The regular weekly meeting of the Board of Selectmen was held au 7:30 P.M. wi~h
all members present. ¥~eekly bills and payrolls were approved.
TREE RE~OV^L HEARING:
A hearing was held on the petition of Leo Galleazi, Sawyer Road for the removal
of a tree which is in the middle of the proposed sidewalk. The board voted unanimously
to instruct the tree warden to remove th~ tree.
LAWRENCE EEECTRIC CO:
A hearing held on the petition of this company for permission to construct a line of
undergro,~nd conduits, from the existing manhole on the easterly side of Elm Street,
at a point approximately 49 feet southerly from Prescott Street, northwesterly across
Elm Street a distance of approximately 66 feet to an existing pole, 2 ducts'.
Abutters were notified and there was no opposition. Mr. Barry represented the company
and the board voted to approve the petition subject to approval of the Board of Public
Norks which was obtained.
DAMAGE CLAIM:
A claim for' $21.50 .for damage to an automobile was received from James F. Stewarm,
340 Waverl~ey Road when it went into a hole, filled with water on ApriI 15, .1956.
Mr. Broadhead is familiar with this road and informed the board that there are many
bad p]~aces on this road and he made a motion that the claim be paid. T~e Board voted
unanimously and a general release will be sent to Mr. Stewart.
P~CREATION COUNCIL:
~A letter received from Philip Sutcliffe, listing the names of the persons appointed
as instructors at the playgrounds. They .a. re as follows; Noranne 'Nahaney, Supervisor,
Paula Weymouth, Josephine Bonanno, Joan ~tilson, Robin Munroe and Geor~m Haigh and
Richard ~ange.
There ware 34 applicants and it was a difficult decision to make. ~
open on July 2 and close August 24, 1956. The p~aygrounds
The board voted unanimously to approve the anpointments as made and to so notify Mr.
Sutcliffe. ~
BOAP~ OF PUBLIC ¥;ORKS:
A letter received i4quiring if the Board 'of Public Works are ~o purchase two ~basket-
ball standards as voted under Article 71 of the 1956 annual meeting.~ ~The~Board voted
unanimously to authorize the Board .of Public Jerks to make this ourchase. ~
'DEPT. OF PUBLIC UTILITIES:
Notice received that a publ'ic hearing will be held on June 28, 1956 a~ 10:06 A.M.
at the State House, Boston on the petition of the Mass. Dump .Truck Owners Asso.
No action taken.
REPORT ON COI~PLAINT:
A~ repor~ from chief McKee stated that there is a dangerous condition off-Mill Street
where gravel is being r~moved and he contact the Colgate ComPany. Mr. Colgate. will
contac~ Ken Bailey who has been r~moving th~ gravel and see that the condition is
corrected. : . ~ .
., The Board voted tO have the chief check this area again and make a repor~ t~ {his
board on Jdne 18, 1956 ~o determine if the condition has been thoroughly corrected.
'BOSTON & MAINE RAILROAD
A report re6eived showing that as a result of their annual inspection of High'way
Grade crossings there are a number of discs which are in poor condition or missing.
The' board voted to refer this report to the Chief of Police and ask that the discs
be replaced or repaired.
REVOLVER' PERMIT APPLICATION:
The Board unanimously approved the application of D~w~y A. Dyer, 69 Prospect Street
for a license to carry a pistol or revolver in order that he may control and have
custody of revolvers used in training, etc. by off~.cers of Civil Defense and Auxiliary
Police.
ILLEGAL SALE OF AUTOMOB~ES:
Replies were received from Edward J..~.arsan relative to his selling second hand autos
at his place of business and he stated that he was selling his o.~n car and that is the
only one he has on display.
Joseph J. Alosky replied that he had a Ford pick up truck and a Mercury automobile
which were owned, operated and registered by him and were not for sale through the
Trading post, which merely acts as a source of information. It is not his policy to
sell used automobiles.
~he Board voted to accept these letter and felt sure that this would no~ happen again.
~fEW ENCAAND POWER SERVICE CO:
A reply to our relative t~ the complaint of Anthony Szelest, 169 Boxford St. advising
the board that they will have a field investigation promptly and do all they can to
repair any damage done to the property. The board voted to send a copy of this letter
to Szelest.

LETTER FROM HUBERT S~I'iH:
A reply to our letter regarding a two family house which has only one entrance and
also the condition of the property because of debris and Junk stored ~herc at
53 Chestnut St. ~r. Smith stated that he came to North Andover and looked at the
oro.mer%y and he is asking ,~r. Monchan to vacate the ~/2 apartment and he plans to
mowe in himself.
A number of residents from this area and were satisfied that the situation which
existed will be cleared up.
SPECIAL POLICE OFFICERS:
After receiving a list of special police officers recommended as such by Dewey A.
Dyer, the board voted unanimously to appoint all special police officers who were
appointed last year, and in addition any new ones recommended by Mr. Dyerall of
whom are listed under appointments in Selectmen's file.
ASSOCIATE ~MBERS-BOARD OF 'APPEAL
A reply to the inquiry of the Board relative to continuing on as associate .m~'mbers
of the Board of Appeals,was received from Donald F. Smith and Benedict"Pe'rrone.
The letter stated that they are of the impression that associate members of this
Board are eligible to ac~ only "in case of a vacancy, inability ~o act, or.interest
on'the part of a member Of said board. They had both attened the meetings regularly
for .some time but in many instances all regular members being present, they. w~re not
needed. They are both willing ~o serve the town as they have in the past but feel
they should not be required ~o attend all meetings kno~ing that, except in the unusual
case, bheir attendance is not necessary.
They suggested that the chairman of the board of appeals nqtify an assoc, iate~member
in advance if his attendance is required~at a meeting and then he can make arrangements
to be present.
The Board voted unanimously to notify both associate members that it was their im-
pression that they had not attended any meetings but they feel perfectly satisfied
that they are willing to serve as an associate member and the information .in~,the
letter will be forwarded' to the Board of Appeals.
NEW ENGLAND T & T CO-LAVdgENCE ELECTRIC CO:
The Board voted unanimously to approve the petition of these companies for the
removal of Joint poles on Great Pond Road, approximately: 3178 feet southwest of
South Bradford Street, remove 1 pole. No hearing required.
BLUE CROSS.:
Two copies of a Refuhd agreement left by David Petrie, r~preeentative of Blue
Cross were returned ~o James Maker as he i~ the proper person to sign them..Mr.
Maker will read them over carefully before signing. ' ....
· PERFORMANCE BOND:
Walter L. Davis, of Methuen submitted a contract bond in the amount of $1395
in reference to the contract awarded ~o him to paint interior of town building
as requested by the Board of Selectmen before the could award 'the contract' to him.
Mr. Davis will s ~art this work in the very near future.' The Bond is in the Hartford
Accident and Indemnity Co. Bond No. S-17-786. ' ....
LAWRENCE AIRPORT OFFICr_ALS: ':'
The Board discussed the report of the Lawrence Airport Commission and all ag'reed
that %hey should come to the Board- of Selectmen before starting any business at
the Airport property. They discussed the many suggestions made in the report ~nd
agreed that there are some very good points and some very bad ones.
Mr. Kirk made a motion that the board send a letter advising them that this board
feels that they are presumptuous in planning some of these items before consulting
with the proper authorities which is the Board Of Selectmen.
The board agreed that the letter should be sent to the*Airport commission and a copy
of sams be sent to the Mayor. This letter will be sent out this week.
