WAGE AND SALARY~:PLICANT
Mr. Norman F. MacLeod of Bigelow, Kent, Willard & Co. stated his Co. could go
along on somewhat similar terms and methods already'mentioned by Mr. Charms.
In addition however, he added the following: That his analysts would meet with
Dept Heads. That discussions would he a matter of secrecy. The Co would sub-
mit a plan and would follow up any problems that might arise after the Survey
had been completed at an additional cost of $100.00 a day. That his 0o. could
start after a two or three week notice. Mr. MacLeod said he'd submit his pro-
posal next Mondaynight.
LAKESIDE GAS STATION
Mr..Raymond CashmanandMr. Howard Gilman appeared before the Board concernin~
a permit to install new gasol&ne storage tanks of larger gallonage on Lakeside
Gas Station property. They protested a two month delay of approval on the
part of the Board of Health, and also a delay of percolation tests. This Gas
Station borders Lake Cochichewick and is near the new pumping station. Chair-
man Finck said they should appear before this Board next meeting--April 1,
with representatives of the Board of Health, the Board of. Public works, and
all interested parties. Mr. Finneran secondedthe motion and k unanimous vote
followed,
CURBINGS ON MASS AVENUE
Mr. Perrino appeared ~th a complaint on the hazardous condition of portions
of Mass. Ave. to pedestrians--especially children walking to and from schools.
There are no sidewalks or curbings and a rise in the center of the road makes'
driving verydangerous in wet or icy weather. He asked the Board to petition
the State for at least curbings. Mr. Finck motioned the Board contactthe State
Highway Dept. to survey the matter. Mr. Sutcliffe seconded the motion and
it was put to an unanimous vote.
PERRINO:'BOARD OF APPEALS
Mr. Perrino also respondedto a letter from the Board asking him to appear
at meetings of the Board of Appeals or resig$. Mr. Perrino said he felt resent-
ment towards the letter as he had always been a faithful member. Mr. Finck
asked for assurance that he,d appear at meetings and was assured by Mr..Perrino
he,d be a faithilulmember.
MR. O'BRIEN -- WAGE SURVEY
'Mr. O'Brien appeared in the interest of the School Dept along with a letter
he had sent requesting the School Dept. be considered in the Wage analysis
program. Mr. O'Brien was assured has request would be considered.
MARINO BOND
~he Board was in receipt of a letter from Atty. Arthur A. Thomson requesting
a meetingto settle~the matter, of the Marino Bond. It was unanimously agreed
the Board would meet with Atty Thomson next meeting at 9:00 P.M.
. DAMAGE CLAIM
.Atty. Arthur Thomson also wrote concerning a John C. Damon claim for damages
and it was voted to include this item in the above meeting.
. !~ LETTER
Atty. Thomson also wrote to inform the Board he had appointed Mr;.S. Forbes
RockweLl, Jr., Summer St., North Andover, to a fourth term as a member of the
School Building Committee.
RESOLUTION
Chairman Finck read a Resolution to the Advertising Club of Boston. Mr.
Finneran nominated the resolution be adopted, Mr. Finck seconded ~hs motion
and it was a unanimous vote.
.CHARACTER REQUEST
Mr. Oleni~ appeared before the Board to request a Character reference on a
State form for the approval of opperating a Rolling Kitchen · .Mr. Sutcliffe
moved ~pproval, Mr. Finneran seconded the motion, and there was a unanimous
vote to sign the form.
TOWNDUMP
Chairman Finck mentioned hew ill meetwith Alderman GUilmette on the complaint
of smoke in No. Andover from their city dump.
COMPL&INT
Mrs. Pelletier, a Salem St. Resident, complained by telephom~ that Salem St. wasn, t
yet in satisfactory condition. The Board decidedto refer the compl~-ut to
Carty and inspect Salem St. Wed. afternoon

PISTOL PERMIT
Mr. Bruce Sutcliffe,s pistol permit application was approved and it' was voted
to inform Mr. Sutcliffe that under the new regulations he must appear before
the Board for permit approval.
LICENSE TRANSFER
A license transfer for the Bon~ Bread Co.
G. Nasser was unanimously approved.'

WESTERN ELECTRIC
Mr. Vance C. Peterson appeared before the Board in application of'a License
to store approximately 720 gallons of gasoline ina garage, (vehicle storage~
for the Western Electric Co. Mr. Finneranmotioned the Board approve and
hold an April 8, meeting and that all abutters be notified knd d~lyadvert-
ise in the papers. Mr. Finnerans motion w~s unanimously approved.
RESIGNATION
Mr. Finck said Mr. Boeglin~;ould like to resign as anmember of the Board of
Appeals, and act as an associate member due to pressure of personal business.
The Board approved his resignation.

SGT. DONNELLY COMPLAINT: T~N LTNE
Sgt. Donnelly, Chief McKee and Mr. John Cahill appeared before the Board for
their scheduled meeting. Chairman Finck read Sgt. Donne2_ly,s letter of
complaint to after-hours drinking at the Town*Line, operated by Mr. Cahill,
after mar~ warnings. Ne referred in particular to two incidents which occur-
ed over St~ Patricks holiday weekend. Mr. Cahill stated that on those n~ghts
he had over 300 guests and it was difficult to get rid of them all at once.
Ehief McKee~ mentioned he,d warned Mr. Cahill before about 12:00 O'clock
closings,'and been promised by Mr. Ct~hill to abide by by the law. Mr. Cahill
suggested the Police Dept supply an officer at such ti~es as a large gather-
ing was taking place. Sgt. Donnelly stated other police officers had re-
ported after-hour activity at the Town-Line. When questioned by Chairman Fin~k
Chief McEee said he was in ~ approval of Sgt. Donnelly,s complaint. Mr.
Finck asked Chief McEee if a certain pamphlet of Rules and Regulations for
the Police Department were~ in effect, those used by his department.' These
rules were adopted in 1932'and an~ended in 1955. After exmmining the pamph-
let Chief McKee replied they were the same. Sgt. Donnelly requested a con-
viction not a warning, as warnings had been given before. Mr. Sutcliffe
mentioned Mr Cahill,s present personal grief( Mrs ~ on danger list at
hospitsl) and Mr~ Finck claimed all were in sympatby ~rith ~r. Cahill in that
regard and suggested action be deferred. Mr. Cahill said 'he preferred a~tion
now to deferment and had nothing more to say in his own behalf. Chairman
Finck asked Sgt~ DonneLly if 'he had spoken to Mr. Cahill on the first night'
mentioned in his complaint. Sgt. Donnelly answered ,,no,,, but that there were
o~mer and friends sitting in the back room. Mr. Finck mentioned the License
applies to drinking on the premises. Mr. Finck asked if there were an~ more
questions and there were none. The Chair then said the Board would prefer
action after due consideration. '
TOWN FARM
Chairman Finck suggested inspecting the Town Farm with the Board on Wednesday,
March 27,' 1~57.

The Board of Selectmen opened their meeting at 7:30 P.M. with all members pre-
sent and unanimously voted to approve and sign the warrant fo~ weekly bills
and payrolls.
JOINT PETITION
The New England Tel. & T~l. ¢o. and the Lawrence Electric Co. submitted to the
Board for approval, apetttion for Joint Location of Poles on the ~esterly side
of FarnumSt. The Board set April 1 S, as the hearing date and advised the
abutters be notified.
