APrXL 16, 1956:
The regular weekly meeting of the Board of Selectmen was held a~ 7:30 P.M.
with all members present. Weekly bills and payrolls were approved.
HEARING ON PETITION OF N.E. TF~. & TEL. CO. and LA¥~P~:NCE ELECTRIC CO: [
A hearing was held on the petiti, on of ~hese two companions for permission .to
locate Doles, vcires, cables, e~c. on Prescott Street, approximately 25 feet
southwest of ~oody Street, 1 pole.
The Board voted unanimously to grant this petition and ~o notify the two
companies that they sho~uld nco install any poles until after the hearing has
been held and the permit granted.
BIDS ON POLICE CRUISERS:
One bid was received from the Shawshe'en Motor 'Mart Co. for two new police
cruisers in the amoun~ of $~,791 with an allowance for the ~wo Ford cruisers
now in the Police Department, in the amoun~ of $2790.00 making the ne~ price
$2,000. $!50 was allowed for heaters which was not in the specifications.
The Board voted to award the bid ~o the Shawsheen Motor ~art Co. on their, bid
of $2,000.

COPY OF ACCIDENT REPORTS:
A report of the 'accident sustained by Robert S. Dill, 18 Stevens Street w~htle
lifting stone out of a ditch , at which ~Ime he strsined the lower part of his
back was receive'd from.'the Dept. of Public 7~orks.
A report of an accident to Charles Black, 50 Main St. while working at the
dump disp.osal site and he stepped on a nail ~ith his left foot, was received
from Ira D. Carry, Highway Surveyor.
BOSTON & MAINE RAILROAD:
A letter was received from this company informing the Selectmen that the"
management ha~ authorized the installation of electric lights on the crossing
ga~e arms at Sutton Street, North Andover as requested recentlyby the Board of
Selectmen.
NEW ENGLanD T & T CO:
The board received a form sho~ing the underground work recently completed by
this company at the Junstion of Great Pond ~oad and 0sgood Street and is ~to
be filed with the municipal grant dated 2/13/1956, recorded in Book 7, page 311.
No action required other than to file it.
LA;~ENCE GAS COMPANY:
The following excavation~ were approved unanimously by the board:
530 Main St. Charles P~ndone, ~o excavate 31 feat in s~reet to install gas sez~zice.
To excavate 22 feet in ~treet on Osgood Street ~o install gss main.
Joe's Diner, Osgood Street, tc excavate 9 feet in stree, t to install gas service.
.q.ll requests were approved by the Board of Public ~'~orks and notice of each
excavation was given to Mr. Carty, High~ay Surveyor.
INSURANCE FLEET AUTO A/ABILITY POLICY #6 CA 34547
An opinion was received from Atty. Arthu~ A. Thomson advising the Selectme_n that
in accordance with Chapter 40 of the General La~, Chapter 5, that the town may
have an amount fo- insurance no~ exceeding $25,000 on account of ~injury ~o or
death ~o one person, or no~ exceeding $100,000 for any one accident and not esceeding
$5,000 on accoun% of damage to property. Any appropriation for additional coverages
other than those listed would not be legal.
The Board 'suggested that this be discussed with Richard Whipple, chairma~ .of the
.Agent's Association and he agreed that if this is the opinion of Mr. ~homson, then
an adjustment will have to be made in the near future.
A letter was sent to Thomas J. McGrsil, Jr. 84 Pleasant St. advising Rim~of the
opinion and the necessary adjustment.
SIDEWALK SIGN:
The Board voted unanimously tb grant a permit to Mrs. Ruby Bullock for a sidewalk
sign on her property at 150 Main Street, d/b/a ~he Jsmes P. Hainsworth Insurance
Agency, upon receiving a $1,000 bond and a description of the sign.
FIRE CHIEF:
Chief James Daw came before tho board to inform' the board that he wen~ down to the
Colgate location on Mass. Ave. prior mo the salo of certain buildings and .told them
wha~ they had to do but they didn't conform with his suggestions ~nd now he has no
right ~o go in there. The Board told him ~o take the building inspector with him
and go down there again and see what they could do and repor~ back to ~his board
if it didn't work o~t satisfactorily.

Notice received that the 5th day of APril 1956 a notice is hereby given
that an order ;vas made in the above entitled proceeding fixing the 7th day
of May, 1956 as the las~ day for the filing of objections to the discharge

DEPARTMENT OF PUBLIC WORKS:
Eette~ received from Commissioner John A. Vo!pe informing them tha~ the Master
Highwny Plan will be completed by the middle of April and will contain strip
maps showing specifically the location of Route 110 and all. o£. the route~, in-
cluded in the plan. Copies of this reoort will be mailed to this board and Mr.
Volpe' believes that all the infgrmation contained in these reports will be the
d~ta which this board desires.
DEPARTmEnT OF AGRICULTURE
Notice received of the approval of the nomination of Dr. Edward C. Bulger as
Inspector of. Animals for the ~o,,m of North Andover,~ ending March 31, 1957.
TRANSFER FROM RESERVE ~UND APPR0~AL:

