the letter to Mr. Lawlor, .Building Inspector, for action.
BOSTON &MAINE R. R.
Mr, George H. Hill representing the Boron and Maine R. R. asked the Board if
the Town would consider closing off the-~lower Matu Street section of road that
crosses the B. & M. R. R. tracks. He said the crossing was ~dangerous one as
man~ autoists use it to avoid being stopped at the ga tes. That it is a blinker
crossin~ which man~ drivers do not heed. Be mentioned a curve beyond the cross-
ing where an engineer could not have clearvisage. He said hfs compaz~did not
feel the road way was a necessity to the residents.of this area as there is an- ·
other access a few yards distant. Mr. Sutcliffe pointed'out th~ removal of
gates at Narhleheadhed. produced a fatalityand would wantnohazardo~s condit-
ion to'exist as a result of az~ changes in the lower Main St. area. Mr. Hill
answered that a greate~dangerexists as it now stands. Chairmen Finck thanke~
Mr. Hill and asked him to obtain data of past accidents at this particular Cross-
ing. Mr. Hill agreed to do this.
INSURANCE '
Mrs. Trembly appeared before the Board in the. interest of the Prudential Ins. C~..
inquiring if renewal of insurance for town employees would soon be on the agenda.
Mr. Finneran stated the anniversary of the policy was June 30. Mrs Trembly said
that if the Board was considering a change 'of~-coverage, she wanted it shown in thee
records that her Co. was interested. The Board assured Nrs. Trombly. that her
inquiry would appear in the records. ....
LAKESIDE GAS PE~IT '
Mr. E~der and Mr. Albert ~dlbert representing CyT. Oil CO. appeared before the
Board for a dscision on the Lakeside Gas Station Permit. Chairman Finck~stated
he had ta2ked..to the State Dep't. of Public Health and they had stated their
reason for approval was that a second permit had been presented to them with
the insertion that said tanks would,be encased.~in concrete vault~. Mr. Finck
said he'still thought it was up t° ~the:Town tojmake~the~dicision As it was of
direct, concern to the community. N~. Sutcliff~' requested another,hour for fur-
ther contemplation before he could make a.d~Cision. The matter was resumed in
less than an hour and Ch~ Finck stated he'would go .along with th~' Board~of
Health in not approving the Permit. Mr. Albert Gilbert of Cyr 0il 0o. said that
in' view' of the proceedings to date the Cyr Oil .Co,. requests a withdrawal of ,its
original petition without 'prejudice. The Board t~m~tmously voted to allow with-
drawal without prejudice.

Mr. Ftnck informed those present, that there would be a meeting of the Board with'

TAX COLLECTORS BOND
The Tax Collectors Bond was unanimously approved~ .tebhe turned over to Miss Finn,
the Town Accountant.
COMPLAINT
Mr. ~utcliffe mentioned he had received a complaint frem residents on Suffolk
St. about' cars parked there during the day often carelessly blocking driveways,
etc. It was voted to refer the matter to .~gt. ELlton of the Police Dep't. for
investigation and action, and that the Board be notified of a. ctiun taken by
April 15, meeting. Police Chief Alfred McKee is in the hospitul~
MARINO BOND
Atty. Thomsom appeared with the Marino f~le and brought the new Board up to date
on the matter. Mr. Marino demands the return of his savings bank book whiCh he
filed with tho Bond. He contends his work was completedas directed and that each
time he/asked for approval he was denied. He felt the reasons for denial .were
over and above conscience and most unfair. Mr. Narino is wLl.ling to relinquish
500 dollars and-asks that 4,500 dollars be returned to him. Atty. Thomson stated
that Mr. Dully and Mr. Carry claimed Mr. Marino had not cemplied with the terms
of the Bo'nd. Chairman Finck suggested Arty Thomson propose a meeting of this
new 'Board~ with Mr. Marino and council fo discuss a means of straightening out
the matter. Atty Themson said he would so advise his'client.
GREAT POND ROAD TAKINGS
Arty Thomson brought up the matter of the Sreat Pond Road takings and Mr. Finck
asked that the matter be further deferred ac he ~ould like to make additional
investigation.
Damon Claim; Chairzmn Finck suggested to Atty Thomson that he offer Mr. D~mun
a settlement of $75.00 as an amicable agreement. Atty. said he would so advise.

