DEPARTI~ENT OF PUBLIC WORKS:
A copy of Con~rac~ No. 16557 covering work to be done in the town this year under
the provisions of Section 3h, Chapter 90 was received by the Hoard. This work is
to be done on Sutton Street, 6,800 fe~t. The work was started to-day.
PLANNING BOARD: RE: ADVISOR
In reply to ou~ letter relative to the matter of appointing an Advisor with
respect to Article 3, of the Warrant for the Special Town Meeting held on June
30, 1956, the board received a copy of a letter which had been sent to Mr.
Alan McClennan, Planning Director of the Mass. Dept. of Commerce. No other
action taken bythe board.
ESSEX COUNTYRETIREMENT BOARD:
Notice received that James Griva has made application for Superannuation Retirement
effective as of September 6, 1956. His name should not appear on any payroll for'
any period subsequent to such date.
BOARD OF PUBLIC WORKS:
A reply received from WilliamB. Duffy, Supt. regarding the condition of Inglewood
Street and he called tha attention of the board to the enclosed copy of a letter
he sent to the Dow Company on September 14, 1956. When Mr. Duffy and Mr. Carty
viewed Inglewood Street on September 24, last, Mr. Carty stated that the road
had .been restored to his satisfaction and}~. Duffy stated this in his letter ~o
the Dow Company.
The board felt that the complaint had been received before the 2 4th of September
and in the interim, the road had beenrepaired.
LAWRENCE ELECTRIC CO:
George F~ost send a recommendation for street lights in various areas as requested
by the Selectmen. The Board voted mo accep= his recommendation which were as follows:
Three 21,000 lumen mercury vapor lights on poles 722, 726 and 963 in the Kittredge
School area.
One lO0O lumen light on pole 2312 at the Roche Property, Wood lane.
one Zl, O00 luSen mercury vapor light at the LittleR ed Schoolhouse, pole 312.
rTheyalso ~suggested that this company continue to try to obtain the easement so that
a 21,000 lumen mercury vapor light could be installed at the corner of M~aconhill
Blvd. and Chickering Road as r equestedby the board some time ago.
STREET LIGI.~ REQUEST:
The Board voted to request a survey to be made of Dale Street from the residence of
J. Ashburn Smith and along Dale Street where the new Lantern Houses have been built.
DAMAGE CLA~REPORT:
Chief NcKee sent a report of a claim made by Margaret V~ Murphy 52 0sgood Street,
Lawrence which stated that on July 31, ~ss Murphy was taken to the Lawrence General
Hospital for emergency treatment after she had shown the officers where she fell on
Mass.~Ave. The report stated that the hole was 7 to 8 inchesoindepth and about the
same in diameter and that it was reported to the Highway Department. However, the
officers filled it in with sand and gravel at that time. The board voted to pay the
bill of $3.00 as soon as a Release has been received from Miss Murphy.
APPLICATIONFOR ABATEMENT UNDER CHAPTER 80.
Samuel A. Reitano, 481 Prospect Street, Methuen applied for am abatement of Chapter
80 assessment. Mr. Reitano has Snellotswhich is a corner lot and consequently he was
assessed for both streets. The total amount is $1166.23. Mifflin Drive is $672.33
and Woodbridge Road is $493.90.
The Board votedto deny the application since itis required that a person who owns
a corner lot is required to pay for both streets if betterments have been made and in
this case both streets were improved under Chapter 80.
PETITION OF LAWRENCE ELECTRIC CO: & N.E.T.&.T. CO:
The board approved the petition of these companies for joint pole .locations on
Winter Street, easterly from a point appro~tmately 280 feet east of South Bradford
Street, 2 poles. No hearing was required.
STREET LIGHT-AD~S AVE.
Norman Scott had requested a street light at the corner of Mass..Ave. and Adams Ave.
but inview of the fact that on July 1, Mr. George Frost recommended that we have a
light on pole 1107 directly opposite Adams Ave. for the best service and the recommenda-
tion was accepted by the board, they voted not mo requesmanother light at this location.
