SEPTembER 17, 1956-continued.
PLANNING BOARD:
The Board voted to send a le%ter to the Planning Board informing them that they have
read in the newspaper that they are contemplating the appointment of an advisory.
The beard would like to inform the Planning board that it is their understanding
that before ar~ money can be expended for said advisor that a contract must be drawn
up by the Selectmen, and Planning Board and the State Department(Commerce) The
board would like to be hotified of any action taken in the futre uith respect to this
matter.
CHAPTER 90:
The Board voted to check with Atty. Arthur A. Thomson to see if a plan showing the
amoun~ of land taken at the Brook School when Chapter 90 work was done recently,
was sent to the Brooks School. They have no complaints but feel that a plan should
be available showing the amount of land taken at that time. They also mentioned that
Henry Nason has not been notified of the amount of land taken from his property for
the same work
CHAPTER 80 ABATEMENT:
An application for a partial abatement was received from Mrs. Margaret Griffin
Mifflin Drive because of a difference in the footage listed by Mr. Brasseur and the
footage shown on the deed. The Board voted unanimously to abate the amount of $115.54
and will inform the Board of Assessors of this partial abatement. A letter will
be sent to Mrs. Griffinsdvising her of this action.
SEPTEMBER 24, 1956:
The regular weekly meeting of the Board of Selectmen was held at 7:30 P.M. with all
members present. Weekly bills and payrolls were approved.
TREE REMOVAL HEARING:
The Board unanimously voted to instruct robe tree warden to remove the tree petitioned
for removal by Robert Owens, 288 Greene Street. Mr. Conners informed the board that
the tree is undesireable at this location.
LAWRENCE ELECTRIC COMPANY HEARING:
Hearing held at 7:31 on the petition of this company, for permission to construct a
line of underground conduits from the existing pole on the southerly side of Mass.
Ave. at a point approximately 36 feet easterly from Osgood Street, northeasterly
a distance of approximately 51 feet to the northerly line of Mass. Ave. 1 duct.
Mr. Barry informed the board that after approval is received from this board, they
will be required to get a permit from the state. The Board approved this petition
pending approval of William B. Duffy.
LAWRENCE ELECTRIC COMPANY:
A reply to our recent letters asking for a survey of various streets was received
by the Beard. They voted unanimously to accept the recommendation of Mr. Frost and
to request the following lights to be installed:
lO00 lumen light on pole 3924 on Winter Street.
1000 lumen light on pole 3967 about half way between I~bleridge Rd. and Appleton St.
2500 lumen light on pole 3879 on Beaconhill Blvd. near Chickering Road.
1000 lumen lights on poles 2295, 2297, 2300 and 2303 on Wood Lane and
lOGO lumen light on Woodstock Street on the first pole from the corner of Wood Lane
1000 lumen light on pole 2826 at 637 Johnson Street
BOSTON & MAINE RAILROAD:
Letter inl'orming the board that the railroad will be pleased ~o go along with the
suggestion of installing a telephone at the Waiting Station in North Andover and
they are advising the Telephone Company to this effect.
LAWRENCE GAS CO:
The Board approved the following petitions for permission to excavate:
To ~cavate 220 feet on Mifflin Drive to install gas main.
To excavate 13 feet on Mifflin Drive to install gas service for John A. Ganem, 320 Mass
Ave.
Approved by Wm. B. Dully and Ira D. carry notified of these excavations.
HEMINGWA¥ BROS:
A reply received from Edward F. Eaton informing the board that he has referred the
letter written by the Selectmen regarding excise tax on their trucks, to the New
Bedford office. Mr. Kirk informed the other members that the Assessors had written
to the home office also and suggested that we wait until they have received a reply
before coutacting the home office direct.

N.E.T.& ~.CO:
Reply to our inquiry relative to removal of a telephone pole in front of property at
101 Second Stree~ and advising that their district engineers will' investigate this
situation and we will be advised of the results of their findings.
RESERVE FUND TP~NSFERS APPROVED:
The Advisory Board approved the following transfers from the Reserve Fund:
To Police Department expenses the sun of $1,5??.4? to cover wages for police officers
who worked at Stevens Mill during the strike.
To Custodian of Tax Title expense the sum of $26.00 to take care of the estimated
cost of a proposed sale of property.
DEPT. OF PUBLIC SAFETY:
Reply to our letter relative to the hazardous condition at the corner of Chadwick
and 0sgood Streets advising that f~he letter has been forwarded to Edward T.McCarthy
Traffic Engineer who will investigate this location and report later.
REQUEST FOR TRANSFER FROM RESERVE FUND:
A request for a transfer of $200 from the Reserge Fund to the Board of Health
for legal services for Atty. Arnold H. Salisbury on the Stanley Stefanowicz case
in June 1956. The. board approved the transfer and referred it to the Advisory Board
for their approval.
LLOYD & SHERMAN:
~' letter received from Roland Sherman relative to the bond held by the town from
Carmelo Marino in an agreement with respect to improvements to be made on Woodstock
Street. Mr. Sherman stated that he has been informed that Mr. Marino has completed
all the work in accordance with the agreement and they are again requesting on this
basis that the bank book be released according to the terms of the agreement.
The Board voted to inquire of the Planning, Boards Board of Public Works and the
Highway Surveyor is the work has beencompleted insccordance with the agreement before
releasing the bank book.
LETTER RE: TRAFFIC AT BRADSTREET SCHOOL:
A letter was received from Mrs. George C. Fmyes with respect to the children crossing
· ~ the street at the Bradstreet School. Mrs. Hayes feels that the patrol leaders are
inadequate to hold such a responsibility on such a busy street and she believes tha~
enough mothers Gould be obtained ~o act as policewomen ~o stop the traffic which wont
stop for the patrol leaders. She volunteered to be mother number one.. ·
~: The Board voted to refer this to the police chief for his recommendation and a
~' report to this board. Mrs. Hayes will be notified of the action taken.
