N.E.T.& T.C0-LAWRENCE ELECTRIC CO:' A hearing was held on the petition of these co~.,panies for Joint or identical pole locations on the northerly and southerly sides of Winter Street, from a point approximately 421 feet westerly from Dale Street, westerly, 6 poles. Abuttors had been notified and there w as no opposition. The board voted unan imously to grant this permission. Also on the following ~reets; Dale Street, northwesterly from a point approxi- mately 130 feet northwest of Appleton Street, 4 poles. Johnson Street, northerly from a point approximately 875 feet north of Mill Street, 2 poles,(remove 3 telephone poles). COMPLAINT: A complaint w as received from Leo F. Provencher, 128 Nablin Avenue and others relative ~o a condition existing on Mablin Avenue, opposite his property, which he ~erms as a nuisance. There is open haphazard storage of old ~rotted boards and lumber and there is more and more wood being brought to this location. Mr. Provencher requests that something be done about this condition as the individual involved is from Lawrence and seems to have no concern as t o the c omdition of his property in North Andover. · The Board voted unanimously to refer this to the Building Inspector and~k that he investigate and report to this board. Mr. Provencherwill be informed as to theaction taken by the board. REVOLVER PE~.~ITAPPLICATIONS: : The Boardvoted~nanimously to grant licenses for carrying revolvere %o the~ following persons who appeared'before the board: Joseph E. E. Giard: Beacon~ill Blvd.,Worthington Holt, Winthrop Ave. N.Andover Drive-in Theatre, andl~ond B. Zahn, Jr. 30 Beverly St. All applications were approved by Chief of Police Alfred H. McKee. REQUEST FOR PAYMENT OF SERVICES: A letter~szeceived ~from Frank M. Dalton, 196 Olive Ave. Lawrence inquiring if it is the policy of the town to pay incurredeopenses inzegard to thesearch work at S~vens Pond on June 25 and2~. Mr. Dalton submitted a bill for $8.80 for compressed air used on theabove dates. The board felt that the se~-~lces should be paid but voted to refer the matter to Chief Daw since he was in charge and to ask that he and Dewey Dyer, Civil Defense Director meet with them on July 16, 1956 at 7:30 P.M. ~o discuss this matter further, incase theresre other bills submitted. ARTICLES FOR NEXT SPECIAL TU~.~ MEETING: An article to see if the town will accept $1400 to be used towards the cost of extending the~nter system on Concord St. was received from Domenick Mangano and a similar article to see if the town ~ill~cept $600 from Julia Duda, fowards the cost of~tending thewater system on Moody Street, were received by the board and will be inserted the warrant for the next special town meeting. DEFECT IN ROAD: W~l~m B. Duffy reported that there,s a serious defect in the road at the residence of Roland Siskind, 55 Marbleridge Road and it is not due to an~ work done $y his department. This~as~ferred ts the highway surveyor and he reported that it has been repaired. The excavation was done by the Lawrence Gas company and they paid for the materials used to mepair the road ~nd Mr. Carty' s men did the work. This is an agreement they have for such situations as this. ATTY. ARNOLD H. SALISBURY. A letter~eceived from Atty. S~sbury relative to the recent case involving the Board of Health and the N,~lding Inspector and Stanley Stefanowicz which was triedat Salem, before Judge Morton, on June 20, 1956. The court determined this problem in Mr. Stefanowicz, facor and Mr. Salisbury feels that there is a good chance that this result could be reversed upon an appeal to the Supreme Judicial Court which, if filed, mus~ be taken before the end o f July. The board vo%$d to inform the Board of Health and inquire as to their ~eeling about an appeal. Mr. Salisbury submitted his bill of $200 for professional services and this was also referred to the Board of Health. JULY 2, 1956- continued DEPT. OF PUBLIC WORKS: A memo received from the Commissioner infoz~mlng the board that a copy of the master Highway plan has been mailed to the board with the hope that ~his book will be of value to the board and by therecommendations offered in this Master Plan. The books werereceived and will be kept available for interested persons to look over at various times when they are seeking information relative to these plans. REQUEST RE: INSURANCE BIDS: Mrs. Catherine M. Trombly, agent for ~ he Prudential Insurance Company sent a letter to the board requesting that the bids for the recent insurance for town employees be made ahvailable for public observation. The Board voted unanimously to advise Mrs. 5Tombly that these bids ~e available for public use, providing that they remain in the Selectmen, s office but may be seen at any time by any interested person. However, there will be no further discussion relative to the contract which has been~arded. AIRPORT COMMISSION: The Board voted to invite the Airport Commission and the North Andover Planning Board to meet with them on July 16, 1956 at 8:30 P.M. to discuss the plans for future d~velopment at the Airpor~ in North. Andover. LAWRENCE ELECTRIC CO: Notice received that new lights have been installed on pole 366, Osgood Street, Poles 675, 391 and 408 on Main Street, pole 210, Sutton Street and on pole 2684 Hillside Road and s 2500 lumen light~sremoved from pole 391, Main Street. TP~SFERFROM RESERVE FUND: Approval~ceivedfrom the Advisory Board for thetransfer of $455.50 to the Board of Health for payment to the hospital for care of a premature infant. LAWRENCE ELECTRIC CO~ANY~ Petition for permission to locate poles, wires and fixtures on the easterly side of PutnemRoad, at a point approximately 210 feet southerly from ~fflin Drive, 1 pole. A hearing was set for July 16, 1956 at 7:30 P. M. INSUP~i~CE FOR RESERVE POLICE: The Board discussed Group insurance for Edward Sullivan or other Reserve Police but after some discussion they ~elt that since the Reserves are not employed regularly it would not be wise to include them in this group insurance. ~REQUEST FOR SLOW SIGN@ Mrs. Dean Ross requested that a "Slow Children,, sign be installed on LYmun Road as there is a large number of children in this~ea. The Board voted torefer this matter to the Police Chief for investigation and recommendation. GROUP INSURANCE: Mr. Maker reported that 166 members are now in the Group Insurance which became effect- ive on June 29, 1956. Only fifteen employees did not enroll and these were elected officials who are insured elsewhere. JULY 9, 1958= The Board of Selectmen met a% six o'clock to approve bills and payrolls. All members were present. The following matters were acted upon even though this~as not a regular meeting. LA~RENCE GAS COMPANY: The board grunted permission to this company to excavate 33 feet in street to install gas mrvice for the %lgate Construction company on the corner of Chestnut and ~Lilk Sts. Epproved by Mr. Duffy s nd a copy sent to Ira Carry. COUNTY CO~rSSIONERS: . JUDGE ~OMSON A letter received from Judge Thomson advising the Board to sign the notice from the County Commissioners with respect to the taking of land on Great Pond Road w}~ich has been done or is being done and he stated that it is necessary that there be an entry or possession taken of the particular land. The Board signed the form required by the County Co;mnissioners and it was mailed to them. BOARD OF HEALTH-RE STEFANowicz VS. N. A. BOARD OF REALTH ~ND BUILDING INSPECTOR. A reply, received from Dr. Kay, chairman of the Board of Health informing the board that the opinion of the Board of Health ~s that no further appeal should be made. No fhrther action required.
