DESIGNATION z
Peter Ritchie submitted his resignation as a member of the Board of Appeals and the
Planning Board to become effective on September 13, ~954. The Board voted to
accept the resignation with regret and send a letter to 'Mr. ~itchie thanking him
for the service and assistance rendered to the town.
The ..Board voted to meet ~rlth the Planning Board members on September 27, 1954
to make an appointment to fill this vacancy, for the unexpired ter~ until March
1954. Mr.'Ritchie,s term exp'.~res in'1959.
DEPARTMENT OF CORPORATIONS & TAXATIONS z
Notice received that authority is hereby given in accordance with the provisions
of Section 31 of ~.hapter 44 for the payment of liabilities incurred or to he
incurred to an amount not exceeding $40,'000 to meet the emergency resulting
from hurricane damage in the town of North Andover on August 31, 1954. This
emergency is for the tree department.
LAWRENCE GAS COMPANZ:
The Board voted unanimously to grant permission to this company toe.excaVate ~o
install gas service for Albert E. Harris, .22 Silsbee Road, 26 feet in street.
Mr..¢ar~y will be. notified of this permission.
SUPT. OF SCHO~LS- RE: STEVENS HALL:
A letter was received from l~ancis j. O'Brien, Supt. of Schools relative to
the ,Town Hall" and inquiring the status of "Stevens Hall" now. ~he letter
states that the members of the School Building Committee have always assumed
that the new high 'school auditorium would, be the ,,town haLT".
~he Board voted unanimously to discuss this matter with 'the school Committee
at a meeting arranged on T~ursday evening after'8:30 P.M. at th~ new High' ~
School.'
HURRICANE RELIEF BOARD
Notice received and also a copy of Chapter 689 of the Acts of 1954 stating that
if the town is going' to request reimbursement~ under this Act ~o~ submit immediately
the name and designation of an ~fficial Of the subdivision, preferably a full time
official who will act as liasono~fficer between our subdivision and the Hurricane~
l~lief Board and who'will have authority to answer' all questions' raised in this
subdivision .relative to the operation of Section 4.
The Board vo~ed unanimously to appeint James J. Maker, Town Treasurer to serve
as liasan officer for this .town and his name will be sent to Room 236, State.

=LUI~ DEFUSE AGENCY:
A copy of a letter which has been sent to all local Civil Defense Directors
asking them to attend an important Stats-wide meeting on October.16, in ~orcester
was received by the board. They voted to refer this letter ~o Mr; .Rockwell, Civil
,Defense Director in North'Andover. .,
UNITED STATES SENATE:
A letter and a' copy of the Federal Housing Administration was received from U. S.
Senator Leverett 'Saltonstall.' The beard'voted ~o refer the copy to the Housing
Authority.
DAMAGE CLAIM:
A claim for' damage to an automobile caused by a branch on Great Pond Road by
Lakeside Filling Station was received from Mr. Herbert ?Wh~ttemore of Brook
:Road, Buxford. T~e amount claimed is $28.00. The lettsr from the cl~imant.'stated
that he immediately notified the Police Station and the cruiser Went up there and
measured the distance of the branch from the middle of the road.
The Board voted to refer this to the Police Department for a copy of their"report.
before any action is taken.
ZONING VIC~ATION:
Martin ~awlorwas contacted by telephen& .with respect to his earlier report that
Charles MacDaid was 'building'a garage which was in violation of the. aching by-laws
and stated that the matter had been straightened and that' there had been an error
in determining'the alleged violation.
Mr. Kirk then suggested that we notify Mr. MacDaid that he is not required to have
a license'for storing three cars in his garages. ~e law reads that a license mus~
be obtained if the garage houses more than three cars.

