INSURANCE ASSOCIATION:
Mr. Willis still felt that it was a matter of in~ernal control and if the association
feels the: a person is no longer entitled to any part of the business and he realizes
this situation, he should resign from the organization.
Mr. Dehullu said he sold par~ of his business but he still writes insurance. He said
it has to be supervised by Ber~%n Co. Mr. Dehullu missed only one meeting ~f 'the
associa%ien and if it is the consensus of opinion that he withdraw from the 'association
he will do so. He pointed ou~ that the point they inserted in the by-laws was wrong.
The principal occupation should be insurance but the source of income should have
nothing to do with the association. He wondered who would determine where a man,s
income is from. He agreed tha~ if they wanted to change the by-laws, that was alright
and tha% no part time 'agent should participa~e but tha% definit~lv the amount or
source of 'income should not be included.
Mr. Willis said ~e made it very easy for the board and that Mr. Dehullu could
merely withdraw. The board will make the suggestion that the by-law be adjusted
and will inform Mr. Dehhllu of the outcome of their suggestion.
LEO MURPHY:
Leo Murphy came before the'board and 'called attention ~o the bounds which have
been removed at the new Arlington Bank. The building, according to Leo, is 'too
near the line and 'par% of the bank is on to~ property. There is no definite place
~o measure from since the bounds have been removed but the Bank claims that the
to~ engineer was the one who established where the bank would go.
Nr. Carry was presen~ and he will check this and have the bounds pu: back as well
aS checking ~o see if the building is on %ow-n proper~y.
DRAINAGE: WEST BRADS~REET ROAD

~illis explained that there had been a very serious discussion on drainage, particularly
with respec~ ~o thedepth of drainage. Mr. Ralph Brasseur wa~ present when this was
discussed and when the contract was 'signed and he was informed a t that time 'that the
drainage should be as low as possible. Since we were spending a sizeable amount of
money all interested parties were informed of this order. Subsequent to the installation
of drainage this board hadreceived no complaint except with 'respect to West Brads~reet
Road. Mr. Willis has had no official 'complaint but he did hear that the drainage was
no~ deep enough. Insofar es the other SZree~s are concerned, no complaints have been
received and in Mifflin Drive the drainage i~ real low.
Mr. Mar~in informed the board that the drains are down according to the plans with
the exceotion of cer:ain places where adjustments have been made. The drainage is
five fee% deep on ~. Bradstreet Road. He believes that ~r. Cyr has done a good Job
considering the digging conditions there.
Mr. Cyr said in: ~rease~he:~e~ who dug a cellar didn't take depth $£~drain
into consideration, and dug below the proper level for tying.in with town drainage.
Mr. Kirk stated.that if the depth is five ~eet, it is o.k. with him and Mr. Finneran
a~reed.
Mr. ~illis then inquired of Mr. Carty if he had a se~ of cards showing the Streets
that have drainage and he Suggested tha~ he have his secretary ge% busy and,star%
this system. He should also have maps andhe inquired of Mr. Nartim if maps 'are given
~o the Highway Surveyor .when this drainage work is done. Mr. Martin said he 'b61ieved
the maps were given to Mr. Carty but if not, they could be obtained from Mr~ Brasseur's
office.
MO~EY FOR CIVIL DEFENSE:
Mr. M~.ker inquired about an armicle in a special town meeting last October in which the
town voted to accept a sum of money to be transferred to Civil Defense. .Mr. Kirk said
he would check with Mr. Rockw~ell to find cu~ where the money is and see if i~ can be
turned over to the treasurer.
BE~AR~EN~LOE~A~ORPGR~EIONS & TAXATION:
In compliance with the provisions of Section 35 of Chapter 41 of the General Laws,
as Commissioner of Corporations ~and TAxations, the following sum of $47,1OO has been'
established as the amoun~ no~ le ss than which the' 195~ bond of the T~easure~ of this
tow~, given to insure the faithful performance of his duties shall be written and
similarly pursuant to provisions of Section 13 of Chapter 60, the sum of $49,200
has been established as the amoun~ not less than which the 1955 bond of the Collector
of Taxes, given to insure the faithful performance of his duties, shall be written.
RENT CONTROL BOARD:
The Rent Control Board have reguested tha~ the amount of $150.O0 be placed on the
budge~ to cover the expenses of the board for the ~riod of January 1%o March 31,
1955 a~ which time the present ren~ ~ntrol law will expires. This will be included
in the budget figures.

