The regular weekly meeting of the Board of Selectmen was held at 7:30~P.M. ~tth all
members present. ¥~ekly~bills and payrolls wore approved.
WIRING INSPECTOR:
John J. ~hompson met with the board .at their request and they discussed the manner in
which he requested' an increase in salary. Mr. Broadhead stated that if he had co~e
the Selectmen they would have gone along with the request and perhaps had something
to-say at the meeting.
Mr.~ Kirk agreed and stated that at least one member of the board would have informed
the meeting that they felt he was entitled to an increase.
Mr. ~hompson said it was all his fault and he didn't realize until it was too late
that he should have conferred with the Selectmen and that it wouldn't happen again.
Mr. Kirk then' asked that he submit all his bills for the town--infirmary ~work.
HEARINGS: N;E~T.& T. CO.-' EAW~ENCE ELECTRIC CO:
A hearing was held at 8:00 P.M. on the. petition of' these"companies for permission to
locate poles, wires, fixtures, otc.on Hillside Road, northerly side, approximately
2280 feet southeast 'of Chestnut St. 1 pole and on the southerl~ side, approximately
2280 ~feet southeast of Chestnut ~St. 1 pole.
Order~ to this petition when granted will cancel and supersede Order granted 3/19/%6
~B0ok T, page 312 and Order grantefftO/3/32~. Book %, page~S6.
The~ Board ~voted unanimously to grant- this petition.

locate a line' of wires, poles, etc. on Hillside Road, southwes'terly from-a' point
approximately 1200 feet southwostlof Chestnut St. 2 poles and-on the southwesterly
side.from a point approximately 1794 feet southwest~ of Chestnut 'St. 2 pole-~.

stated that in order to bring this matter to a close, he would'second the'motion to
appoint Russell Donnslly. ~his'was a majority vote 'with"Mr.':Kirk'not voting.
The: Board'will inform Civil Service Director as to the reason for not appointing the
top man. Appointments :wi~ not:be affective until approval is 'received from Civil

CHAPTER 8O.
A group of residents from the Mifflin Park area came bef6~e the hoard to discuss the
assessment,they received and they'~id not feel that they should be asses.~ed for such
large a~ounts. The Bosrd·felt that 'this was a matter which should be 'discussed more
fully and they voted to hold a meeting on next Monday, April 30, at 8:4S P.M. and
invite Mr. Carry, Mr. Dewhirst, tax collector and the Board of Assessors.' ~his was
agreeable toall concerned. ~ -
SERGEANT HILTON:
A letter was received from Sergean~ Hilton asking the board to give him consideration
through their contact with Chief McKee with respect to the new arrangements for the
sergeants. He would like to be on the day shift and would appreciate their effort to
effec~.this.'~ The board voted to receive the letter.with due consideration.
SOUTH BROAD".¥AY ASSOCIATES' ~EQUEST:
A letter was received from A.J. Tardiff, President, requesting permission to conduct
their annual sporting event within the boundaries, of this community which is a twelve
mile N.E.A.A.U. New England Championship Marathon, to be held-on Sunday, April 29.
The Board voted ~o grant this permission on condition that the Chief of Police is
notified of the routes to be used in North Andover.

