Latsr other residents came before the board about this same matter and they also discussed the. article in the .warrant with reference to. Dale Street for Chapter 90 work. Mr. Kirk stated that there might be the question of legality of the article and he ~ill have some information by Thursday evening. The money has been allocated to be used on Green Street and there is a question of whether or not it can be used for some other street and the board will get this information before the meeting. ' Anthony Camasso informed the board that if it is their thought that Dale Street is in bad condition and ~h6uld be done before Salem Street, they will go alone with the decision of the board. Mr. ~aude, John Dolan, Chester Low and Mr. Car~er were also present at this meeting. LAND COURT: Notice received that Carl D. }~iller of North Andover has presented a petition to Land Court to register and 'confirm his title in the following described land. A certain parcel of land with the buildings thereon, situated in North Andover and bounded and described as follows: ~Testerly by Narbleridge ~oad']359.70 feet, northerly by land now or formerly of Carl D. Miller 115.50 feet; easterly by land now or formerly owned by Carl D. ~ller 379.50 feet, southerlyby land now or formerly of Mabel F. Sarcione 198 feet. Nosction taken by the board. SIGN AT OSGOOD & SUTTON STREETS: Mr. Finneran received a copy of the sign at the above location and it is satisfactory ~o the board since it will read at the top "THIS IS NORTH ~DOTER" and the size of the letters=GP~A~R LAWRENCE" have been enlarged. The board voted to accept the. sign 'as presented provided it is set back 30 feet from th.e street as required. Mr. Kirk skated that he is very pleased with the results. CONG. THOMAS J. LANE- RE BELLIA PROPERTY: A letter was received in reply %o the Se~ectmen's lette'~ of February 29, 1956 relative to the matter of Anthony & Fortunata Bellia proper~ty and he thanked the board for thAir deept interest and hope that a satisfactory solution to this problem ~ be arranged in the near future. MAYRO BUCK~EY: A letter received from Mayor John' J. Buckley advising them that he has carefully reviewed the work needed in the streets of Lawrence under Chapter 90 progr= for 1956. In view of'repairing more heavily travelled streets and the cost involved, Mayor Buckley has determined that ~e will not appropriate for the re-surfacing of North Parish P~ad and the repair of the bridge which, connects North Parish Road and Green Street, North Andover. ~?PLICATION FOR A?POIN~ENT AS ANIMAL INSPECTOR: E. C. Bulger presented an application for re-appointment as Animal Inspector for the coming year and his application will' be placed on file until~ appointment~.?re to be ·ads o COP~S OF ENGINEERS' U.S. ARMY: Notice received that the application of the Lawrence Gas Company, 370 Essex Street, Lawrence for a permit to lay and maintain a 6-inch gas pipe line to a depth of at least two feet below the natural bottom across the Merrimac River.is under consideration. This will be between North Andover and ~awrence, about 800 feet ~upstremm~from the entrance to Shawsheen Etver at ~orth Ando~er. The Cable will extehd~westerly from the foot of Ferry Street at North Andover, to.a point, at Lawrence, Just southerly from the southerly property line ~of the Essex Company. Protests against~ this toro- posed work based on its effect upon general n~vigation should be received at t~e office of Engineers, Boston not later than March 19, 1956. The Board had already granted permission for this work and no further action was taken. PETITION FOR.CONSIDERATION TO THE REPAIR AND CONSTRUCTION OF SALEM STREET~ A petition signed by residents of the Salem Street area was received by the board and signed by approximately 41 residents, requesting that the Selectmen give. serious consideration to the .repair and construction of Salem Street, ~cm the intersection of Boxford Street to the Middleton Line under Chapter 90 construction. The board voted to accept this petition and place it on file until action can be taken. SCHOOL ~UILDING CO~ITTEE: A letter was received from the school building committee and also a copy of a letter which they sent to Mrs. John G. Coolidge. Mr. O,Brien states that the School Building will be happy to receive any comments the board wishes to make since their.letter to Mrs. Coolidge was