~ meeting of the Board of Selectman was held at 7:3~0 P.M.
with all mambers present. Weekly bills and payrolls were approved..
WIRING INSPECTORs
John Thompson asked for permission to purchas'e a new portable typewriter at a
cost of $65.00. John Hanson has one available which is a new one an~ he would
sell it for the price mentibnsd. There is approximately $68.00 left in Mr.
Thompeon, s appropriation.
The Board voted to instruct Mr. Thompson to continue on for the balance 'of the
year and when his appropriation is' made up, to include' the cost of a typewriter.
TREE REMOVAL REQUEST:
Marie Ranfone, 66 May ~treet requests the removal ~of a~ree in front of his
property. The tree makes the ho~se dark and damp. The Board Vo~ed unanimously
to refer this 'matter %o the tree warden for investigation~ and action.
General ~eleases'were received from Charles AJ Campbell and paymant of $4.50
will be made and from Stanley Buturlia for $58.37 for d~mage claims. Checks
will be mailed out for the above amounts.
Notice of application for the erection of billboard or sign in the to~n of
North Andover was received from the Outdoor Advertising Authority Ro'0~' 546,
80 Bbylstun St. Boston 16, and dated November 4, 1954, Applimatian#38513.
The 'Board voted to refer this to the Building Inspector for investigation
and report so that a hearing may be r~quested if the board decides that one
is necessarye
COUNTY C O~I~SIONERS:
Notice received that' the beard members are invited to confer with the County
Commissioners on November 22, 1954 at Salem Court House relative to legislation
as may be introduced in the 1955 session of the G~nsral Court which may affect
Essex CountyJ No action taken by the board. Meeting is a~ 10:00 A.M.
LAW,CE ELECTRIC COMPANY~
The Board received a reply from .George Frost relative to improving the street
lighting on Pleasant Street, from ELm' Street to Osgood Street. ~hey recommend
that 2500 lumen lights be instaLled 'on poles' 547,556,559,561,1040~567',
582 and 585 to replace the 10~O lumen lights no~ on poles 547,5%6, '~560,563,
567,572,580,582 an~ 582. Th~y~also recommend that t~e~ 6000 lumen light
p01e 577 at the intersection of Pleasant Streeb~ andI Chickering R$ad be replaced
by a' 15,000 lumen mercury vapor unit amd that the 6000 lumen' light on ~ole
at the intersection of Osgood and Pleasant Street be replaced by a 15~000
lumen marcury vapor unit. · A sketch was enclosed sho~ing the proposed changes.
The increased c~st ~o the town for the improved lighting will be $178 per year.
'The~"board?oted' unanimously to request that the above changes be made.
The suggestion was made that a 1000 lumen light be installed on pole 222~' on
Herrick Road near Silsbee P~ad. The beard~felt that the light would~ serve
the people on Silsbee Road better if it were installed on pcl~ 2224.~They
voted~ to reques~ the ligh~ mo be installed on pole 2224 and inquire if this
· pole could be moved up nearer Silsbee ~oad, otherwise it would go on pole
2224 at its presen$ location.
MrJ Frost suggested later that the board request a ligh~ about 100 feet in
on Silshee' Road and he thought this would so2ve the ~roblem. The board will
be contacted about this new recommendation.
OFFICE OF THE SECRETARY:
A letter received relative to the census to be made on January 1, 195~'~in
accerdamce with the requirements of Article ~Xlof. the Amendments to the Consti-
tution as appearing in Article LXXi thereof and G. r~. Chapter 9, section 7,
as most recently amended by section 1 of c.~mpter 342 of the Acts of 193~. The
~ necessary forms and blanks, family cards and Ymstruc~ions to Enumerators
will be sent to this office about December 15, 195~.
FIRE ENGINEEP~:
Chief James Daw and Mr. ~nell came before the board to inquire about payment
of glasses for a fireman who, while riding on the truck, fell back and broke
his glasses. ~he acting chief at that time advised him to have the glasses re-
paired and that the insurance would take care of it. Mr. Daw said that the
insurance does not cover this ~ype of thing, since he was not imJured~ an~ they
have no funds to pay such a bill which is $25.00.
