REMOVAL OF LOAM: Mr. Kirk reported that Mr. Lawlor had reported mo him that the previcus o~nsr of the land in the rear of Sutton Street where the loam has been removed informed him that he did no~ remove the loam and thatthe land no longer belongs to him. ."he Board voted mo request Mr. Lawlor and Mr. Santo Castiglione mo meem with them on September 13, 19~4 at 7:45 P.M. to discuss this matter. MUNICIPAL AIRPORT"- A follow up letter will be sen~ ~o the Lawrence 4~nicipal Airport Commission with respecm to correcting the condition existing am one of the runways am the airport. This matter has been referred ~o the City Engineer but the board would like to know /vhat action has been take~, if any. BUILDING INSPECTOR: Mr. Kirk mentioned that he had talked with Martin Lawlor relative to the violation of the zoning by-la~ by ~/r. Charles W. MacDaid and in connection with the three stall garage he is building on Columbia Road. Mr. Lawlor has Luformed Mr. 'Ma'cDaid that he is in violation and to stoop further construction of the building. The Board of Selectme.n' voted to send a letter' to ~. A hearingaas held at-:7:40 ~.M. on the petition of the Lawrence Electric Co. for permission mo toca~e poles~ wires and fixtures on the n~rtherly and westerly sides of Sutton Hi~I l~oad, from a point approximately 1200 feet westerly'and southerly from Johnson Street, westerly and southerly, 2 poles.' Ail abutters were notified and there was no opposition. Mr. Barr~r informed the board that this was for a new service. The Board voted unanimously to grant the petition. A special masting ~ held at 9~00 A.M. with the Advisory Board , tree warden a~d town, treasurer to discuss the ex~reme emergency which .exists as a result of the r$c~nt sl~orm, Mr. Kirk explained to the Advisory Board that he had gone over the figure presented by Mr. Conners and he would give an estimated figure of $%O,000'~0 cover expenses of the damage and clearing Mr. Maker explained that there is ~h3,000 available cash and felt that the figure should be kef within that amounm. Mr. Dewhirst, cf the Advisory Board stated that he would go along with $~0,000 rather than go beyond~ the amount of free cash available, Ail members were agreeable ~o this amoun~ and the Selec%m~n signed a letter ~o the Director of Acconn%s requesting permission to use this amount, if necessary, from available cash. ~he meeting continued on with a discussion about the purchase of a second hand ~ruck for'the', tree dspar~m~nt which can be purchased for $1100 and Mr. Conners stated that he would save that amount within a few weeks. At present he is obliged to hire other trucks and some of them are demanding $~0 per hour. It was almost i$9ossihle' to say Just how long the emergency would last but he felt sure that he'could make good progress over this week-end with all the help he has and trucks, e~c. After some discussion as to the proper procedure for the purchase of this truck, the meeting agreed that a transfer of funds from the Reserve fund would be the best ~y to handle the purchase of the truck. A transfer of $1100 from the Reserve Fund to the Tree Department was approved by the Advisory Board and Mr. Conners 1will make the purchase. Members pres~ntlwere Selectmen Kirk and Finneran and from the Advisory Board, Thomas Wilkinson, Hugh McOlung, Turner Bridges, James Dewhirst and John Hanson. EMERGENCY DECLAP~D . The Board of Selectmen declared an emergency am this time due to the hurricane to-day and the damaged caused to many of the s~reets in the mown involving the health and safety of persons and propermy in the ~own.