REVOLVER PERMIT ~PPLICATION:
, ~he Board voted to approve the application for a license to carry a revolver, of
- Arthur W. Mawson, 23 Francis St., newly appointed Reserve Patrolman and to waive
· the usual procedure of insisting that the applicant be present when the application
is acted upon.
PAUL DEROSIERS:
A letter sent ~by certified mail requesting Mr. Desrosiers to meet with the board
to-night was returned as unclaimed. The Board voted to request that police chief
to have the letterdslivered personally and if not possible to find ou~ where Mr.
Desrosiers is and when he willreturn home.
LAWRENCE ELECTRIC CO:
Mr. Barry informed the board that two new poles~ are to be installed at the Lawrence
Airport and La~rence will issue the license but they want the Selectmen to know what
is going on. Mr. Barry suggested that a letter be sent to Mayor Buckley informing~
him that the Selectmen have no objection to these installations.
STREET LIGHT REQUESTS:
The Board voted to request a survey to be made of the street lighting at the Eittredge
School where the lighting is poor and to request a street light on Wood Lane in
frontcf the Roche property and a 9%,000 lumen mercury vapor ligh$~ on 0sgood Street
at the Little Red Schoolhouse. Norman Scott requested a street light at the corner
of Adams Avenue and Mass. Ave. but this will be held up until next week as there has
been a light installed on the opposite side of Adams Ave. on Mass. Av~. The board will
discuss this request later.
COMPLAINT- LOAM R~OVED:
Norman Scott of Adams Ave. complained to the board that someon had taken the loam from
several lots of land which he owns on Wood Ave. The board referred him to the Police
for investigation. Mr. Scott is not sure how long he owned the land but he had given it
up and then took it over a~ain and he is to see the previous owner and smraighten the
matter out and he will then contact the police.

BRADFORD STREET:
Sam Di/4auro, ~nd two other gentlemen me~ with the board to discuss the condition
of Bradstreet Street. A survey was made to-day by I.~. Brasseur and the trees
are in the middle of the street. This is an accepted street and according to plans
it is a fifty foot street. Mr. Connors was present and he explained to the board
that the trees cannot be removed unless a hearing is held in the usual manner.
The Board will meet at three o'clock to-morrow on Bradford Street to look over the
situation and see what has to be done.
FIRE CIEEF:
Chief Daw came before the board to inform them that he had cu~ the wires for the
contractor who is in charge of the new sewers and the cost was about $100.00. He
said he would not do this in the future and they would have to let him know
ahead of time so that he could mske the necessary preparations.
FIRE PREVENTION WEEK: 10/7-13/1956
He slso asked the board to put out a proclamation for Fire Prevention Week. He
stated that on October 6, all ladder trucks will put on a demonstration at the
Bay State Building in Lawrence and there is to be a movie and lecture in the
schools.
BUILDING CODE:
Mr. Daw said he .was testing the pumps and a report will be completed later and
he would like ~o be able .to sit in when the building code is discussed at a later
date. The Board was most willing to have the chief sit in at that time.
AIRPORT COMMISSION- APPOININENT
The Board appointed Walter S. Burke, 13 Chadwick Street to sit in on the meetings
of the Lawrence Airport Commission and act as a liaison officer between the Air-
port Commission and the Board of Selectmen. This arrangement was approved by
the Airpor~ commission last week and a notice ~rill be sen% to them on this action.
COMPLAINT: INGLEWOOD STREET:
Mr. Kirk reported that the Dow Company has not put Inglewood Street back into
condition when they excavated for the Water Department. Recently a car had to
be towed out of the deep depression there. The board voted to refer this to
Mr. Dully, Supt. of Public Works and ask him to check on it. I~r. carry was
supposed to have tsken care of it but up until Monday monning it had' not been
done.
OCTOBER 1, 1956
The Board of Selectmen held their regular weekly meeting at 7:30 P.M. with all
members present. Weekly bills and payrolls were approved.
AIRPORT CO~$~rSSION-LI3~SON OFFICER:
Mr. Walter S. Burke met with the Board to discuss ~riefly his appointment as
liaison officer between the town and the Lawrence Airport Commission.
He was given the file on airport correspondence and also the booklet on the
future changes anticipated at the airport by the Commission. He will come back
later to discuss his thoughts on the matter and perhaps after he hasattended his
first meeting with the Airport Commission.
REVOLVER PERMIT APPLICATION:
Paul D. Donovan, 109 Herrick Rd. came before the board as he, had an application
for a license to carry a revolver. He stated that he wished to use the revolver
for coon hunting and for target practice. The application was approved by Chief
McKee and the board voted unanimously to grant the license.
DOG OFFICERS REPORT.,
The board voted to accept the report of Dog Officer Stanley Buturlia, for the
s~x months from April 1 through September 30, 1956.
DEPARTMENT OF PUBLIC WORKS:
Certification that work to the value of $26,331.52 has been performed under Con~ra
tract No. 16028 by the J. J. Donovan Construction Co. 335 Euclid Ave. Lynn, ~ss.
has been made by the Department of Public Works and~ they recommend that the sum
of $2,879.44 be paid to the contractor under the terms of the contract. This
amount will be paid by Mr. Carty, Highway Surveyor.
CIVIL SERVICE
Approval received from the Division of Civil Service on the appointment of
Arthur W. Mawson, 23 Francis Street as a Reserve Patrolman. His duties will ~art
on October 1, 1956 at an hourly salary of $1.74 per hour.
