~he regular weekly meeting of the board of Selectmen was held at 7:30 P.M. with
members Kirk and Finneran present. Weekly bills and payrolls were Wpproved
LA .Wr3ENCE AIRPORT COM~SSION-RE SUTTON STREET
Mr. Kirkman came before the board, representing the Lawrence Airpor: Commis~iou
and presented a plan for the discontinuance of Sutton Street from a point about three
hunder fiftyN(350) foot,st of Osgood Street westerly for a distance of about 1100
eleven hundred feet. Mr. Kirkman stated that the City of Lawrence willacquire land on
both sides of this portion of Sutton Street and that this portion of Sutton Street
would no longer be required for access to other property. He further stated that
freight could be shipped if the mlnway could b~ ex~ended.
Mr. Kirk said he did not feel that he could sign the petition for a hearing without
the vo~e of the full beard.
Mr. Finneran inquired who would take care of. rebuilding Chadwick if this.plan went
through. Mr. Kirkman did not answer that question.
Mr. Kirkman sta:ed that the Chamber of ~ommerce has figures on freight w~ich could
be shipped by air if the runway is extended. He would like to have the plans for
Wednesday so that the r~quest may be presented ~o the County Commissioners. Mr.
Kirk stated that a meeting will be arranged with the chairman to discuss this
mat:er and Mr. Kirkman will be notified as soon as a vote is taken.
BRIDGE- GREENE S~{F2~T AND NORTH pARIsH ROAD.
Joseph Turrisi of Lawrence came before the board ~o discuss the Chapter 90 work
on Greene Street, the bridge and the North Parish ~oad. He s~a~ed that there has
been a triple increase in this area in military activities, plus. the fact that the
southeast section of Lawrence has doubled in the past five years. Tae bridge would
make an exit for these people as well 'as becoming a safety factor, and wonld~be of
great value if Lawrence were ~o send aid for any fire in North Andover. Mr~ 2%rrisi
had a plan showing the bridge and said that the approaches would he take care of by
L~wrence on one side and North Andover on the other. His main purpose in coming to
the board tonight was ~o find out what can be done and he felt that this work should
be completed before the Western Electric Plant is finished. It will eliminate a great
deal of traffic. ~his is a $60,000 project, the bridge, to cost about $40,000 and the
approaches ~o cost about $2C,000. He euggested tha~ the board instruct the Highway
Department and the Engineering Department to get storm drains~ catch basins,.~etc.

Mr. Torrisi 'would like to see this work done as soon as possible and he felt' that
it should be completed in 1956. ·
Mr. Kirk s ~ated that the board had set 1956 as the latest date for this work ~o
be completed and he felt that a 'meeting should be. scheduled by the chairman of
the board to meet with Mr. Torrisi to discuss this matter.
DEPARTMENT OF PUBLIC ~ORKS: ~
A copy of Contract 'No. 1~362 covering work ~n this town under Chapter 90 was received
by the board. The work has already been started on Great Pond Road and no further
action i.~ required. ' -
LAWRENCE GAS CO:
Permission greluted to excavate ~o install gas service for E~ily B. ~orsman, Sutton
Street, North Andover~ (16 feet in street) by unanimous vote of the board.

The board voted to refer both notices to Chief McKee for investigation of the persons
listed from North Andover.
DEPARTMENT OF PUBLIC WORKS:
Notice rece'ived of a general meeting to be held at the Public %?orks Building, 100
Nashua Street, Boston on October 18, 1954 at 10:30 A.M. to discuss the lay out,
and the location of the new expressway so that construction can be star,ed on
those portions of the route which are most urgently needed for ~affic relief.

Notice received from Agnes Costello, Pres. of the Div. L.A.A.O.H. that the following
persons were appointed to serve on the Centennial Celebration committee: Mrs. John W.

DEPARTMENT OF PUBLIC UTILITIF~:
Copy of order of the department with reference to the petition of the New
England Power Company for authority to take certain lands by eminent domain,
was meceived by the Board. ~his land is to be used for the construction and
use of line for the transmission of elecSricity from generating station of
the petition in the city of Salem through the city of PoaboCY, Danvers, ~iddle~on
North Reading, North Andover and Boxford and the city of Haverhill to connect
an existing substation of petition in the city of Haverhill. No action taken.
B & M STATION- NORTH ANDOVER
Letters w~re received from Edmund V.. Keville' on behal~f of Governor Herter,
Arthur A. Thomson, Governor's Councillor and John Adams relative to the closing
of this station and will do all they can to prevent the closing of the s~ation.
DEPART~T OF PUBLIC UTILITIES:
Notice received that a public hearing will be held on the petition of the
Board of Selectmen protesting the action of the B & M Railroad in abolishing
its agency and modifying its facilities at the North Andover and Machine Shop
stations, on October 25, 1954 at ten o,clock A. M. at Room 166, State House
~oston,
POLICE DEPARTmeNT:
Rapist received from Chief McKee on the speeding complaint on Pleasant
Street ~rom~Stevens Corner to Clarendon Street which has been checked for the
past five' wseks and there have been no reports from the officers on excessive
speeding. However, the chief recommended that signs be posted in this area-
"Speed L~mt t not to exceed 25 miles per hour,,. The boare accepted the report
and the chief's recommendation to install these signs.
Mr. l~inneran and Mr. Kirk have both received' many complaints about speeding on
Uater Street and asked that the chief be notified' and have this area checked
and a report made to this board.

INFORMATION-RE: Restrictions on building
A letter Was received from R.F, Abbott requesting information relative to
building on Grea~ Pond Road. Co~ies of this letter were mailed ~o the Board
of Appeals and the Board of Health and the Selectmen forwarded a copy of the
Zoning By-Laws and Building Laws to Mr. Abbott.
CHAP'~v~ 90- Great Pond Road'
A letter w~s sent to Charles Fritz informing 'him that the Board of Selectmsn
have agreed thai'the work on Great Pond Road should be extended as far as possible
this ~ar, within the limits of the 'appropriation. ~he contract price is around
$22~704 an~ the amount estimated is $28,603. The Board therefore, requests that
the balance remaining be allotted to this Job and if the Contractor is agreeable ·
that said bala6ce be expended under the contract price to extend the road as far
as possible.
SCHOOL DEPARTMENT:
A letter was sent to Mr. O'Brien advising him that the bill for the Haverhill
Chain Fence in the amount of $52.00 should be paid from their appropriation and
if there is a deficit at the end of the year, this amount can be transferred
from the 'Reserve Fund. 'The check for $52.00 from 'the Insurance Compar~ will be
'turned over to Mr. Maker.
INVI TAT~ON: V.F.W.
An invitation was received from the V. F. W. Post ~2164 to attend the Grand
Opening of the new home on Park Street, on Saturday evening, October 16, 1954
at 7:30 P.M. ~he Board voted to accept the invitation and will make every effort
to attend.
ELWYN KING:
Attorney King came before the board =o inform them 'that there are six cases
coming up for trial for th~ assessment of damages by a Jury for the ta~ings of
land to widen Great Pond Road. Mr. King stated that except for one instance
none of the ,~ere of settlement, ~ere regarded ~ ...... ~.-- '-~ ..... ' ~
were made contingent upon acceptm~ce by all the-petitioners, nothing developed
regarding settlements.