Hearing held on the petition for permission to locate, poles, wires and fixtures
on the~asterly side of Stevens Street, at points approximately 270 feet and 440
feet northerly from Pleasant Street, 2 poles. (Two existing liEht compan~ locations
to be abandoned. ) · '
The board voted unanimously to grant this 9ermission. No opposition~as offered
from the abutters who were notified.
PAUL DESROSIERS:
Pau2 Desrosiers and his attorney met ~-lth the board as requested.
Mr. Finneran explained that we have had several complaints about the land where he
is supposed to have taken the loam fram the land.
Mr. Broadhead mentioned the lots behind Jewel, s house where the loam has been re-
moved and when there is a rainstorm, the water flows over their land and~ashes
the gravel and 10am away. Mr. Broadhead saw this after a bad storm and it is very
discouraging.
Mr. Desrosiers ststed that he had taken off part of the road and it is much better
now than it was before. He said he would remedy this condition.
It will be satisfactory to the board if he spreads the loam back and repairs the
road within a week. Mr. Desrosiers ~ated that he plans to develop Great Oaks Street.
Mr. Kirksdvised him to talk to the Planning Board as plans should be available.
He agreed to do this.and the board~as satisfied that Mr. Desrosiers would take care
of the matter of returning the loam and fixing up the ~treet.
BO~- cARMELo MARINO:
A reply received from Ira D. carry and the Planning Board advising the Board
that the work has not been completed in accordance with the rules and regulations
of the Planning Board and Mr. Carty states that the surface drain has not been
connected and the road is not up to grade. They recommended that the Bankbook
be retained by the Selectmen until the work has been completed. No reply from
Mr. Dully to date. The Board voted to sand aletter to Attorney Roland H. Sherman
advising him of the con~ent of the letters mentioned above and in view of this'
information they have no other alternative but to hold the bank book of Mr. Marino.
PEPJ~ISSION TO EE~VE BUILDING:
The Bos'~-d voted to grant permission to Rev. William A. Lonf, St. ~ichael' s Church
to.remove the St. Michael,s Hall at the corner of Water and Merrimac Street and
to inform him that the town. is to be held free from any responsibility for damage ·
caused to property or persons, caused by negligence on the part of the compan~
removing the building.
DAMAGE CIJ, IM:
A letter received from Atty. Donald H. Sullivan on behalf of John Walsh, 10 Jasper
Street, Lawrence advising that Mr. Walsh had incurred damages to a motor' vehicle
owned by him and on September 6, 1956 at or about 3:30 P.M. damages were caused
by a defect in the roadway on Furber Ave. at' a point apporximately ten feet West
from the intersection of Brightwood Ave. The cause of the damage was a defect or
a want of repair on said Futber Ave~ Mr. Walsh intends to hold the inhabitants of
the town of North Andover liable for said damages.
The Board voted to request a report 'from Chief McKee and from Ira D. Catty with
respect to the condition of the road and any report :male to the Police Department'
by Nr. Wslsh.
BIDS FOR RESURFACING AND COVERING FLOORS-TOWN INFIRMARY-Article 1956
Bids willbe invited for the above matter and will be received until eight o'clock
P.M. on October 15, 1956. Specifications to be available at the Salectmen, s Office

Chief McKee reports that traffic was check~d.~an GrSene Street between 8 A.4. and
5 P.M. and in nine hours, one hundred thirty-eight (138 cars passed BETWEEN MAss.
Ave. and Waverley Road, whichaverages about 14 cars an hour.
GREENE STREET-ONEWXY: Chief McKee talked with Mr. Carty relative tomaking Greene
St. one way from'Waverley Road to Mass. Ave. but he does not reco~end this change
a~ the present time. Several residents have called and they are not in~avor of this
change.
BANNON COMPLAINT. The gravel on Court Street about which Mr. Bannun complained has
been referred to Mr. carry and it will be'removed.

6hief NcKee called the State Dept. zegardimg the installation of lights at the
intersection of Gr. Pond Road and Osgood St. and they have promised to send some
one to check thetraffic.
