Gray, Dept. of Public Works in regard ~o the proposed expansion of the Lawrence Airport. Mr. Gray stated that his office has a copy of the letter sent to the Board on July 20 by the~ AirPort Management' and he trusts, that the Town of~ North Andover ts now being fully acqua~'~ted with any developments~ ~DEPT. OF CORPORATIONS AND TAXATION: A ,letter was received from the De. pt. of .Corporatio~ and Taxation calling atte~ to Chapter~ 247 of the Acts of 19~5 because it represents a new legislative thought in respect ~o the sale of ctty~ or town real estate. ~e Board~ voted to refer this to the tax collector if he has not already received a copy. . ANDOVER DEMOCRATIC TOWN COMMITTEE RE PRECINCT Wcw~: letter was received by the Board from RalphFinck, Vice-Ohairman~ of the above. named committee enclosing a list of precinct workers as submitted by the Democratic Town ¢omm_ittee in conformity with the request made by the Board of: Selectmen. BOARD ~P~ADE ~ letter was received by the Selectmen from the North Andover ~oard of Trade in which they expressed themselves as regards to the State Pension System. coMPLAINT-MRS:. ~ERALD CHAPIN: Of 8/3/55, which was delivered personally by, Chief~M~xee on that same d~te. Mrs.~ ,:Chapin wrote the following letter: (letter dated 8/5/~5),"Dear Sir: Yourno~e delivered ..... by McKee ma~es me wonder Just .what you want for this town. The board discussed this matter and voted to appoint Mr. Arthur A. Thomson to act as counsel for them in this matter. They called Mr. Kirk (at his request) and-explained the matter to him ~ he went along with the Board to appoint Mr. Thomson as counsel, making it a',,~,nimous vote. REQUEST FOR MORE ADEQUA~. LIGHTING: Mrs. Joseph M. Burke, h Suffolk. Street, feels that there should be more adequate lighting at the corner of Marblehead St. and .Suffolk Street.~ The Hoard voted contact Mr. Fros~ and ask him to view this location and advise the~ Board of his reco~mendationo COMir~INT-BLO~ING OF TRAIN WHISTLES: A complaint was received from residents in the vicinity of the Marblehead Street crossing about the blowing of train whistles especially in the late evening and early morning hours. The Board voted to ~ite a letter to the Boston & Maine Railroad to see if they can do something to remedy this situation. COMPLAINT, AGAINST NE?[ ENGLAND POWER SERVICE CO.: ., · t X complainm was received from Ernest itoberts, 400 '//inter Street, who stated that a brook adjacent to his property has become clogged up with waste materials deposited by the N.E. Power Service Co. The brook is dry now but .Mr. Roberts fears that, if · we have a rainy spell, the water will back up ~o his property. The board voted to send a letter to the N.E. Power Service Co. and ask if they can do something to remedy this situation. AUGUST 8 1~5. (continued) BAlkER STREET: A letter was received from Mr. Carry, High~ay Surveyor, stating that permission has been granted to George Barker to cross Barker Street with irrigation pipe, but.with the understanding that the Town of' North Andover will not be held responsible for any damage. WOODSTOCK RCAD: e~ceived from Mr. Carry, Highway Surveyor, .stating that he has looked over the condition, of Woodstock Road but he does not think it is in sa~isfactory condition for acceptance by the Town at this time. R~QUEST FOR CENTENNIAL MATERIAL: . '~e board received a request from David Charam, 80 Broad St., Boston, Mass. for copies of the 1OOth annual report, special issues of any catalogs, souvenir programs or other literature commemorating the Centennial Jubilee. T~e Board voted to refer this M~. William McAloon, Centennial chairman. that'.the insurance company does ~not'want to pay an~hing on Mr. Archie Gourley's accident because his name does not-appear on the rider of the policy. The Board voted to refer this matter to Chief Daw and have him come in and look over the policy. - ~he~bi monthly meeting of the Board of Selectmsn was held at 7:00 P.M. with all members present. Weekly bills and payrolls were approved. The board voted unanimously to refer this matter the tree,arden for~investigation amd posting. Mr. Connors'set a hearing.forSept. 12, 1955 at 7:30 P.M. COMPLAINT*RE: EXCAVATION BZ LAW. GAS CO: Mrs. Sapienza, 81 .Linden Ave. complained a~out the excava~i~n '~a~e ~i.t~e L~w~nc~Gas Company on Linden Ave.' near Sylvan Terrace. She said the condition is bad and. only to-day a car had to. be towed, out of there. Mr. Duffy said the condition., is bad also. Board voted to contact the Gas Company by ~elephone with a follow up letter confirming . the conversation and request that they put the road back in the. proper c0ndition~.~ BOSTON & MAINE RAILROAD: . A reply to our letter of August 9, 1955 concerning complaints rela, tive to %rain engine whistling signals was received by the board. The letter, s?ares that ~these,sig?.l's are ~required by Statute, Ann.. Laws Chap. 160 Sec. 138 and upon a.~etition by the?Bo~'dolof Selectmen in 1938 and after a~' full hearing, th~ Dep=..specifically required~!the~,2ailroad ~.to employ whistling signals which are presently~employed at and near the crossing,as D.P.U. order #5650, June 14~1948. ~e letter mentions.the part of this order'which refers to the hearing made over 17 years ago when danger of. accident was touch.less apt to-day with the increase in foot.and motor traffic..It is not/possible .for. the ~ailrosd ,to modify or'discontinuance the signals-on its ,own initiative.but' the '.; ~. letter stated that if it is felt that modification or discontinuance of the signals is ~ now .Justified, another petition, may be- filed with the Department .of~ Public Utilities to 'that end The Board felt that these signals should be continued in order ~o' protect the' people'of the town and that when such complaints, are again.made, the persons making the complaints will be informed of this law, now in effect. No further action taken. BOYS ,TOWN: . ~, letter' received suggesting .that the Selectmen appoint.~a Committee chairman for the Boys Town .program.. Mr., Kirk made a suggestion that Daniel Grieco would make a, good chairman and he took the letter and material and will discuss this with Mr. Grieco, so. that,no action will be taken a% this time. SCHOOL COMMITTEE- ~E VACANCY: A letter was received from Francis J. O,Brien suggesting that the Selectmen meet with the School Committee on September 1, at the High School %o fill the vacancy caused by the resignation of Roger B. Merriman, who is now residing in Sandwich, N.H. Mr. Kirk made a motion that the commi~mee be invited to meet with the Board of Selectmen on September 12, 1955 at 8 o'clock P.M. to take care of this matter. Mm. Broadhead seconded the motion, and the vote was unanimous and a letter will be sent to Mr. O,Brien. DEPT. OF PUBLIC ~'~OP~S: The Board signed the two agreements for the maintenance of certain roads in North Andover and they.will, be returned to the Dept. of Public '~'(orks for the Commissioners signatures.