ERROR IN POSTING OF WARRANT
Mr. Maker and Mr. Lyons . met ..with. the , Board .to discuss..am,arror, which.occurred
with the posting of the warrant for the March 16, 1957 Town Meeting. The by-
laws of the town require that the warrant be posted not earlier than 15 days
and not later than 10 c~s before the date of meeting. In this instance the
posting was 20 dsys early. Mr. Finck brought out the fact that technically
the Town Meeting Appropriations are invalid and it will take an act by the State
Legislature to validate the appropriations. Chairman Finck said he had spoken
to members of the State Legislature and been assured immediate action. Mr.
Maker stated he 'could not borrow money 'on invalid appropriations but that
this presented no danger at the moment. Mr. Lyons offered his assistance if
desired. Mr. Finck stated he would inform them of an~ developments in the
matter.
MEETING WITH ALL DEPARTMENT HEADS
Mr. Finck addressed those in attendance pointing out the idea of the meeting being
aimed at coordination of all departments.
Chairman Finck suggested each department check on their office keys and possibly
leave one in the police station for use in imergencies.
The Ch~ir suggeste'd 'the possibility of om clerk covering a particular phase of
work involving mar~ departmomts on petitions' etc. Nr. Nicetta s~id this might
interfere with the work of their own clerk.
Mr. Finck said' the Board of Selectmen would require clear and definite reasons
for the necessity, of. hiring legal ho~pcil when petitioning the Board for approv-
al. Mr. Dully asked if this pertained to shy legal advise or Just in case of
suit. A discussion of pre~ious cust°m took place. It was suggested that perhaps
the Town should have its own legal council. -
Chairman Fimck asked if the Dep't. Heads would' see to it that none of the Town
employees parked their cars om the Main Street. People wanting access to the
Town Offices were finding it ~ifficult to find a parking place.
Mr. Flnek informed the group of the copy-machine in the Selectmen, s Office.
That paper and materials could be purchased thrbugh Mrs. McDonald.
There was a group discussion on road building, and traffic conditions, and it was
agreed that the rebuilding of heavi~ trafficed roads 'in North Andever is a must.
Mr.. Duffy suggested perhaps a hearing should be called previous to ar~ decision on
Chapter 90 work, to decide on the proper streets for that particular work. It was
mentioned that Sutton Street an~ Waverly Road should certai~ for immediate att-
ention. Mr'. Phelan .said roads and traffic were certainly immediate problems as-we have
many new industries including the ever expanding Western Electric Ce. The possibility
of a new bridge from North Andover to Lawrence will bring us greater traffic prob-
lems. Mr. Dyer suggested that we should perhaps have a regional traffic survey
to' combat the traffic problems, of the surrounding bommunities.
J. Lyons said there was dire need of a Street Light at the Corner of Osgood St and
Great Pond Roa~L~as that is a very b~sy and dangerous intersection and at times of
heavy traffic it is almost impossible .to get through. Mr. Ashburn agreed very
definitely.
It was brought ou~ that long range planning of water and sewerage was well on its
way and that Mr. Duf~y,s department was doing a wonderful Job in that respect.
Jim Daw brought out the necessity of another fire-station to be located at the
old center area: He mentioned that a former survey in 1949 had discovered this need.
To reach a recent fire they were required to drive four and one-half miles. The
Chief mentioned ther~ are twenty seven sq. miles to be covered by the one station.
Mr. Dyer mentioned the possibility of building fire station facilities on match-
ing Civil Defence Funds.
Dhairman Finck mentioned a transcript of the Town Meeting of June 30, 1956 was
being compiled from notes taken at that meeting on Zoning Laws. The Planning
Board requested thez be notified when such a transcript was Available.
Mr. George Caren asked if it would be worthwhile for the Town to employ its
own Engineer. Mr. Dully said he doubted if the To~rn was spending enough money
at present to warrant the hiring of a full time Engineer. Mr. Carcu suggested
perhaps on a part time basis.
There was a discussion on the cost of issuing' our Town Reports and if a revised
edition might bring down the cost. Mr. Dyer suggested perhaps a report on the
same idea of a bankers report might teke its place. It was noted that the Town
