The by-monthly meeting of the Board of Selectmen was held at 7:00 P.M. with all
members present. Weekly bills and~ayrolls were approved.
LAWRENCE ELECTRIC CO.-N.E. TEL. & TEL. CO:
A hearing was held at 7:30 P.M. on the petition for Joint or identical pole locations
on Marbleridge Road, northwesterly from a point approximately 1008 feet northwest of
Abbott St. 3 poles. There was no opposition and the board voted unanimously to grant
permission requested.
LAWRENCE ELECTRIC CO:
£ hearing was held on the petition of this company for permission to locate poles,
wires and fLxtures on the easterly and westerly sides of Winter Street, at '~.points
approximately 415 feet and 568 feet northerly from Foster Street, 2 poles.
No opposition was offered and the board voted n-~imou, sly to grant permission.
BIDS FOR CLETRAC TRACTOR:
Two bids were received for the purchase of the 1940 Cletracc Model E. sidewalk
tractor which was advertised on August 15 last. A bi~ of'$35.00 was received
from Robert Hebb, of Boxford and a bid of $76.00 received fromWalter Mazmrenko
of North Andover. The Board voted unanimously t~ grant the contract for the purchase
of this tractor to Walter Mazurenko on his hi.'gh bid of $76.~O
N.E. TEL. & TEL. CO:
Reply received from F. P. Desmond, manager relative to our inquiry abo~t ha~ing the
t~lephone wires at '~rockett San. put underground as they were before the road was
repaired. Mr. Desmond stated that they will be pleased to run the necessary wires
underground as soon as the Department of Public Worksplace~ the necessary conduit
under the new road. No r~ply has been received from Mr. J.enkins as yet.
MOSQUITO BITES:
A letter received from the North Andover Board of Trade relative to the ~,lletin
issued from the Mass. Dept. cf Public Realth warning parents to protect children from
mosquito bites. T~o infants have died in eastern Mass. of horse sleeping sickness.
It was Suggested that mosquito ~ sprays be used and urged the board to cooperate with
the Tree Warden to bring about an investigation of this situation.
The Board voted to contact Dr. Kay, ch~man of the local board of'health. Mr. Connors,
tree,arden, was present and he w~l] cooperate in every way.. '
CITY OF LAWRENCE~E: BLACK SMOKE:
& reply to our letterregar~g the. heavy black smoke coming from the dump area in
Lawrence was~ceived from Alderman Gerard A. Gt~lmette. The letter explaine, d that
the Bolta Rubber plant disposes of plastic materials at their dump which cannot be
burned in our incinerator because of the e~plosive content of this material. Stumps
have been deposited Nrom the Lawrence General Hospital' area ahd b~ ~he. engineering
department on Chapter 90 work. They have been unable to ar~ive at an~ decision as to
what can be done about this condition. However, he 'wtl] continue to work on.this
problem and Suggested that if this board has any ideas as to a colutio'n, to communicate
with him.
TREASURER-BOARD OF PUBLIC WORKS-~E ASSESS~.NT:
A copy of a letter sent ~o the Board of Fablic Works and a copy of letter from Attorney
Walter C. Tomlinson was received by the Bo[rd. This has reference to a sewer assessment
from Treasurer James Maker, under date of 4/26/1956, and the letter is signed by Harry
H. Bacon, Harry Binns and Albert M~er. Copies were senn to Mr. Maker and .to the Board
of Public Works with whom these men wish to meet. No action taken by this board.

PETITION for permission to construct a line cf underground electric conduits, from
the existing manhole on the easterly side of Elm St. near the northerly line of Water
Street, 75 feet, ~o a proposed pole to be located ~pproximately 27 ~eet southerly from
Water St. 2 ducts~ a hearing was set for September 10, 1956 at 7:30 P.M.
DEPT. OF PUBLIC WORKS: CHAPTER 90 MAINTENANCE:
Two agreements were 'signed by the board and returned to the Department of Public Works
for approval of the commissioners. This work is to be done on Sutton Street and wf~1
be supervised by the engineer of the Department of Public Works when the work is started.
ACCIDENT:
¢o~y of an accident form received from Wm. B. Duffy. George Sanford received a back strain.
No action by board.