RE-ASSIGNMENT OF OFFICES:
Mr. Willis brought up the matter of office space and stated that he felt that the
heads of the various departments should meet with the board ~o discuss this matter.
SEPTEMBER 13, 1954- continued
The board voted to invite the Town treasurer., Ta= Collector, Highway
Surveyor and the chairman of the Board of Assessors to meet ~ith them on
September 27, 1954 at 8:30 P.M. to discuss possible re-assignment of office
space now that the school department office is %o be located in the new high
schoole
DEPT. OF CONSERVATION:
The ~oard voted to again contact the Department of Converstaion relative to the
ap~oint~en~ 'of James P. Daw as. Forest Fire Warden for the ~remeinder of the year
1954 due to the vacancyc~sed by the resignation of Donald M. Thomson. We had
contacted them on August 23, but no reply had been received to d~ate.

The Board discussed the many requests they had received from residents who
have had no electricity in their homes since the first hurricane. Mr. Kirk
agreed to cont.act the Lawrence Electricity~:zo see if'something could he done
for these people especially on Second Street, Andover Street and Pleasant
Street and Harkaway Road. Mr. Finneran mentioned Robert-Cad,bell who lives
on Farnum Street and has 2,000 chickens and he has no lights.
ACTING FIRE CHIEF:
~he ~oard voted unanimousl~ to go on record officially as recognizing the
good w~rk performed by Donald Thomson when he was Acting' Fire Chief and that
a letter of commendation be sent tohim by this board.
The Board of Selectmen ~oted unanimously to go on record as recognizing, the
~xcellent work of the tree warden, John J. Connors, during the hurricane ·
emergency a~d all the various departments who cooperated in such a fine manner
to make the conditions i4 the town as good if not better than most places hit
by this storm.
SEPT~.MRER 16, 1954:SPECIAL ME~TING::~
'Tee Board of Selectmen met ~rlth the Advisory 'Board, Tra D. car~y, HfghWaY
Surveyor and' Town Treasurer James J. Maker to' discuss the emergency funds for
the .high~ay department due to the' storm on September 11, 1954. The S~lectmen
declared an emergency on September 11, 1954 at a special ~eeting.
~here was a list of the streets involved as well as the sidewalks ~o be repaired.
Mr. Maker explained that all repairs are temporary and that he felt that the
sidewalks damaged should come under the hurricane of August 31, 1954.'
Mr. ~tLlis agreed with this thought as did the other members. Mr. Carry stated
that mos~ of the sidewalks damaged were caused from trees falling over.
*The Advisory Boar~ agreed~with the Selectmen and so V°ted~that~ Mr. Carty be
authorized to expend-not more than $5,000 for dsmage~st~eets caused by the
hurricane of September 11, 1954.
The actual vote of the Board of Selectmen under da~e of September 13, 1954 is:
VOT~D~ that in view of the extreme emergency involving the health and safety
of persons or proper~y caused by the hurricane of September 11, 1954, liabilities
not exceeding $5,000 may be incurred by the proper departments with the approval

FOREST FIRE WARDEN:
Notice has been received from the Department of Conservation relative to the
appointment of James P. Daw as Forest Fire Warden and informing the board that
under a new law passed early this year, the approval of appointment by the Director
of Parks and Forest is no longer'required. The Selectmen make'the appointment and
simply send in the name of theman so appointed.
SEPTEMBER 20, 1954
.The ~regular weekly meeting of the Board of Selectmen was-held at 7:30-P.M. with
all members present. Weekly bills and payrolls were approved.
TREE REMOVAL HEARING:
A hearingwas held at 7:30 P.M. on the petition of Henry Legare, 15 Waverley Road,
for the removal of a large tree in front of his property. During the r ecen~ storm
the tree almost blew down and unw there is a brokennsidewalk, roots are loosened
and a very hazardous condition exists. Mr. Connors was present and said he
tree would have to be removed but that he would not be able to do it for some time
as thoro were so marAy others but he ~vould do it as soon as he could.
INVI TA TION:
An invitation %0 the board to attend the installation of the Ameriuan Legion
Auxiliary installation 9/27/54. The board voted to accept the invitation with
pleasure and make every effort to attend~ and to so advise the Auxiliary.
