BOSTON UNIVERSITY:
~ne Board received a letter from Julia C. Pratt, Secretary to Mr. Case, advising
the board that the president is away from the office and the letter from the
.Selectmen relative to services for the propsrty, owned by the University will be
referred to him immediately upon his returnin mid-February. No action taken.

The Board voted to go,along with Mr. Frost!s recommendation and have the above
lights installed.

A,.complaint ~'~as received from Katherine Cotter, 143 Pleasant:Street.relative to
:a s~eet light which has been removed in front of'her property. She stated'that
~-,: the street is very dark and the light on Lincoln Street does~notsho~ an~light
.on Pleasant Street. The board voted ~to re£er this to Mr. Frost to see if the
condition can be remedle~.

much pleased?ith the ~manner in .which Mr. ~Bingham;~as ~always serviced ~ our veteran*
in Boxford .and ~since his duties have .increased considerably, they are willing
~o recommend.an increase in the. portion .of his .salary. which .represents ~Bexford.s
share. S~nce this is on a~percen~age basis Mr. Cole hoped.that ~this .board would.
~eel .justified in making the same recommendation .for*North Andover's portion of

i A letter was received from E. R. %¥ithrow, mg~. ,ad~-sing the board that their
:. request for additional service on Sundays and evenings has .been. given serious
-consideration but is denied. .The board voted ~o accept the letter and ,take no
further action at this time.
ELW2~ K~G:
The. Board received a letter from Mr. King informing them that a number of cases
with respect to land t~ing on Great Pond Road ~are being settled with the approval
o f ~the County Commissioners. He stated that efforts are .being made to settle
:~ three other cases with the approval~ of the Commissioners.
Mr. ~Willis. suggested that we ask Mr. King to meet with the Selectmen and explain
Just what is being done about these cases and the board agreed to this suggestion.
Mr. King will meet with the board on January 31, 1955 at eight o'clock P.M.

' A letter, was received .from Mr. Whipple listing ,the amount of mon~y,~to, be ~appropriated
.... in :the year 1955 for the additiomof' the extended coverage' endorsement and the total
amount to be appropriated is '$2306.34. The total insurance in force is ~,260,010.
Buginning in 1956 and each year thereafter, provided there is no change in the rate
and in the amount of coverage 'the at, ual appropriation necessary~ to. pa~ the premium
-for the extended covergas endorsement will be $1085.63.
i' ~he board voted to include an' article in· the warrant in the amount cf $2306.34 for
extended coverage endorsement to the fire insurance covering the town.
· ~ ~UB4IC SCHOOLS:
A'reply was received from Francis J. O'Brien relative to the outside lighting at
the new high school and Mr. O~Brien~xplained that the plan ori~inally submitted by
the architects promise'd to be expensive and the School Building Committee wanted
to make sure of a ~uilding properly equipped before committing one or more designs
· for~terior lighting. This will he discussed at their next meeting on February 9,
BID~ FOR TO~N REPORT OPENED:
T~o bids were received for the printing of the town report as follows: ~om the
JANUARY 2h, 1955- continued
Bee Publishing Company, no print 1300 copies for $6.45 per page and they will
furnish Lusterkote White Cover similar to the sample in accordance with the
specifications. The bid ~tated that they have ~ypographical Union Label.
The second bid was from the Item Press of Wakefield who stated that they would
print 1300 copies, 6 x 9, with Luterkote paper cover with one continuous picture
of the North Andover High School an $5.90 per printed page.
Mr. Willis inquired if the Item Press was a union shop and Mr. Norman D. Sproul
stated that it was non. Mr. Willis then said that no be consistant with~the stand
he took last year with regard to ~the desirability of the to~n dealing with union
shops he made a motion that the contract be awarded to the Bee Publishing Company.
Mr. Kirk and ~r. Finneran voted no give the con~racn ko the Bee Publishing Company
and the vote was unanimous.
CHAPT~ 80 ASSESSMENTS:
Mr. Willis informed those presenn that ~his meeting was called relative to the
application of Charles Peroccht and Harold Stott who feel aggrieved at~ the Boards
action on the assessment of Chapter~80. Ira.D..Oar~y.and~Carl'~artin'met with
the board to discuss the work done under chapter 80 on Beacon Bill Blvd. .
Mr. Martin stated that this particular work started a~ the wean end of Andrews
~,.tot and Stotts property and thence to Chickering Road. ~there .were man to'twelve
~-..~. inches of gravel putfin after the excavation was done.. Then. Mr. Duffy did?some work up there and they dug ~renches and the road has to be oiled again.
.Mr.. Martin explained that the total frontage is taken and divided no get the
cost per sq. ft. and then each lot is figured out and in thi~ instance it was
$.87 per sq. ft'. He said that there had to be excavation, gravel and a normal
crown on the road and he s~tid that it is ~now in condition for acceptance. Mr.
~:Carty also stated that ~he felt.the road was ready for~acceptance. . ~
Mr. Willis explained that after the Highway Surveyor certifies to the Selectmen
:in writing that the street,is in condition , ..the Selectmen lay it out for acceptance
and present it ~o the to~rn meeting. After the street is accepted by.the ~mown, it
is then up to the no~n to keep the road in conditiom.
He explained that under Chapter 80 a limited part of land can be developed at
a cosn arrived an by an engineer and then presented to the to~m for accepted. If
the no~rn accepns it then each owner shall be assessed a proportionate share of
~*~ the cost. Mr. ~illis sta~ed this this is a rather unusual and unique case-as a
section of Beacon Hill .Boulevard has been ~aken care of the pasn ~venny years'.

