HomeMy WebLinkAbout1994-11-29Planning Boa~d Workshop Minutes November 29, 1994 LibEar~Con£oronoe Room The workshop was called to order at 7:05 p.m. Members Present Richard Nardella, Chairman, Joseph Mahoney, Vice Chairman, Richard Rowen, Clerk. Alison Lescarbeau arrived at 7:40 p.m. Also present were Kathleen Bradley Colwell, Town Planner and William Hmurciak, D.P.W. Disoussion o£ ProPosed Chanaes to the Subdivision Endorsement of Plans within 6 aonths or Rescind Rules & Question of where in the statute does it say that the Town Clerk has to endorse it? Massachusetts General Laws, Chapter 41, 81X. Question, can the Planning Board sign plan during an appeal? Performance Guarantee - Rick to work on Ms. Colwell to get language from Mr. Mahoney for Section 6A. Discussion of making sure that all engineering changes are made on plan. Section 6A (Rules & Regulations) review by Town Planner ~d D.P.W. If plans after endorsement do not meet the terms and conditions or comply with the Rules and Regulations, the Planning Board may modify the plan. Plans to be endorsed must be submitted to Town Planner and D.P.W. at least fourteen (14) days prior to endorsement by the Planning Board. Discussion of review of the plan by D.P.W. prior to endorsement. . block on mylar for D.P.W. signature? . check list? one sentence with signature? D.P.W. to create list of items to be reviewed. Bill Hmurciak to review design issues as stated in Section 7. Ms. Colwell to create check list for D.P.W. using heading from Section 7. Planning Board would accept a simple statement that D.P.W. has reviewed it. Ms. Colwell to create check list from Planning Board and spread sheet for each subdivision. Major street becomes arterial street arterial street 30ft. pave 60ft. r-o-w Collection street Mr. Rowen will try to define and categorize streets. Ms. Colwell to fax Lexington chart to Planning Board members. Discussion of Curbin- Mr. Rowen questioned why are all catch basins off of the roadway. Mr. Hmurciak replied - saves maintenance because do not get hit by plows orr un over by trucks, they work if set correctly, would like to keep them off street. Mr. Rowen asked if cascade covers something the Planning Board should encourage/require on slopes? Mr. Hmurciak stated that they may not last as long. Mr. Hmurciak to review cascade covers and get back to Ms. Colwell. Mr. Hmurciak stated that no curbing should be required in subdivisions for aesthetic only. waste of money for developers compromises drainage flow purpose of curb is to channel drainage flow and contain erosion. continue curb to next set of catch basins or driveway generally enough room in a rural subdivision to have a grass strip that is wide enough to protect the sidewalk (3 to 5 ft. grass strip) Mr. Rowen stated that cut area for shoulder may need a curb area. Need to review width of grass strip. 4 to 5 ft. Draft flexible curbing requirements. · needed where sidewalks or steep slopes Ms. Colwell to look at residential street book re: curbing and what other co~munities do. * curb with sidewalks if sidewalk next to street. Problems with sidewalks 1. sidewalks too high in comparison to street 2. sidewalks too close to street On a motion by Ms. Lescarbeau, seconded by Mr. Rowen, the workshop adjourned at 9:25 p.m. Mr. Nardella - site visit with D.P.W. to look at some other towns.