REVOLVER PE~IT APPLICATION:
The Board unanimously approved the application of Milton E. Long, ~b~i~ist
24 ~osedale Ave. for a license to carry a revolver for ta4get practice.
STATE HOUSING BOARD:
A copy 6f' the 1956 Massachusetts Legislative' Acts re: Housing ws~ received by
the Board, also a copy of Chanter 149, An Act making certain emp!qyees of housing
authorities in cities and to~s eligible for contributory group general or blanket
insurance.
MILITARY RESERVE WEEK* APR3~ 22-28. ~ ~ .... .
A letter was received informing the Board that the Natio~nal' Sec~ity ~Com~tttee
~has' announced Military Reserve Week, endorsed by the President and asking that
any advice as to ~ossible actions which might be taken within the. greater ~Lawrence
area to support this observance will be earestly sglicited~
' CI~IL DEFENSE: ....
A letter was received from Governgr Christian Herter and also a copy ~f Executive
Order 21 whose provisions concerning new and comprehensive civil defense measures
refer directly ~o this board as he~ds of local government'~ith the commonwealth.
Also enclosed is a statement as to the reasons which have led to the adoption of
the policies outlined in Executive order'31.
LAWRENCE ELECTRIC CO:
The Board voted ~o inform Mr. Fros~ at the Lawrenc~ Electric Co. that, they would
nos approve of M~. ~Marsan having a light installed even though he were'~illing to
pay for it himself. Mr. Eirk felt after a few.~years, the town would probably
be paying for this light and'it ~asn't a good erecedent to start.
They voted unanimously so request stree~ lights as recommended by Mr. Frost for
Mifflin Park area and on Clark Street.
PRESIDENTIAL PRIMARY POLLING HOURS:
Town Clerk John J. Lyons and Patrick Cr0nin, Registrar came be£~e the board and
discussed the number of ~vor~er they woul~ require on April 24th ~nex~. The Board
agreed tha~ less wor~ers would be needed and they would go along ~ith the-number
of wor~ers recommended by the Registrars.
Mr. Lyons informed the Board that the Polling Hours wo~ld ~be from 12:00 Noon until
eight o'clock P.M.

The Board has received various complaints about the ~rash and garbage '~n Clark
Street and they voted so send him a letter requesting that he .clean up.the debris
on Clark Street and also request that he clean un the to~n yard during Clean-up
week. '
The Board also voted to send a letter ~o Joseoh Grande, 45 Main Street and reGues~
that he appear be~Sre this board next Monday'night mo discuss the ~ruck which he
left parked up on Clark St. and which was to have removed some months ago. They
voted to have the letter delivered by Chief M~Kee personally.

BIDS FOR PAINTING TOWN BUILDING OFFICES:
Mr. Kirk drew up specifications for the decorattngfof the town offices and
washing the paint as well as painting the fireescaoes. The Selectmen reserve
the right to select the colors and bids will be o~hed on April 30, 1956 at
eight o'clock P.M.
SIGN- OSGOOD AND SUTTON STREETS:
Thc Board voted to request a progress report on' the signswhich has not been
movedback thirty feet as required ....
EXCISE T~X PATNENTS:
The Board of:Assessors met ~tth the Selectmen to discuss possible payments of
excise tax payments from Hemingway cbmpany. The Board voted to invite Mr.
Eaton to meet with them any night(Monday) at'his convenience to discuss this
matter and the Assessors 'will be invited to sit in at the meeting.
kPPOINTMENT-ASSOCIATE MEMBER OF BOARD OF APPEALS.
The Board voted unanimously to apooint Daniel T. O'Leary, 21 Wilson ~oad as
Associate member of the Board of Appeals, replacing Darrell .Britton who resigned.
'PROPOSALS FOR GROUP INSURANCE:
The Board~ voted ~o insert a l~gal notice requesting proposals for the pr~vision
of Group Lifeinsurance, the-group accidental death and dismembe?shiptnsurance,
and group general or blanke~ hospital, surgical~and medical insurance for.certain
employees of the town under the provisions of Chapter 32B of th~ GeneraI Laws,
and authorized under Article i of the annual town meeting of Marck 5, 1956 which
item was on the ballot. Proposals should be addressed ~o the Sel%b~en's Office
with Group insurance proposals indicated on the envelope and they willbe received
by the Selectmen un~il Monday, April 30, 1956 ateight' o'clock P.M.

Mr. Kirk made a mo~ion tha~ the tovm office building be closed on Patriot,s Day,
April 19, 1956. Vote was unanimous.

~"Claim #1. Alfred B. Wallack, 279 Baldwin Street, North Andover'~as'the driver
of Fred Hilton's ~ruck and he claims that the Highway Department truck~ driven
by Edward Lawlor, 508 Main St. backed into ~imon Clarendon St. on Mar~h 22, 1956
and estimated damage %o truck is $202.65. The estimated damage to'~h~to~n truck
is $75.00
Claim-#2. John C. Damon, 402 Johnson St. slid into the Highway Department snow
'plow at Parku~ay and Main Stree~ on ~pr~ 1, and damage as estimated is'$149.30
while the town ~low damage 'is $80.36. Edward Lawlor ~vas the driver of the Town
Snow plow.

DAMAGE CLAIM:
The claim of J~mes N. Crane in the amount of $58.21 which he claims as a result of
his car striking a large stone in the middle of the road as he was turning into
Gilbert Street from Patriot Street was referred to the Highway Deoartment for a
'written repprt with respect to the large s~one which he claims protruded from the
roadbed.
COMPAJ%INT- CONDITION OF SALEM STREET, FOREST STJ~ET:
The Board received a letter fromZygmond and Jane Wysonki, 876 Forest Street, advising
them that as of March 31, 1956 the town of North Andovor will be charged with all
repair bills for their automobiles due to the poor condition of the roads in that
section of the town. The board referred this matter to Mr. Catty who agreed to do
some work in this area.