The, board .took the matter under advisemnnt'and at alater part of the evenin~
.~Edward Phelan came before the board and informed the board that Mr..Edward C.
Wilson, State Tax Commissioner advised that the town assume the cost where there
has been a .wrong assessmenn rather than assess the other owners for the amount
a~ated ·
~. Finneran made a motion that .the board ,abate the full .amount for Mr~ Perocchi
and one half the remount for Mr. Stott since work was, done on the ,street adjacent
ct ~part of his property. The motion by unanimous vote was that the. property of
Harold T. & Helen Sto~ not affected by the Chapter 80 work would not be ,assessed
and that upon their application for abatement filed 1/10/1955 the amount of $43.80
would be abated. : ~.
~ .Mr. Finneran also made a motion that on the application for abatement, filed .1/10/55
~. that am abatement in the amount of $104.04 which .represents the ~total amount of
,Chapter 80 assessment on the property on Beacon Hill Blvd. be granted to Charles
Perocchi, since the land was not affected by Chapter 80 'and so~ certified by the
~town engineer and the Highway Surveyor. The motion~ was seconded and. voted .unanimously.
TO~N BUT~.~ING BUDGET:
In discussing the budget for the nown building, the board voted to ~increase the budget
sufficiently .to have the floors, in twelve offices covered. ~hey also voted unanimously
to grant $100 yearly to Mrs. ~Dearden for s ervices~ as custodian of the butlding~ to
· . be paid semi-annually or weekly if she prefers it that way.
PLAYGROUNDS:
Domenic Bonanno informed the,board'that he w~s interested in l~nd back o~ S,,l~ivan's
Milk plant that is to' be' sold by the towl~. Mr, Willis i:~formed hi~ that it requires
~the'Tax Title Autioneer to offer this land for sale'. He suggested that Mr. Bonanno
talk with Mr. Maker.
Mr. Willis mentioned that there were no articles drawn up for. Grogan.s field and that
the town migh~ want to purchase this land some day for playground purposes. He
suggested that Charles T~ombly is very familiar with this matter and suggested that
a study be made of this particular land and find oun the proper procedure no follow if
and when it can be purchased. He made a motion that Atty. Charles Trombly be appointed
no make a study of this and report to the board as to how it can be purchased. ~he
board, voted unanimously on this matter and a letter will be sent to Mr..Trombly.
