The Board of Selectmen held their regular by-monthly meeting at 7:3 0 P.M. ~ith
members Kirk and Finneran present.
REQUEST FOR ~EMOVAL OF TREES:
Mrs. Richard Clamp of Methuen has requested removal of eight trees in front
of Lot #18 on Waverley Road. She is planning to b,,~ld a home'here and the trees
on town land will have to be removed.
Mr. Connors stated that some of these trees are really too small to pos~ and will
have to be removed but he will check the nmmbe~ to be posted and set a hearing.
COMPLAINT:
Mr. ~. H. Beanland of Columbia Road, came ~efore the board and informed them that
Mr. Charles %?.'MacDaid, 35 Columbia RoOd'is building a three s~all garage and
he is in violation of the zoning by-laws and he felt that the Selectmen should
consider this matter and take some action. ·
Mr. Kirk informed the gentlemen that this is a matter tocome before the Zoning
Board of Appeals and Suggested that he take up this matter with them and that
Mr. Lawlor has already advised ~,. MacDaid that he ~is in violati6n of chapter
148 section 14.
TREE P~MOVALS: HEARING:
Hearings were held on the following petitio~m for removal of trees:

H. J.' ~elch, 21 Main street. Tree' interferes with sewer pipes " "" Connors

Max K. Hoessler, 228 Pleasant St. T~ee interferes with new driveway to be built.
Mr. Connors agreed that all of the trees should be removed except the two re-
quested by Mr. DiMauro. He couldn,t inform the board Just why these trees should
be removed as he had not seen the plans of thenew ~bdildihg~-~.~F. irk suggested
tha~' we ask Mr. DiMauro to submit the ~lan before approval is given on the re-
moval of these ~re~s. Mr. Fi~ueran agreed with this Suggestion. '~
The'Bbard voted unanimously to request the tree warden to remove all trees listed
with the exception of the two at Main and Second'st~eets.
STREET LIGHTR~UEST:
· Mr. Sapi6nza of Linden Avenue requests a sz~e~t.light to 'be installed in front
Of his property, the nearest light being about 400 feet away~ ~
A1 Detork, Pembrook Road also requested a Street light on pole #2 in front of
his proper{y.
The Board voted'unanimously to refe~ these requeststo the Electric Company
for recommendation. '
The Board also referred the matter of a street ligh~ on Firs~ Street, at Lavin,s
Garage where the bulb has recently been installed and the light shows very little
Illumination. The Board will request that this light bulb be checked for better
lighting at this location. ~ .~
DEPARtmENT OF CORPORATIONS Ah9 TAXATION:
A letter was received advising the board that the audit of t~e Tam Collector,s
Accounts will be undertaken as soon as the new .~ax collector has been qualified
to serve. Letter is dated August 16, 1954. On this date, August ~0, 1954,
the audit was completed and the selectmen'notified. '
QOMPLAINT- SPEEDING:
A written complaint was received from forty residents of Pleasant St~e~b area
relative to the speedi~g '6f autos on Pleasant Street from Stevens Corner to
Chickaring Road and suggesting that sign~ be placed at Stevens Corner entering
Pleasant'Street and Chickering Road entering Pleasant, St.
The Board voted unanimously ~o refer this ma~er to Chief McKee for report and
recommendation.
Mr. Kirk mantionedthat he h~s noticed excessive speeding on PleasantStreet in
the l~te hours of th~'~venin~ and the board voted to have the Chief check this
and perhaps patrol Pleasant Street a~ night to check the speeding of cars and
perhaps stop a few of them and see if this condition can be corrected.
DEPARTMENT OF PUBLIC WORKS-PERMIT
The Board received a permit granted to ~he town of North Andover to permit them
to enter the State Highway in the ~m~n of North Andover known as Route 125,
for the purpose of constructing a roadway to school property on 6he westerly
side of the road between s~ations as sho~n on the at~ached sketch.
DIVISION OF CIVIL SERViCE-CHIEF ENGINEER
Approval of the appointment of James p. Daw, 27 Maple Ave. as Chief Engineer of
the Board of Fire Engineers ~nd employmen~ is to begin on 8/19/1954.
