DECEMBER 28, 1956- continued.
CIVIL DEFENSE:
A letter received from Civil Defense Director Dewey A. Dyer, relative ~o Chapter 401
of the Acts of 1956 which provides that upon acceptance of the town meeting Chapter
40 of the General Laws in Section 5(1) and Chapter 41 in section lOOa shall apply tm
Civil Defense Volunteers. Mr. Dyer asked that the Selectmen cause to'be inserted inthe
warrant of the nex~ annual town meeting an article in accordance with the law. The
board voted to file .this letter with the articles for the nex~ annual meeting.
DMSION OF CIVIL SERVICE:
~ reply received relative ~o the request of this board for a three months leave of
absence for Everett Woo&house from his duties as police officer. Mr. Greehan stated
the he is unwilling to approve this extension of Mr..Woodhouse"s leave of ansence for
the reasons set forth in the board's communication. The board voted to send a copy
to Mr. Woodhouse and also reques~ that he notify the board as soon as postdate as ~o
his plans so that proper action may be taken.
STATE HOUSING BOARD:
E letter receivedrrelative to Chapter 667, Housing for Elderly persons of low income.
Proposed articles were included for insertion into the town warrant in March if the
Board feels the need of extra housing. The Selectmen felt that the NousingAuthority
would take the proper action and refer any articles to the board of Selectmen if thay
feel there is need for housing for elderly persons in town..
DEPT. OF PUBLIC UTILITIES:
A reply was received from John E. Ingalls, Railway Bridge Inspector relative to the.
unsafe condition of theretaini~g wall at the Sutton Streetbridge over the C6chichewick ~
.River. Mr. Carty viewed the location this morningwith Mr. Ingalls and agreed thatthe
condition should be corrected as soon as possible. Mr. Ingalls is requesting full cooperation
of the Selectmenin having the bridge restored to safe condition.
High water did not allow inspection of.the abutment which was also mentioned but as soon
as the weather ~l~ows, he suggests that the condition be corrected.
He included a clipping received prior to receiving the reply from this board which caused him
some embarrassment ~nd which gives a very unfair picture of the State Employees to the
reading public. He suggested that .the board initiate a policy whereby competent personnel be
directed to make a thorough investigation of complaints from acceptable sources to guide
their decisions to the public. Mr. Kirk suggested that we con~ac~Mr. Ingslls and ask the
Mr. Finnerannbe allowed to view this bridge and that ~. Ingalls point out the defects.
This was agreeable ~o all members of the boardand a letter will be sent'to Mr~ Ingalls.
DEPARTMENT OF NATURAL RESOURCES:
Notice received that the financial liability for 1957 for North Andover is:
$4,000.00 for the Dutch Elm disease control

Francis W. Sargent, Commissioner asks that he be notified of the appropriation of
the liability of the town and to send in the n~me of the local superintendent.

JUDGE A.A. THOMSON
E~letter received and a bill in the base of Nartin J. Lawlor, Building Inspector
· vs, ~Alic~M/ Chapin, alias, as he feels that the matter may now be closed. There was an '
alleged~iolation of Sections 1 and 2 of Article 2 of the local by-laws, and thatas a result
· ~thereof, this matter was ·referred mo Mr. Thomson for institution of proceedings in the Superior
· Court, Equity Division. The caase entered Court, with the necessary petition and the respondent
failed to file an answer so that the btll was taken for confessed. The respondent has removed
from the premises and the violation has consequently been discontinued. Mr. Thomson considers
this matter closed.
L~RENCE'ELECTRIC CO:
Notice received of the various lights which have been installed as requested bythe Selectmen
and also the list of those removed, during the mpasttwo months. List on file under
Electric Co.
'GE~GE F.N. MOODY:
Mr. Nood~ came before the board relative to his special assessmem~ under Chapter 80.~e
informed the board that he has sold the proper~y for which he has been assessed. The board
informed ~. Moody that they would notify the Assessors and ask that they make the necessary
changes and advise the collector so that the bills may be sent ~o the proper ~ersons.
