The Bo. ~ accepted an invitation to. attend the banquet in the evening with ·
wives or finacee present. ~he Board will make every effort to a%~end the business
meeting in the morning.
PETITION'OF LA';~RENCE ELECTRIC CO &NE~ ENGLAND T & T CO:
Mr. Arthur Bohnwagener came before the board ~o discuss the petition of the
above companies. He stated that in the firsm place, Innis Street does not touch
Hillside Road as s{ated but the main point he wanted to bring out was the location
of the proposed pole. He would like to have it moved a short distance either side
of the proposed location so that it would no~ be directly opposite the driveway
or right of way.which enters into Hillside Read. Mr. Bohnwagner was unable to
attend the hearing because of the s~orm and asked that this ma~er ce a~tended
to at once, if possible. ·
BNO~ REMOVAL APPROVAL:
~he following expenditures were approved by th~ Board of Selectmen and a
majority of the Advisory Board for snow removal expenses for the two emergencies
declared on March 16, 1956 and March 19, 1956, by the Board of Selectmen..
March 16, 1956- total ex"pense was $5,090.46
March 19, 1956- total expenses was $6,482.04
These amounts to be paid from any available funds in the treasury.
APPLICATION.FOR PERMIT TO CARRYREVOLVER:
The Board voted unanimously to approve the application of James E..NacCannell
12 Lincoln Street, for target shooting.
The applicatiom of Edward J. Callaghan was held over pending appearance o~'Mr.
Callaghan befqre the board, as required under their new policy.
RESIGNATION* BOARD OF APPEALS-ASSOCIATE
A letter was received from Darrell W. Bri~ten tendering his resig~ation~as, an
associate member of the Board Of Appeals since he is now living out of town.
The Board accepte~ the resignation effective as of March 20, 1956.
BOIEER INSPECTIONS:
A report on the inspection of boilers for various~ departments was receive~ and
the boardvoted to have each department notified of the attention required and
repor~ bac~ to this board.
BONDS: 2AX COLLECTOR AND Z~EASURER
Bonds received for the Tax Collect'or in the amoun~ 6f $49,900 and for the
town ~reasurer in the amount of $49,800~ Thes'e bonds to be filed with the
to~n acc oun%ant.
ACCIDENT REPORT:.
Copy of accident reoort on John J. Connors w~s recei~d by the Board. Mr.
Connors slipoed on ~he icy s~eps in the rear of the building and inJure'd his
back on 3/15~956.
~R.~.~.ASE SIGNED BY BOARD:
A letter was received from Mr. 2homson' and a release was enclosed. Ta~ sum of
the release is $334.50 which is ~n setKlemen~ of the damage to the Ford pick-up
~ruck of the Highway Department involved in the accident on February third last
on Route 114. The board signed the release and it is to be returned to Mr. ~homson.
POLLING HOURS- APRIL 24, 1956
Mr. Lyons met with the board to discuss the polling hours for the primaries on
April 24, 1956 and they voted unanimously that the polls be open from twelve noon
until eight P. M.
DEPT. OF PUblIC '~ORKS: CERTIFICATION OF ~¥ORK
Certification of work performed under %he terms of the contract between the town
Of North Andover and the Martin Maiie~ Const.. Co. of 18 Beach Road, Salisbury,
was received. The value of the work was $29,106.27 and this is final. They
recommend that the sum of $4,658.05 be paid by the to~'m ~o the contractor in
accordance with an estimate bearing date of March 15, 1956,~ ContrAct No. 15362~
QUESTION ON BALLOT-M~CH 5, 1956:. ·
A copy of the question on the ballot and the vote under this article was' received
from John J. Lyons, town clerk. The vote was YES 2128 and NO 895.
REPORT FROM CHIEF MCKEE-RE: NO PARKING ON PARK STREET:
Chief McKee reported that he had talked with both parties on the right side of
Park Street going towards Stevens Corner and they are not at all opposed to this
ruling. In view of Chief McKee's report, the board set a hearzng to be held on
April 2, 1956 at 7:30 P.M. and this will be re-advertised, to read NO PARKING
on the north side of PARK STREET from Chick~ring ~oad to Osgood Street.

DAMAGE CLAIN~:
Damage claims were received from William Glennie, Belmon~ Street, for claims
as follows: 1 wheel, $12.60, i tire $26.25 and ! tube. $4.25 caused when his
car s~ruck a hole in the road at the railroad crossing a~ Sutton Street.
A second claim,was received from Peter Stachulski, ll4 Beacon Ave. for m new
tire. His car s~ruc~ the same hole and his tire was ruined. The amount of
this claim is $29.50.
A third claim which came be~re the board earlier in the month and was held ue
for a report from Mr. Carry was for damage ~o a car owned by Charles Buchanan,
707 Waverley Road for the amoun~ of $26.90 and was caused when his car struck a
hole in the road on Waverley Road whene the drains were put in by the %own and
the holes have been there for several ~eeks.
Mr. Car~y reported that after the drain was installed on '~averley there were a
few small depressions in the road but he did no~ think these places would be
the cause of any broken springs in an automobile.
The Board did no~ agree ~ith Mr. Carty's version of this condition since they had
viewed the location prior to the letter received from ~Mr. Catty.
The Board vo~ed unanLmously to grant all three claims pending the receipt of
releases, from all three men. Mr. Car~y will be requested ~o fill in the hole on
Sutton Stree% tomormow and the board will inspect this 10ca~ion Tae~day night.
~P~HITECTS:
Three le~ers were received from differen~ architects relative ~o the erection
of a new Elementary School in.the ~own. ~he Board voted ~o refer these letters
to the School Building Committee.

: .. The Board vo~ed ~o re;urn the plan for the sign at the above location and inform
" 'the Committee for Industrial Developmen~ tha; they were very~well pleased with
the new addition on ~he sign and they woted ~o accep~ the sign as sho¢~n on the
plan provided that the sign is moved back thir;y feet from the street ~s required

A pamphlet and a map were received as prepared by the Mass. Department of Public
?~orks from 1949 ~o February 1956. After looking over the. map, the board felt
that they should write ~o Commissioner Volpe and 'ask that he clarify the
proposal of ~oute 110 as ~ho~r,..on the map enclosed in the'booklet.

Mr. Broadhead .made a motion that the number of members of this council be reduced
to seven and he though% they would do a much better job. The board voted un~
.to reduce this number mo seven and the shove members ~vere appointed for one year.
APRIL 2, 1956:
The regular weekly meeting of the Board' of Selectmen was held at 7:30 P.M. with
~~ all members present.. Weekly bills and payrolls w~re approved.
HEARING. NO PARKING_PARK STREET:
" A'hearing wins held on the new proposed parking rule with "NO PARKING,, on the north
side of Park Street. The ma~er had been properly advertised and there was no
opposition. Chief McKee was present and he had contacted the various residen~s who
s~a~ed tha~ they had no objection mo ~o parking on the north side of Park Street.
The Board vo~ed unanimously to grant this .hew rule pending the ~chief's receiving
the necessary signs for this purpose.
SNO~ REMOVAL APPROVAL OF EXPENDITURES:
The Board of Selectmen and a majority of the Ad~-isory Board amnroved an expenditure
of $3,576.70 for expenses for the Snow Emergency declared on ~rch 24, 1956. Copies
~o James Maker and Mr. Car~y. This is the amount exoended according ~o a letter
from Ira D. Car~y. ·