Mt.WiLlis said he didn,t think such a bill could be paid from their appropriatinn
and if they did, it would s tar~ a precendant. He suggested that the Company,s
Fund might be able to pay for them.

FIR~ ENGINEERS:
Mr. Kirk also felt thai, this would start a dangerous precedent and that the
engineers should make a policy now with respect to such happenings so that
there would be ne recurrence of this request.
The engineers agreed with the board and they willestablish a ~rule now and have
it on their records.
LEO MURPHY:
Leo Murphy met with the board again and said that the Selectmen are supposed
to go around and check the bounds when they perambulate the ~own. He said they
went to the wrong marker which is 350 feet from the street but,the correct
marker is 1800 feet from the street.
Mr. Willis felt that this particular marker should be taken but and when the
board .perambulates the toe boundaries in 1955, they will invite Mr. ~,~phy
to go along with them since~:.he,-is thoroughly familiar with these bounds.
HENRY GREEN- STEVENS CO* . . . ..
Mr. Willis informed those present that the board had received a copy of a
:letter .sent to Henry Green, from Walter L. Geddard, General Manager of M.- T.
Stevens Co. relative to Mr..Green,s bill. He said that Ira Carry had called
at his home this morning ,and that he presented him with the bt~l for the work
done at the culvert on Stevens in the amount of $~25.00. He inquired of
Mr. Green Just what arrangements had been made 'for payment for .his services.
,Mr. Greene said he received a call from Mr. Carry and that if the .work was to
be done he. could do it weekends. Mr. Fred Kent came ~o the c~lver while he was
working at it and he said it was O.K. and to go ahead and he would take care of
getting the pump. It took three days to complete the work. He sen~ his bill
~o Stevens Co. and received a letter the same as the Selectmen.
Later Mr. Green went back to check the culvert which was floating to his satis-
faction amd he ~anted to be sure that everything was alright.
Mr. Green said that they didn't talk price as they didn't know that,they, could
do butit is working perfectly now and two divers could go right ~through~the
culvert.
Mr. Willis said he saw Mr. Green and told him he was foolish ~o work for nothing
and that he should see Mr. Kent. He said the work has been done and now the
question is, who will pay for the work. The ,Selectmen maintain that the :respon-
sibility of the culvert is .with .the Stevens Company,
Mr. Green said that when he talked to M~. Kent there was no agreement as to the
money but he did tell. him to go ahead.
Mr. Kirk suggested that the .board schedule a meeting for November 22,~.1954 at
eight o,clock and invite Mr. Kent and Mr. Green to be presen%. ~he board voted
unanimously on this suggestion.
INSURANCE: John Leery came before the board to inquire if they had received any
reply from the insurance Association on the action taken, on his application for
membership. ,He said they have his application which he signed .in the presence
of~ this board .and he ~elt, that .they should take action as. soon as..poasiblel
He. mentioned that they lost no time in getting all the members together_after
he had made a verbal complaint to the board.
Mr. Finneran suggested that they write to the Association and inquire what action
has been taken.
Mr. Willis~said that it was the impression of the board that a letter would be
sent from the Secretary of the Association informing, them of the action 'taken.
He asked.Mr. Leery if he would,be satisfied if a letter were sent ~ to the Secretary
-asklng for information on the application and action taken~ and if no.actinn has
been taken, that a reply be sent to the Selectmen by November 22, 195~.
Mr. ~.eary said he would be satisfied with that and would appear at the meeting
on November 22, 1954.
~7,-ASSIGNMENT OF OFFICES:
The Board of Selectmen discussed the re-assignment of offices in the town
building and voted unanimously as follows:
Tow~ ~rensurer to go into the offices made vacant by removal of School Department.
Highway Surveyor to go into the office vacated by the town treasurer
Board of Assessors %e go ~into the office vacated by the Highway Surveyor.,,
Mr. Kirk made a motion that the suggestion given by ,Mr. Willis be accepted and
that the changes should be completed by ~January l, 1954, in no event no later
than this date. Board voted unanimously on this motion~ and .all department
heads affected by this move will be notified offtcia~!y by the board.