initiated by Mrs. Collidge ,s letter to the Selectmen, in which she offered a five-acres site on t~m west side of Chickering Road for our proposed new school as a gift. The board voted ~to accept the letter and place it on file. No definite action as to comments was made at this time. HIGH~AY DEPARTMENT: Mr. Carry presented an article to be inserted in the nex~ m~eetal town meeting, relative to transferring from insurance receipts to the Highway Department, the sum of $340.93 received in settlement of damage to the Refuse Disposal Truck. This will be filed until a special to~n meeting is to be held. ~ARCH 1~ 1956-continued EQUIPMENT OF VARIOUS DEPARTMENTS: The Tree Department, Police, Highway and Public Works departments submitted reports on their present equipment as well as garage space available to them and any future equipment anticipated. This will be discussed a~ a later meeting. DAMAGE CLAIN: A claim for damage to an automobile in the amount of $26.40 was received from Charles Buchanan, 707 Waverley Road. Mr. Buchanan s:a~es that on March 3, 1956 while driving his automobile on Waverley Road about ?:30 in the evening, the car went into a deed depression or hole in the road, causing both rear springs to be broken. He would like to be reimbursed for the amount of the estimate. He stated that the holes · in the road have been there for s everalweeks, since the Town put the drain in, in Waverley Road. The Board voted to refer this claim to Mr. Carty for a report and also to Chief McKee for his investigation. JUROR DRAV~: Raymond Broadhead drew the name of Earl Foster, 135 .Fester Street'to serve as a Juror a: Superior Court, Salem, Civil- Session on April 2, 1956. Mr. Foster is a general farmer and isself employed atl~ockyKnoll Farm, Foster Street. GRCUPLIFE, HEALTH& ACCIDENT INSURANCE: The Board discussed this insurance which was voted favorably on the ballot on March 5, &956. Mr. Maker Nas present and he felt it was important to know who would be covered since the law makes'it clear that the Selectmen decide who shall be covered, specifically, it states that anyemploY% of ~heI town who works a substantial part of the regular work wee~, wouldbe eligible. Mr. Kirk fel% it was the duty of the board to follow this up and suggested that the chairman be authorized to ge~ sufficient information so-that it may be brought up atth~ regular townmeeting if necessary. Mr. Ftnneranwill try ~o ge~ this information and Mr. Makerwill contact Mr. Dhne to see if the money can.be raised-on the item for group inmurance by simplyincreasing the amount requested. MARCH 1~, 1956: A SNOW EMERGENCY was declared~ at lO:O0 A.N. to-day Per order of the ~oard of Selectmen on request of Ira D. Carty, H~ghway Surveyor. MARCH 19, 1956: The regular weekly meeting of the Board of Selectmen was held at 7:30 P.N. with members Finneran and Broadhead present. Due to the severe storm, the board instructed Mr%. Dearden not to attend the meeting and member Kirk was not able to be present. HEARING: La%rrence Electric. Co. and New England T & T Co.' A hearing was held on the petition ofthese two companies for joing pole!ocations on HillsideRoad, opposite Innis Street, I pole. Abutters had been notified and both companies and there was no opposition. The Board ~otedunanimously to grant this request. VOUCHEBS: The Board-held out a voucher, not signed by the Chief of Police and a number of vouchers~signed in pencil by Ira D. Carry, HighWay Surveyor. They requested that they be signed in ink and in the future that all vouchers and payrolls b~ approved in ink by Mr. Catty. MA~CH 24, 1~56: A SNOW EMERGENCY was declared at 10:00 A.M. to-day per order of the Board of Selectmen on request of Ira D. Car:y, Highway'Surveyor. MARCH ~6, 1956:' The regular weekly meeting of the Board of Selectmen was held at 7:30 P.N. with all members present. Weekly bills and payrolls were approved. COUNTY COMMISSIONERS: Mr. Crawford, in a telephone convereation with Mrs. De~den, informed her that they would send out plans showing the approximate area 'to be takeh on Great Pond Road and Pond Street. Mr. Thomson is waiting for this information before he can obtain the'releases. Mr. Harmaala was not in the office. HO~E IMPROVEMENT: The-Board voted unanimously to endorse this program which means that if p~ople will fix up their homes they will have a better living and better housing.
