EASTE~ ~&SS. CO:
Mr. Kirk brought up the matter of abbreviated service for the North Andover buses
and suggested that something be done about it.
~r. Willis was familiar with this ma~er and said he understood that the E. Mass.
will pu~ a schedule into effect whereby there will be a big curtailment in the
service %o this ~own.
Mr. Kirk made a motion that a letter be sent to the Eastern Mass. Co. and if they
have any contemplation of curtailment that they should inform us of this action
so that this board may take action if there are any specific changes. He suggested
that perhaps they would send a representative to this office ~o discuss the matter
thoroughly with this board. Motionv~s seconded and vo~ed u~animously.
TO~'~N HISTORY:
Mr. Kirk suggested that we ask Mrs. McQuesten %o meet with the board on January 3
1955 todiscuss the progreesmade on the %own history. He felt that this matter
should be discussed before the annual To~n Meeting.
DECEMBER 21, 1954: SNOW ~ERGENCY DF~LARED:
Mr. Carty co~Ee:red with the Selectmen and due ~o the severe snow storm and
the work ~o be done, the Board declared an Emer§ency on Mr.'Carty,s recommendation
as of 12:30 P.M. on this day.
DECEMBER 27, 1954:
The Board of Selectmen held their weekly meeting at .7:30 P.M. with all members
present. %?eekly bills and payrolls were approved.

A hearing was held on the petition of this company for permission ~o lay and
maintain underground conduits on M~ss. Ave.' app. 800 feet of underground conduit
between MH 181 and MH 181-B at Middlesex Street. The board vo~ed mnanimously to
grant this petition since there was no opposition and all abutters had been notified.
OUTDOOR ADVERTISING:
Mr. ~obert M. Jackson, salesman, 88 Main Street, Reading, cams before the board
~o requss% permission for a permit to install a temporary sign erected under Sec.
3-D2 chapter 93 of the general laws, %o be located at the Junstion of Routes
#114 'and 125 and the second one '#114 and 133 t6 be 6' x 12, and which would be
removed in May 1955. Mr. Jackson Luformed the~bo~rd.~at he had bought the houses
at Merrimack College and they plane~ to open 'a house there for inspection. The
Furniture Barn w~.ll furnish the house and they have given him permission to erect
a sign on the corner of Peters and Turnpike. St. thirty feet back.
Mr. Willis checked the by-laws amd thJ~'z6~i~g laws and he felt that this board
definitely could not approve a sign 6 ~ 12' as this is definitely, against the
zoning by-law. He further discussed the applications (three) received from the
Outdoor Advertising Authority for permanent signs but Mr. Jackson informed the
board that these application were ~o have been held up and that was the reason
he came with the temporary request. ~r. Willis advised him to check with the
Building Inspector and see ho~ he felt about these signs. Np .further action was
taken.
~R. MAKER- ASSESSMENTS:
Mr. Maker 'discussed sewsr assessments ~ith the board. He has been requested to
release a portion of a lien in o~e ease where 15' was sold t~ another individual.
Mm. Maker asked the board to hire counsel and get a iegal opinion so that he would
know what authority he had. Mr. Willis checked the law and informed the treasurer
that he is required to collect the ~6ney for a certain piece of proper~y on which
there is a lien and that until he col'lec~s the full amount he has no authority to
release the lien or even a portion of it. He did no~ feel that there was any need
for legal opinion.
JOINT ~ETING:
Mr. ?~illis discussed the possibility of having a Joint meeting with the Planning
Board, Board of Assessors, Advisory Board, Board of Public Works and the Highway
Surveyor ~o discuss a definite policy for new developments. He felt that there
should be such a meeting and that the Planning Board is now working toward that
end and may come up with some plan. The board voted unanimously to hold such a
meeting on January lO, 1955 at 8:30 P.M.
TREE REMOVAL REQUEST:
Mr. John Jackson, 595 Salem Street requesrm the removal of a tree in front of his
property. The board voted unanimously to refer this to the tree warden for investi-
gation and report.
Mr. ffillis mentioned some ~reesthat were down on the new High School proper~y be-
tween the High S~hool and Tavern Road and this will be referred to the Tr~e ~arden.

Arthur Kirk drew the name of Arthur Drummond, 38 Johnson Street, Operative
to se~e as a traverse Juror. on January l?, 1955 at Superior Court at Salem.

BOARD OF APPEALS:
The board received a letter fro~ the Board of~ppeals in'which they stated that
at the request of Mr. Kirk, no action was taken bytheir hoard'pending the outcome
of deliveration'by the Selectmen. The Board of Appeals woul~ appreciate being
notified by the Selectmen, in writing, of any'action they may take in the matter
of the case of Tidewater Oil Co. and the ~oard of Appesls before their soecial
meeting on December 30, 1954 .... ~
The board felt that there had been a misundersvmnding in the interpretation of
Mr. Kirk's telephone message last Monday and voted unanimously to send a letter
to the board informing them that it was the intention of t his board that~the Board
of Appeals should make its recommendations to the S~lectme~ and they, in turn, will
take the action they deem bes~. They will also inform them ~hat as an aRpoin~ive
board they do not have the' authbrity~ to engage counsel without ou~ approval. Mr.
Willis suggested tha~ they'be informed tha~ no action be taken exceptina recom-
mendatory measure. '
CHAPTER 80- BEACON HILL BOULEVARD
The board discussed the recording of the order for chapterSO'workon BJaconhill
Boulevard and Mrs. Dearden had prepared the order in duplicate wnichwas si~ned
by the board and notarized as required~ Mr. Willis.will take care of rec~i~Ling
,this at the Registry. Mr. Martin from the office of Ralph Brasseur has'prepared ~,
~. the amounts due each owner as required. Ztwill then ~e committed to thelAssessors.
.~, BUDGE~B.
The board 'went over the budgets for 1955 for all items Which come unde~ the
Board of Selectmen. Budget sheets'will be made out by Mrs. Dearden as ~H~ Advisory
Board did not get them typed. This work will be done on out~ide time and~ bill
sent to the Advisory Board. - ·
~DECENNIA3.'CENSUS:
Th'e Board discussed the census taking and names were presented for their approval
as enumerators. The Board finally, decided to 'appoint the following p?sons, and
suggested that ~o persons be assigned to each precinct and they wilI receive
$75.00 each andwith expenses and a salary ~o the person incharge(Mrs. Dearden)
