HomeMy WebLinkAbout1955-03-14APPOINTMENT: FOREST FIP~E WARDEN The Board voted unanimously to appoint James Daw, as forsst fire warden for the year 1955 and notice of same will be sent to the Fire }~rshall. · TO%~ HISTORY: Mr. Willis brought up the matter of the town history and inquired of the board if they are ready to inform Mrs. McQues~en that she is dismissed. Mr. Kirk stated that his only regret was that the town had spent so much money and he went to the house and asked for the material on hand and talked himself "blue in the face" but was not given the courtesy of an answer. Re then made a motion that Mrs. McQuesten be notified that she is dismissed and that all material in her possession be turned over to this board. Mr. Finneran stated that he did not care to go along with this motion and he felt that thsy should give Mrs. McQuesten another chance and see if the board can obtain a completion date for this work. He felt that all the .work · would be to no avail, and that the town would really have spent money and received nothing in return if this action were ~aken. Mr. Kirk then withdrew his motion. Mr. Willis stated that this was not part of his business now but that this board was quite unanimous in,heir opinion last week that Mrs. McQuesten was ftmished and that Mr. Kirk was %o go to the home and ask for the material but was not given the courtesy of an answer. He felt tha~ some action should be:taKen so that there would be something on the~ records. Mr. ~tillis stated.that he would, be happy to second Mr. Kirk's motion but Mr. Kirk preferred to have it vrithdrawn and to leave the matter-as, it now stahds until- a later date. MARCH lb, 1955: The Board of Selectmen met at'6:00 P.M. to approve payrolls and bills. Members Kirk, Finneran and Broadhead were present at this meeting. BOND APPROVED: The Board approved the bond kor the new T~x Collector, James Dewhirst, in the amount of $49,200 and bond is by the United States Fidelity and Guaranty CompanF, Baltimore, Maryland. Tee Board of Selectmen me~ a~ 7:30 P.N.. for their first meeting with the__D~ elected board of which there are only two members am the present time. %~llliam A. Finneran and Raymond Broadhead. Two other persons who were on the ballot were declared to be tied for the third selectmen and it is understood that the mat~er is to be taken into Court. William Finneran called the meeting to order and the following action was taken: Ra2mond Broadhead made a motion that William ~. Finneran' be appointed temporary chairman of the board and the motion, was seconded by Mr.- Ftnneran in view of the fact that there were only two members and the vote was dealared to be unanimous. Mr. Finneran made a motion that Raymond Broadhead be appointed temporary c~er~ of the Board of Selectm~n and likewise, Mr. Broadhead seconded the motion and the VOt~ was uI~mous. Mr. -P!nne2an~ then made a motion that Raymond Broadhead be appointed ~em~orary ~hairman of the License Board and vo~e was unanimous. Mr. Broadhead made a motion that William A. Finneran be appointed temporary cla~k of the License board and vo~e was unanimous. BOARD OF ~EGISTRARS: Mr. Finneran read a letter received from the Board of Registrars which stated that The North Ando~er Board of Registrars do hereby declare the office of the Board of Selectmen, namely: canditates Ralph E. Finck, Esquire and Arthur P. Kirk to be a tie vote as a result of a recount of ballots held in the Cour~ Room of the Town Building, Msnday evening, March 14, 1955. The office of the Board of Selectmen now stands as follows: V~tliAm A. Finneran and Raymond Broadhead. Arthur P. Nirk asked ~o be heard and stated that he was not in agreement with the ruling of the Board of Registrars although he has no argument with them but he would like ~to ask that the Selectmen that he be allowed to remain a~ the meeting as a spectator until they adjourn ~o the Board of Public Welfare meeting. BUP~AU OF ACCOUNTS: A letter received from Herman B. Dine, Director of Accounts advising that an audit of the books and accounts of the town of North Andover will he made as soon as possible after the qualification of the newly elected tax collector and asking that they be notified promptly. A telephone ca21 wins made to Mr. Dine's office informing him that the approved bond was received and approved by the Selectmen and an auditor will be in the town b,,~lding on Wednesday morning, Marchl6, 1955.
