DEPARTMENT OF NATURAL RESOURCES:
;m required by Chapter 660, Acts of 1948, this board was notified of the financial
liability and the recommendation of this departmen~ for the appropriations for Insec~
Pest Control and for Dutch Elm Disease Control (Chapter761, for 1956 in North Andover
They show the required liability as well as their recommendations for both appropriations:

This will be referred to the tree warden for his budget figura items.
WOODSTOCK ROAD- MR MARINO'$ BOND:
As a result of a letter received from Atty. Roland Sherman relative to the release of
the bank book of Carmelo Marino which had been placed with the Selectmen as a bond
and the re.ques~ of l~r. Sherman that it be released, the Selectmen contacted William B.
Dully and Ira D. Catty ss well as the Planning Board to determine whether o~ not
Marino had complied ~ith his agreement, and sewer mains
_~. Duffy stated in his letter that the watmr mains~asterly of from Linden Avenue have
been completed satiefactorily no his board ~and the wa~er main has been extended a distance
of 108 feet westerly ~om Linden Ave. at a'cost of $490 alsc satisfactorily to the Public
i¥orks. The cost of the balance of the wa~er main extent!on no ~ood Lane as given to the
Flarming Board in ~anuary 1955 is ~1390. Unless .the Flanning Board has stated that this work
is no% to be done they feel that the release of $1390 of the performance bond at this time
is unwarranted.
Mr. Carry informed the board that one catch basin has been built, the road has been oiled
but no surface drain has been installed. He does no~ consider that the s~reet is in proper
6ondition for acceptance a~ the Dreser~ time.
The Planning Board met with the Selectmen at this time and discussed Mr. Marino's agreement.
Mr. Nicetta stated that ~.~r. Marino did not follow ~ut the ins~tructions of the Planning
Board.. The work was laid ou~ but no surface drain was installed and the Flanning Board
canno~ under any circumstances approve the release of the bond.
Before they will release the bond they sugges~ that Mr'. Narino file a definitive plan to
their board and perhaps he could get in touch with them and go over the matter with them.
The plan on file shows the work to be done but it has hot be complied with.~-
The board 'voted to send a letter ~o Mr. Sherman ~o inform him of this information.
COMPL{INT OF SPEEDING:
Mr. Finneran informed the board he had received complaints about speeding on Chickering
Road from Main Street ~o Mass. Ave. and they voted to refer this to the Police Chief
for investigation in conjunction with the Sta~e Department and report back to this
board. A letter v~lll be sen~ ~o Mr. Curry a~ the Dept. of. Public .iorks in Danvers.
The speed limit in this area is 45 mi. per hour and with the lights at Mass~ Ave. the
motorists seem to do considerable speeding either ~o beat the lights or because of picking
up sp~ 9n %he hill and Just wont slow down.
NE~¥ LICENSES:
All future, applicants ~or new licenses of any kind will be: required to come before the
board before approval will be given. This was the unanimous vo:e of the board~ and will
a~ply~l~o licenses issued under the License Board.
POLIO DRIVE: :
The board voted to g=anm permission to the American Legion ~o hold a drive on January 14 and
1% for t6~ polio fund. Louis Saunders made. the request~
REQUEST FOR TREE REMOVAL:
'Ai request ~or removal of a tree at 21 Parket St. was made through the chairman, William
AJ Finneran and will be referred ~o the tree wardeu for investigation. The. roo~s of this
tree interfere with the sewer pipes.
CO~PLAINT-drainage.
The Board voted unsnimously to send Mr. Carty~ a letter and inform him that the culvert
drain a~ Milk-Street has not been corrected ~o the satisfaction of this board and they
would like him to take complete definitive action. Several cellars in this ares were
flooded very badly .....
FIRE ENGINEERS:
Chief Daw and the other two members of the fire engineers met with the board mo discuss
the ma~er of all trucks leaving the s%~-~ton in case of fire in the outlying dietricts.
Mr. Firmer. an stated that he did not like to see the entire force in one area of the town
in .case .there should be an emezgency.
Mr. Daw explained the procedure and the reason for this and stated that during the day
~hey are unable to get men but at night there might ge~ :eh or twelve. He also said they
were insertions an article for ~wo more men. They have six. full time men and 12 par~ time
men. Mr. Brosdbead said he felt it very important to .have one man left in the s ration.
Mr. Daw informed the board tha~ they are going ~o insert an article for a survoy to be
made of the town relative ~o another sbation which is felt necessary, due to the growth
of the ~o~n.
The matter of charging fo~ ambulance calls ,as also discussed and Mr. Daw stated that if
the embulence goes beyond thirty miles from ~own a charge of $.50 oer mile is made.
