R]LEASE:
A release was received from Kathleen Casey in. consideration of the sum of
$26.25 for re~airing her car which was damaged whan a town truck backed into
it on December 2, 1954 at the Essex Sand and Gravel Co. A check wil£ be mailed
out in the ab~e amount.

~'copy of the Act authorizing the Selectmen to make certain appointments was
received from the Department of Commerce relating to appointments to the
Planning board formerly elected at annual town meetings but which are now to
be made by appointment by the Board of Selectmen, and this act shall take effect
upon ;its passage. Approved 2/24/1955. No action taken.
UNIVERSITY OF ~ASS. AGRICULTURAL EXPERI~NT STATION:
A letter was received in connection with Massachusetts as a Hurricane zone
and stating that expedient local action by to~ns may prevent a repetition
o~ disaster and property damage which could recur in 1955 and suggested that
there is immediate hued,for.removAl of ~eakened street Zr~es which create a
hazard and that they should adopt a well considered plan for replanting in the
future development of street tree programs. No action taken.

A petition for the ~emmismion to locate poles, wires, etc. on the westerly side
of Waverly Road, from a point appraximately 1163 'feet northerly from-Tnrnpike
Street, northerly, 2 poles. (T#o existing light company locations to, be abandonad.)

WARRANT FOR SPECIAL TOWN MEETING~
A copy of the warrant with one article to extend the drainage system and improve
the road on Adams Avenue from Mass. Ave. for a distance of 1620 feet under Chapter
80 of the General Laws providing for the assessment of betterman~s upon~ the property
~ers.
DEPT. OF COPORATIONS & TAXATIONS:
The Board received a letter from Mr. Dine advising them that the' Board of Selectmen
cannot establish suitable regulations governing the police departmant,~.and its
officers on the mat~er of providing for a terminal cash allowance in l%eu of
vacation to retiring police officers. He based 'his views on two points-' that the
payment of this cash allowance is to be made to a person who is no longer a member
of the police department and concerns adjusting rights and benefits of p~rsons
who no longer are subject to the Jur~dictioa of the Selectman.',]Ln~t authority
in this ,area regarding policemen from the date of their retirement and thereafter
mus~ be established under some law other than Section 97 of 0hapter 41 of the
General Law~. Tns only authority existing in the la~ which permits the cash allowance
in' lieu of vacation is conts/ned in Chapter 41, Section lllE of the G. L. and must
be limited to the specific circumstances set out in that section. The law of Section
lllE applies to persons who are subject to certain sections' and does not include
persons subJec~ ~o rules and regulations made under Section 97.
