ sho~n would be agricultural.
On February 16, 1948, Mr. Goodwin gave Ralph R. Brasseur an exac~ description of
the zoning of the complete town of North Andover and he has no record of these
plans having been returned. He suggested that the board con~act Mr. Brasseur.
On July 2, 1942 an agreement.was signed by the engineer, by Mr. Goodman and by
Messrs~ .T~cker, Buchan and Russell, on the zbning maps and by-laws of the