SECRETARY OF THE CO~0N~EALTH:
Notice received that an application for a certificate of incorporation as provided
fbr in chapter 180 of the G. L. T. E. under the n~e of the Jubilee Club, Inc.
has been filed in this office. Michasl Armano, 24 Tyler Road, North Andover, and
othersCnot~residents of North Andover) is the person ~o be investigated by this
board. 'The board vomed unanimously to refer this ~o the police chief for the usual
investigation ·
NEN ENGLAND T & T CO:
Petition requesting permission to lay and maintain underground conduits on Mass.
Ave. app. 800 feet of underground conduit between MH 181 and )~{ 181-B at Middlesex
Street. A hearing will be held on December 27, 1954 at 7:45 P.M. Ail abutters will
be notified.
DAMAGE CLAIMS:
Notice received that Mr. E. J. Ryan, 333 Haverhill St. Lawrence has made a claim
against the town for alleged damage to his automobile when he was traveline on
Chadwick St. on November 23, 1954 and hot tar splashed on both sides of his auto
and all four hub wheels. The board had previously refused to pay the claim of
$45.00 for removing tar spores and waxing his car. The Board voted unanimously to
retain Atty.-Charles W. 'lTombly as counsel for the mown on this claim, which is
to be heard on December 31, 1954 am District Court, Lawrence, Small claim.
Mr. Kirk had made a motion to re~ain Arnold H. Salisbury but it was not seconded
and Mr. Finneran inquired if }~.. Willis had anyone in mind for counsel. ~fnen Mr.
Willis mentio:~ed ~r. Trombly, the motion was made by Mr. Finneran, seconded by
Mr. W1 t'l'isnand voted unan",'mously.
The Selectmen were nomified that Fred J. Bonaccorsi', of Methuen has taken action
against the Inhabitants of North Andover, John J. %~illis, Chairman for the sum
$5,000 which will come up at District Court' on January 15, 1955 at nine o'clock.
Mr.- Bonaccorsi is claiming personal injuries and property damage.
The Board unanimously to refer this mo Mr. ~homson and retain him as counsel for
the town. Tais is the same accident in which William B. Duffy was involved and
Mr. Thomson has been retained to represent the mown in this case also.
MArblEHEAD S~EET CROSSING:
& letter regarding the elimination of the gate-tender and the manually operated
· gates am the ~A%rblehead Street Railroad Crossing has been send to Senator John
' Adams, Representatives Thomas Slack, William Longworth and Frank Giles and to
Governor's Councillor Arthur A. Thomson. ~he letter further states that the
Selectmen are still opposed $o ahy ~ction of this kind and ~asked that these men
take all steps necessary ~o oppose any move of this nature.
TRANSFER FROM RESERVE FUND:
The Board approved a transfer of $900 from the Reserve Fund to theTown Building
and forms, will be mailed to the Advisory Board for their approval. The board voted
to have five office floors covered with Koroseat and the cos~ of this work is to
be $746. ~'
There were several prices for this floor covering but the board voted unanimously
to have Mr. Fretwell do the work since he lives in the town and all members felt
that the Koroseal would give better service. If approval is received on the transfer
of money the work will be started as soon as possible.
DECEMBER 20, 1954:
The regular weekly meeting~ of the Board of Selectmen vras held at &:30 P.M. with
all members present. %~eekly bil'lsaa~d payrolls were approved.
ROUTES 28 and 110:
Mr. Whitcomb from the ]~epar~ment of Public Works came b~fore the board to discuss
these routes as shown on his plan.
Mr. Kirk informed him that the townspeople wanmed the westerly rather than the'
easterly route for 128 and that they are interested in 110 since it apparently will
hit North Andover and practically cut it in half. He hoped that when the plans are
being made for route 110 that this board may be consmructive and they would appreciate
any information that may be available.
Mr. Whitcomb would like to talk mo Lawrence and North Andover as a group since they
form an industrial center. He mentioned that they would build access ramps in several
places. Since route ~2§ does no~ touch North Andover he informed the board that they
would be notified when there was something' definite on route 110.'
IOtfN BUILDING CLOSED:
The board voted unanimously~to close the to~n building on Friday noon, December 24,
for the week-end and also on Friday Noon, December 31, 195~ for the week-end.