DEPARTmeNT OF PUBLIC WORKS:
A letter received replying to our letter relative to complaints about the Bathing
Beach at Stevens Pond advising that the ~b~ach is supervised by Joseph C. Chamberlin,
and William B. Dully and the head lifeguard Leonard Perkins~ and mentioned that orders
~nd directions to the lifeguards by individual members of the Recreational Council
can only result in resentment from the lifeguards and is contrary to the vote of the
town regarding the operation of the Bathing Beach.
Also that the doors that have always been on the Bath House are still there.
Some of the shower curtains newly installed in June have been damaged and will be
replaced.
No sction taken by the board.
COMMISSIONERS OF ESSEX COUN~:
Letter advising the beard that relative to the drowning at Stevens the .ma~ter has
been referred to the Director of Accounts Dine and asking that he advise the
ers in ~riting as to whether or not the county has arff legal right in the matter, that
the Board of Selectmen in North Andover be advised of the action taken.
PRECINCT OFFICER APPOINTED:.,
The Board voted unanimously to appoint T,'~'~'~n NcDonald as Clerk in Precinct 2
to replace Alice Cavalam~c who is unable to work as a Precinct Officer as she is em-
ployed by the School Department. Mrs. McDonald is a Republican.
TREE F~MOVAL REARING:
A hearing was held on the petition of Mr. Ban, corner of Osgood and Chadwick Streets,
for the removal of a tree. The board voted ;,n-rdmously to instruct the Tree Warden
to remove the tree which blocks his driveway.
BIDS FOR BITUMINOUS CONCRETE:
The Selectmen voted to advertise for Bids for 400 ton of ~ype I-1 Bituminous concrete
to be laid in place on Sutton Street in accordance with the specifications of the
Massachusetts Department of Public Works. Bids will be accepted until eight o'clock
P. M. on September 10, 1956.
WOOD LANE COMPLAINT:

proving Wood Lane. One resident of 486 Wood Lane stated that a tree compar~ had taken
down the trees and left the stumps and roots there. Mr. Marino who is building across
thes~reet leaves papers, etc. nll over the place and it blows onto other property.
There is considerable water coming from Mr. Marino's property.
Mr. Kirks~ated that'they have legal recourse with. Nr. Marino.
Mr. Doherty explained that he had put in about 20 loads of loam on his property and
it was all washed away. If they knew where the street line was they would know just
where the road is. The Board inquired about work that Mr. carry had done in this
area but Mr. Doherty said he had simply dumped sand in several places and that would
be washed .away also.
Martin Lawlor, ~,tlding inspector also present,informed the board that hewould try
to get Mr. Paul Derosiers ~o come to the Selectmen' s meeting on September 10, 1956
and Mr. Narino wtll be askedto come in too. In the interim, the board will discuss
this matter with Mr. Carty and see what can be done to improve this condition.
BUILDING INSPECTOR:
Mr. Lawlor informed the board that Mr. Joseph Faro had requested a permit to extend
his lunch cart but no plans have been produced as yet. Approval is to be obtained
from the Boarder Health.
.Mr. Lawlor stated that the Advertising Sign is alright as far as the town is concerned
and he has approved it.
MR. LAWLOR discussed the fees for building permits and informed the board that he
is charging $3.00 up to $1,000; $9.00 from $1,000 to $6,000 and $10.50 for $7,000.
MET. INSURANCE CO:
Ja~es Maker,treasurer, informed the boar~ that he is not getting good service~ from
the insurance company and he has no cards or records as yet. He thinks there should
be refusal cards also. Mr. Lenley Henshaw came into the meeting and explained that
he was doing all he could to get this straightened out and thatthey wanted another
$2,000 and ar~ money that was left over wouldbe refunded to the town. Mr. Kirk said
he would not approve a voucher without a proper bill and in view of Mr. Maker' s
information he would suggest that the board not pay any money until the ma~ter is
cleared up to the satisfaction of the town treasurer. The board agreed with Mr. Kirk' s
suggestion and so voted.