DAMAGE CLAIM- MR CARTY'S P~?0RT:
Ira.D. Catty informed the board that he had Walter Stamp inspect the street in
questien on Mr. James Crane ,s damage claim, namely, Gilbert and Patriot Streets
and the large smone referred to by Mr. Crane is a street ~mdary at the corner
of Patrio~ and Gilbert Streets. The road had been plowed and water evidently had
settled in the middle of the road. To avoid going through the water, Mr. Crane
drove to the right side of the road., driving over the street, causing the damage
to his car.
In view of this informa'tion the board felt that no reimbureeme~t could be given
to Mr. Crane and voted to so inform him and %o send him e copy of Mr. Cathy's
letter.
CIVIL SERVICE APPROVAL-POLICE DEPARTMENT INC ~REASES:
Approval received on the salaries for the Police Department on the increase
voted a~ the annual town meeting held on April 7, 1956 when a 12~% increase
was granted ~o all full time employees. Chief NcKee's salary $99.99, Sergeant
Hilton $8?.57 and regular patrolmen $78.06.
COMMITTEE FOR INDUSTRIAL DEVELOPMENT
A reply received from Roland R. Siskind relative to the sign at the inters~ctian
of Sutton and Osgood Streets. Mr. Siekind reports that because of a backlog of
work and due to. the unfortunate weather conditions they have not been able'to
complete this project but he learned to-day that the sign is completed and the
matter will be cleared up next week.
DEPARTMENT OF PUBLIC WO~KS-CHAP'~ 90
A letter was received from.Russell E. Je~ki~s advisi~§ ~he board that'they~had
received a copy of .the article from the Town Cierk voted a~ the adjourned town
'meeting ~n regard to Chapter 90 Highway ConStruction. In addition to voting
the town's share of $7500.00 there was inserted in the Article the following,
"the Selectmen are hereby instructed :o 'take all possible s~epe :o persuade the
State and County auth6rities to agree ~o the use of said funds for the reconstruction
of Dale Street.
The letter further statess that it is significant %hat the vote ~as not fir Dale
Stre~i eaceDt by inference. Are {here reasons why the Sta~e and.County, need to be
persuaded? He realises there has been some confusion on the select,on of Chapter.gO
road, mainly because of Green Street being considered prior :o the failure of the
City of Lawrence to participa:e in cooperative workl Salem Street has 'also'been
· mentioned as a co~mection ~o Essex Street as improved Chapter 90 road inMtddleZon.
He asked that he be ~iven all necessary information as soon as possible.
Mr. Fi.nneran will take up this ma~er withMr. Jenkins.
Mr. Ftnneran informed the board that the allotment was here .for Green~.iS~reet and
if possi~ble a bridge could be erected at a cost of $45,000 .and the State
would pay $27,000, Lawrence $9,000 , County $9,000 but North Andover would be expected
~o pay $~,500 of the Lawrence share. Mr. Carty is in favor of this plan. Mr.
Finneran felt that the traffic in ~he :own ts now increasing greatly, and.this
would be a good exit'.
Mr. Kirk would like to know ~ow far reaching this vote'~f t~ Town Meeting is.
He .sugg~sted..tha~ we ask' the County Commissioners and the State which street is
most important as far as they are concerned.
Mr.~.~inneran will also take this 'matter up with Mr. Jenkins.
NEV~ ENGLAND T ~ T CO: '
A reply received from C. H. Bryant, District Plan Engineer advising that an in-
vestigation has been undertaken of the irregularity relative to erecting~a pole
before the petition has been granted and the letter s~ated that they. too feel
very strongly that work of this nature should no~ be done previous to a granted
location and they will try to keep these instances to a minimum.

A ~eply from Mr. Edward Eaton, Manager, advising that he has referred our letter
to the main office at New Bedford, Mass.
ARTICLE FOR NEXT SPECIAL TO;~I ~.TING:
Mr: Carry submitted an article to raise and ~ppr. opriat~ th~ S~'o~ $2,500 for
Sno~ removal appropriation to be inserted in the warrant of the next special
town meeting. The board accepted the article and it will be filed with other
articles for the same purpose.
SNOW P~MOVAL EMERGENCY B~3,$:
The Board of Selectmen approved an expenditure in the amoun~ of .$~95.80 for bills
incurred on April 8, 1956 when a snow emergency was declared. After approval by the
Advisory Bo'~rd or a majority thereof, the Board of Assessors will be no:ified of this
action so that proper action may be taken by them on this matner.
CIVIL DEFENSE-OPERATION ALERT 1956
A b~lletin relative to Operation Alert 1956 was received by the board also the
Civil Defense news.

USE OF FORMER COURT ROOM:
The Board voted to invite the Planning Board members ~o meet with them on
May 7, 1956 a~ 7'-30 P.M; to discuss the use of the Court Room by their board.
SIGNAL ~,IGHTS-WES]ERN ELECTRIC
Mr. Finneran informed the board that Chief ~cKee, Mr. Ruth from Western Electric
and the board members,if they wish, will go to Boston this week to the Department
'of ,Public ~/orks to discuss signal lights at'the entrance to this plant.
APPOINTMENTS: DOG OFFICER
The Board voted unanimously to appoint' Stanley Buturli~ as Dog officer for the
ensuing year. ·
FIRE ENGINEERS: -
The~ hoard ~oted unanimously to appoint Echain .Koenig and Calvi~ Snell as fire
engineers for one year. ChieT Daw 'is under civil-service 'and automatically becomes
one of the engineers.
APPOINTMENT OF BUILDING INSPECTOR was held up for one week.
STREET LIGH.TS:
The Board .voted unanimously, mo requesm a 2500 lUmen street light .on Hillside Road
near the property of ~/illiam B. Ken~.
They voted to request three 20,000 mercury vapor lights to be ~nstalled- att
· Jefferson Square, ·R~tl road Square and at 'Suttons corner.'
]hey voted ~o reques~ a survey to be made of the lights on Main Street from
Elm Street to Chickering Road, in the .near future. Las~: week ther~ was a s~rious
accident at the corner-of Tavern Road and Main Str&~t, the second one, One 'of
'which was fatal and' Mr. Pinneran stated.that, he felt' something should be' done
about better'lighting in this area.and the other members agreedv'
Mr. Kirk suggested that tbs Police ,Chief-should start a' drive to curb speeding in
this area and' that-the board suggest-that a white-line be 'painted' a~'this'~c~tion
]he other members agreed with this suggestion and the' chief will 'be 1so notified.

The Board granted a license to Kenneth L. Spragne, 26 Tolland Road for .permission

the board that additional heads have been installed on the traff£c signal, at the
