ELWYN KING
Mr. King said that the suit is actually against the County and he wants the
Board to select a Real Estate Man familiar with the values .of property in the
vicinity to visit the premises with Mr. Brasseur and Mr. King. He would like
the board to check on fences and walls as set back in accordance with the new
road where the land was taken.
Mr. King is anxious to have a reply from the board by Thursday, October 14.

with all members present. Weekly. bills and payrolls were approved.
TOWN HISTORY:
~.----~ten came in at 7:15 P.M. ~o discuss the Town History Project. Mr.
Kirk asked Mrs. McQuesten about the progress but Mrs. McQues~en couldn't
give.any date as to when the work would be complete. Mr. Kirk asked if the
progress were a little faster now and if all the material was compiled, ~o
which Mrs. McQuesten replied "y~s" to each question. Mrs. McQues:en said
it was in story form and a few people who have seen it, have liked it. Mr.
Kirk informed her that the Centennial Committee is about ready ~o go '~o work
and the date of the Celebration will be in early June. Mr. Kirk asked Mrs.
McQuesten if she could give them a definite answer in another month in re-
gard to how near completion the work was but Mrs. McQues~en said that she
would try but couldn't say she would but that she will do her Best. Mr.
Kirk informed her that they must have the final figures in January in order
to set up an appropriation.
REQUEST FOR POPPY DAYS:
Mrs. Vera Mead, &n behalf of the American Legion Auxiliary, request~ed a permit
to hold Poppy Days on NOvember 10, 11, and 12, 1954. The Board voted unani-
meu~ly to grant this.
AWA~ TO POLICE DEPARTMENT:
Tee Registry of Motor Vehicles representatives plan to come to North Andover on
Thursday, October 21, 1954 at 1:30 P.M. to make an award to the Police Dept.
for "no fatal accidents" in North Andover.~ They would like to have the Board
of Selectmen present if convenient. Mr. Kmrk' and Mr. Finneran will plan to
attend but Mr. ¥~illis will be unable to attend.
EEQLW. ST FOR REMOVAL OF TWO TREES:
Frank Slipp who is building a home on Pleasant Street, requested the ?emoval of
two ~rees that are in his driveway. ~he Board voted unanimously to refer this
to the T~ee Warden for posting andset it down for a h6aring.
LETTER FROM MODERATOR:
Letter received from Mr. Arthur A. Thomson advising that he is unabIe ~o be
present at the Special 'Town Meeting at 8:00 P.M. this evening, due to a pre-
vious commitment. Mr. Thomson suggested'that he be consulted or advised a
sufficient time beforehand as to when a Special Town Meeting is to be~ held so
that he will not become bound by previous engagements. Mr. ~illis s~ated that
he would preside over the meeting. ' '
BOSTON & MAINE RAILROAD STATION:
Letter received from Governor Herter'relative ~o the B.&M. Station in Nhich
he s%ates that he has been advised by the Dept. of Public Utilities that the
matter has been set down for a hearing on Oct. 25, 1954 af 10:O0 A.M2
Letmer forwarded ~o the Selectmen by Sen. John Adams written by David' M. Brackman
informing him of the date of the hearing on th'e B.&M. Station.
Information sent to the Board by the Agent; ~r. John Cashman. ]~r. Cashman will
be unable to attend the hearing. Mr. Willis, Mr. Kirk and Mr. Finneran are -
planning to attend this hearing. Mr. Willis 'pointed out that Mr. Cashman
stated the North Andover Station is about the only station on the B.&M. to
show an increase in passenger receipts for 1954.
REQ~T FOR A S'E~EET LIG{T:
A group of residents requested that a street light be placed at Elmwood Street
at the intersection of Mass. Ave. 1hey stated that have a b~d street with no
sidewalks, which makes, e very dangerous situation. Mr. Kirk made a motion to
forward this to Mr. Frost a~ the Law. Electric Co. for a survey and a report
and the Board voted unanimously ~o do this.

CHAPTER 90 CONTRACT

Jenkins, District Engineer, in regard to a conference with Mr. Jerkins, Mr..Mc~¥illiams
and the contractor in the near future with reference to the continuance and completion
of this project.
CLOSING SUTTON S~EET:
Tae Board discussed this matter and it was Mr. Willis' impression that the matter
should not be placed before the county commissioners but rather, before the Board of
Selectmen. Mr. Finneran made the motion that we do nothing further until we hear from
some responsible authority on the Airport Commicsian and this was a unanimous vo~e of
the Board.
.~. EL~N KING:
The Board held a discussion relative to Mr. King's letter of October h, 1954. Mr.
King wants the Board to authorize the hiring of a real estate expert and enz~neer.
Mr. Ntllis stated that he couldn't understand why Mr. King needed a real estate expert
or an engineer but since the Board has let Mr. King handle this matter and since Mr.
King requested this, Mr. Willis felt that they had no alternative but to follow his
r~quest. ~he Board voted unanimously to go along with Mr. King's request.
AUTO DAMAGE CLAIM:
Mr. Harvey Lebow, 231 Waverley Road, No. Andover, sent a letter and estimate to
the Board. He stated in his letter that his car.was damaged by the branches of
a tree lying across part of the easterly side of th~ road at a point one-tenth
of a mile south of the intersection of Turnpike Street and ~averley Road on
Waverley Road, on ~hursday, October lh,o1954, at approximately ~:00 P.M. No action
was taken at this time but it was suggested that the Tree Warden come in next week
and talk to the Board relative to this.
The regular weekly meeting of the Board of Selectmen was held at 7:30 P.M. with all
members present. Weekly bills and payrolls were approved.
LIC~2;SE BOARD:
A. meeting held with Officers Lawlor and Galeazzi relative to a violation of Chapter 138
Section 3h, is recorded in the License book minutes.
DA~GE CLAIM:
The board discussed the dmage claim made by. Harvey J. Lebow in the amoun~ of $85.00
for removing spo:s and refinishing his car which was damaged by the branches of a tree
on Waverley Road at Turnpike Street on October 14 last.
John Conners, tree warden was present at this meeting and he informed the board that he
looked at the tree stump which was not very big. He said his men took down the trees
which were across the road, as far as they could but they haven't had time to go back
and complete the work·
Mr. Willis said he would like to know how much damage there was to the car and he asked
Mr. Conners to go and look at it, not as an appraiser but as the head of the department
against which the claim was made. Mr. Conners didn't like the idea but he said he would
take a look at it.
Mr. Kirk suggested that we notify Mr. Lebow to get at least two more estimates and that
they list the damage to the car on the estimate. The board voted unanimously to take this
action.
HURRICANE WORK:
The Bo~rd discussed the matter of curtailing some of the extra help in ~r. Conners De-
partment on hurricane work. Mr. Willis stated that we would have to arrive at some
pointwhere the regular men and perhaps one or two extras would be able to carry on
with the work in the tree department. He felt that we would have ~o stop somewhere and
he also said that there are some places where the work could be postponed for some time.
~. Canners cited several locations where there were piles of brush which created a
fire hazard and he felt that this work should be done before the men are allowed to go.
He said he has ten men now but that some of them are not good workers and he has mo do
the best he can. He discussed nine stumps which will have to be removed and he received
some estimates to have this work done by experienced men and the board felt that the
estimates were quite reasonable. Nr. Conners thought that he might be fairly well cleane,
up in about two weeks. He will talk with the board later about this matter.
KIT~P~DGE SCHO~:
permission has been granted by the School Com~mittee for the use of the special classroom
at the Kittredge School for a polling place in Precinct Four.

Notice received that the following changes have been made in street lights:
