DOG OFFICERS BEPORT
Stanley Buturlia presented his report for the past six months on the nu~be~' of dogs,
destroyed, dog bites, number of keanels licensed and number of dogs licensed, etc.
He discussed the matter of unlicensed dogs and wondered what action could be taken
in order to have them licensed.~ He wanted to send out forms of some kind but it' was
decided that this matter came within the Jurisdiction of the Dog Officer and the Town
Clerk and w.~11 be worked'out by them.
DRAINAGE CONDITION- MASS. AVE. & WAVERLEY ROAD:
. Ralph Brasseur brought new plans, in to the board showing the work that ~ould have to
be done at. this corner in ,accordance with state regulations. There is considerable
work to be done and they will need a 48" pipe for drainage. Mr. Joseph Musimarra was
contacted and he came to the office. After looking at the plan, he informed the board
that there is another pipe down there not shown, on the plan. Tas board decided, they
, had better 'contact Mr. Carry before anything is done and they will inform Mr. Musimarra
later so that he can have his contractor show the 'plans to the selectmen be£o~ any
work is done. He said he is w4~ling to pay. for all the pipe necessary but didn't think
he should pay for building manholes or catch basins on town streets. This will.be dis-
cussed with. Mr. Carry to-morrow. · .
GRAVEL PIT- Osgond Street, close to intersection of Bradford St.
Mr. Kirk informed the board that he had been advised that a gravel, pit~ was in operation
at this location which was in violation of the zoning laws and ssked that the matter
, be referred to Mr..Lawlor, B,,tlding Inspector for investigation. TH~ board~ agreed to

The regular, weekly meeting of,the Board of Selectmen was held'at 7:30 P.M. w~'th"all
members present'. Weekly bills and payrolls were approved.
· HEARING- LAWRENCE ~.~.CTRIC ¢0:
~':-~',A~'hearing was held on the application-of this company for permission to run and maintain
underground conduits and sustaining and protecting f~xtures as may be necessary from
· .existing pole on the easterly side-of'Marbleridge ~oad, at a point approximately 674 feet
southerly from Great Pond Road, southwesterly a distance of approximately 52 feet to the
westerly line of Marbleridge Road, 1 du.ct. - -
~The Board voted unanimously to grant this.request, as all abutters had been notified and
there- was no opposition.
· WES~N ELECTRIC COMPANY:
~Mr~ R. ,F.~ Denig, Design Service~ Engineer for the ~estern Electric Company mat ~ith
the Selectmen~ to discuss the matter of obtaining a permit for the installatio~of t~o
elevators at their plant.: They were unable to obtain a permit from the state, Dept~rtment~
&f Public Safety, because of a recent law prohibiting sidewalk elevators in Mass. Mr..
Kobs, Vice president of Consoldiated-Elevator Lifts, and a member cf the Elevator Board
.Neview Committee, informAd Mr. Denig, that the only'way they could obtain a permit'was to
?-( come before the local Board, of Selectmen and they, in turn, would instruct their buXlding
give the permit. Hewould be required to do'the inspecting. Mr~'.Denig and
others at. the ~estern Electric Company dc not consider their elevators, sidewalk elevators,
as they wil1 not be on the sidewalk but will be behind private fences and.about forty
feet from the nearest sidewalk. ~hey refer to them as "service Sidewalk";'

the-building inspector,-pending information from legal counsel that the Board~has the right
~do this ,and voted to refer this matter to Attorney Arthur A. Thomson fro an, opinion,
~ Mr.' Denig referred to Pmling, Part '5, page 99'of the Elevator Code of'Massachusetts for
this information.~ His telephone' number is Drake '33§24. He requested that they1 obtain
this infection as soon as possible. "~'
, BEQUEST,FOR STREET LIGHT: --
Mrs..Philip DeMarco,. 31 ~ondstock Street, requests a street light in front of~h~r property
: and'the board voted to refer this request to Mr. Frost, Lawrence Electric Company, for his
recommendation.
PRECINCT OFFICER APPOINTMENT REQUEST: ' ·
Mrs. Angelus Hayes, 58 Park St. has asked to be considered for appointment to.the
Precinct Officers list in Precinct Four. She is a republican. The board voted to
accept her name for future appointment.
~ REMOVAL .REQUEST: --
Mrs .. James Briefly, 18 Beverly Street, requests the removal of a horse chestnut street
which is a nuisance because of the nuts and burrs which fall to the ground and children
throw them all around and neighbors have complained about it. The 'board referred this
to John J. Connore, tree warden, and a hearing was set for October 24, 1955 at 7:30 P.M.

CIVIL DEFENSE DIR~.CTOR
· The board received a letter, from Dewey A. Dyer, informing them of the~ various
discussions at the National Civil Defense Conference at Boston and he feels
that we shall be at a maximum psactical state cf readiness for an2?~mforeseeable
emergency in the very near future and will be able to maintain this state at a
very nominal minimum continuing cost to the~ town.
CHIEF OF POLICE- REPORT:
Chief McEee submitted the following recommendations for the board's consideration:
1. A large street light at the corner of Main andlSecond Street, near the banks.
2. A beacon at Jefferson Square and at Railroad square.
,3. White line on Main Street, to 7nickeri~g Road and on Hater Street to Elm St.
4. A stop sign at the corner cf Main and Elm Streets.
5. Andover Savings Bank intend to have a-parking area in the rear of their bank.
6. For winter parking he suggests contacting D & F Co. for permission to use the
~ space on First Street, for whose who cannot find a garage. ·
The board accepted the report and suggested that the chief meet with them on next
~Monday~to discuss these~recommendations more fully.
COMPLAINT-HEMMING'~Ay T~JCK~:
Chief McKee talked with Hemmingway officials and they have p0s~ed a notice that no
trucks are to use Waverley Road in the future. They were very 6ocperative.' The
.Board wo~ed to accept the report as very good and'~o send a letter to Mr. I, ebow,
who had made the complaint..

LASTRSNCE ELECTRIC COMPANY: ..... . .
k letter regarding a light on'Second Street, on pole 6~, was ~ received from this
company.~ The recommendation is. the installation of a 2~00 lumen light to replace
the 1000 lumen light.no~ on pole 6~. Mr. Prost'stated that even this-would not
benefit the people on the west side of the street behind the trees and that the
only solution would be the removal of some of the trees. To trim: them sufficiently'
would not _help the situation.
The' Board 'discussed this matter but they agreed that to install a light on the
other side of the street Would ~ot' be 'good as the're are no poles on .that side now.
~hey mentioned discussing this with the tree warden but since the leaves ~are now
falling, off, the situation will. be relieved at least for a time. No action was
taken on the letter. '

the northerly side of Main Stree=, at a point approximately 314 feet from Chickering
Road, 1 pole with. one existing location to be, abandoned was received and a:hearing
was set for October 24, 1955 at 7:30 P.M.
BUREAU OF, THE CENSUS
A letter received relative to participating with other representative groups and
organizations in Lawrence and vicinity in establishing "Census Tracts,~ in the
Lawrence Standard. Metropolitan Area~(This area includes the City of Lawrence, and
~he t owns of Andover, Methusn and [orth Andover.
Mr.~Kirk suggested that the Board send a reply to t~e effect that they:are~ interests
and wish ~o participate with other representative l~cal organizations in
the Tracts and name a person to represent the board ~o be present at a meeting in
Lawrence in the near future when a cenaus representative would ooint.out some of
the uses which are made of Tract..Statistics and explain the ~et~ilsof the plan.
The Board'agreed'and felt that one member of the board, could appear at the meeting
or perhaps Mrs. Dearden ~ould be the one since she had charge of the census taking
this year. This will be decided later.
D~AINAGE COMPLAINT:
The board received a letfer f~om Atty. Thomas :J. Lane relative .to~ drainage of water
and debris running onto the land of Anthony and Fortunate Bellia who own propert~r
on ~averly West Park, which is located off Mass. Ave. and ~/averley, No. Andove'r.
He refers to a culvert constructed by this ~own several years ago which has caused
to deposit ~his draining wa~er onto the land and undermining it. ~hey requss% that
'this condition be remedied by the town and that it be investigated at once.

lots 18~ and 176 all of which are located off Mablin Avenue and Kenwood Street.
