G00D~IN: Mr. Good,in said that all the zones in the town were described and the fact that the complete map is no~ shown is that it is all agricultural and the thought of the committee was to have a smaller map which would be easier to handle.The Committee definitely considered the complete town but he(Mr. Goodwin) did not attend the town meeting and could not say what was voted. Leo Murphy was present and he stated that the town did no~ vo~ on the description and that there should be something available. Mr. Goodwin said his opinion was that the Board would expose every bit of evidence they had ~gd that the proof lies in the work map. He said there definitely should be a copy of the large map in the town clerk's office. He said that maybe the board did wrong legally in cutting the map down but it is very. possible that a larger map was used at the town meeting. Mr. Murphy said that the annual report of 1942 had a map inserted and it was not the complete map. Mr. Kirk stated that he felt that the matter would be corrected later when the zoning in the ~own is straightened out. If we can find the original map we should be able to determine whether or not the whole town was zoned. The board will contact Nr. Brasseur to see if he has the original map. VOTINGHOURS: The to~. clerk camebefore the board to inquire as ~o the hours when the polls should be open. On September 14, the polls will be open from 12:00 noon until 8 P.M. and election day the polls will be open from 7 A.M. to ~:00 P.M. JUROR DRA%'~: Arthur p. Kirk drew the name of Philip Sutoliffe, 74 Buckingham Road to serve as a juror on September &3, 1954 at Superior Court at Salem. Nr. Sutcliffe is a mail carrier. CO~mLAINT: Mrs. Robert Owens, 288 Greene St. called to complain about a g~lly on Greene Street from which there is a very bad odor, especially in the evening. It is so bad that she is hesitant about having company in her home evenings. Her husband has talked with Mr. Carty about this and they understand that money has been appropriated for this work. With the pdlia season coming on, she is disturbed about Her children since she is familiar with polio epidemics and how quickly one could start. The board voted unanimously ~o refer this matter to Mr. Catty. TREE RF~OVALHEAR1]iG: A hearing was held on the application of James Daw, 27 Maple Ave. for removal of a tree which has been posted. 'Jr. Connors said the roots are interfering with the sewer pipes and this elm tree should be removed. The board voted unanimouslyzoreques~ the tree warden to remove the tree. TREE RE~OV~ REQUESTS: Mrs. Joseph Gill, 56 Harold St. requests thc removal of a tree in~-ont of her proper~y. Mr. N~.~Jjhl?elch, 21 Main St. requests the removal of a tree in ~ront of her property. The board voted to re,er these petitions to Mr. Connors for investigation and posting. DEPARtmENT OF PUBLIC A copy of Contract No.'15026 covering work to be done in this ~o~vnwas received by the board, signed by the Commissioners and this board. Mr. Carty will be notified that we have this contract. ADVISORY BOARD APPROVAL: Approval has been received for the transfer of $100 from the Reserve Fund to the Dog Officers exp&nses for the balance of the year. .MEVOLVER PEPd~T APPLICATION: Application for a permit to carry a revolver was received from Joseph R. V~llancourt, 152 Waverley Road. This was approved by Chief NcKee and the board voted unanimously to grant this license. Reason for application is to use revolver for targe~ practice and protection. PLANNING BOARD: A letter wa§ received from the Planning Board relative ~o thc decision and reasons for denial of the petition of Daniel Olenio ~o change the zoning by-laws from an agricultural ~o a business district of a parcel of land owned by ~. Olenio. A special town meeting is ~o be held tonight on I~r. Olenio's article. No action required by the board~ on this letter. AUGUST 16, 195h-continued LAWRENCE GAS CO~PANY: Permission requested to excavate mo install gas service at about 695 Mass. Ave. (State Highway-22 feet in s~reet. Voted unanimously to grant this permission. Mr. Carty will be notified. LAWRENCE ELECTRIC COMPANy: A letter was received from this company reco~,ending that three 1000 lumen lights be installed on pole 1578, 1582 and 2237 on Turnpike Street. There is a 6000 lumen light at the intersection of Waverley Road and Turnpike Street a 1000 lumen light on pole 2234 and a mercury vapor light on the far side of Peters Stree~ on pole 1573. The Board voted unanimously no go along with the recommendation of Mr. Frost and hewill be so notified. SCHOOL BUrT.~ING C059~ITTEE: A letter was received from ~r. O,Brien with respect to the illumination on Main Street in front of the new high school to determine if the lighting was adequate to the public safety. The Board voted to refer this m.~tter to the Lawrence Electric Company for a survey and recommendation on this matter. APPLICATION FOR APPOINTMENT AS TAX COLLECTOR: A letter of application was received from Ida K. Farrell, 'clerk in the Tax Collector,s office, for the appointment of tax collector for the unexpired term of office, due to the resignation of Frank E. Wallwork, Jr. whose resignation becomes effective on August 21, 1954. No action was taken. Bernard Bresnahan also made application for appointment to this position. Mr. Finneran made a motion that this appointment be held open until the full board is present and suggested that some arrangement be made for a meeting this week so tha~ the appointment can be made before Aub~st 21, 1954. Mm. Kirk agreed with this suggestion and the matter.will be~-held open until a meeting of the full board is held. DEPARTMENT OF THE NAVY: A letter was received from Thomas S. Gates, Acting Secretary of the Navy, relative to a recent letter sen~ to the President by this board. The letter refers to the Quincy Shlpyard and stated that it has been decided to build the new air craft carrier mn a naval shipyard. It went on further to say that the ~avy has commenced negotiations with the Quincy Shipyard for construction of ~wo destroyers. No action re~ired. DEPART}~T OF PUBLIC WORKS: A letter with drainage easement forms to be used by the nown in obtaining the necessary easements for the Chapter 90 Great Pond Road project°was received by the board. The Board voted to engage Attorney Arnold Salisbury to take care of obtaining the necessary easements for this project. DEPARTmeNT OF PUBLIC UTILITIES: Notice received that a hearing is to be held on the petition of the New England Power Company for authority ~o take by eminent domain such lands or rights of way or widenings thereof or other easements necessary for the transmission of electricity from the generating station of the Petitioner in Salem through Peabody and Danvers, ~ddleton, North Reading, North Andover and Boxford and the city of Haverhill. The hearingwill beheld a~ Memorial Hall Building, Middleton on September 10, 1954 at lO:O0 A.M. No action taken by the board. BOARD OF TRADE A request for an auction permit was received from the Board of Trade. An auction is ~o be held in the Bradstreet School yard on September 18 or 25, 1954.. The Board voted unanimously~'to grant this permit. DIVISION OF CIVIL SERVICE: The Board received a letter from Division of Civil Service informing ~hem that one person had passed the examination for promotion to Chief Engineer of the Board of Fire Engineers, namely, James P. Daw. Donald Thomson,s temporary transfer must be terminated within lh days from the dabe of this latter, Aug.4. A requisition will be made for a list so that this vacancy may be filled.
