commendation a few years ago.
Mr. I~vons spoke of a revision of precinct T~o and the necessity of a new voting
place. Some discussion followed with no agreeable suggestions as to a voting
place for Precinct Two.
The School Committee said it was about read~ %o turn the Old Johnson High School
building over to the School ~hu~lding Committee. It was mentioned that the build-
ing was fast becoming an eyesore and a place of danger. Mr. Dyer suggested the
possibility of 'having it mads into a hospital. Mr. Kitt~sdge and Mr. Ashburn
suggested the building be investigated for future use.
There was a discussion of a revision of the bylaws in 1948 which ~ad never been
approved. Mr. Finck said he would look into the matter.
The Ct~_trman said he was pleased with the friendliness of the meeting and prom-
ised future meetings of ~his nature. At this point the meeting came to an end.
Apri~ 1%, 1957
The Selectmen opened their regular Monday night meeting at 7:30 P.M. with all mem-
bers present and Chairman Finck presiding.
The weekly warrant was unanimously approved and si~ed'with the exception of a
Splint request which will be discussed with Chief McKee at next meeting.
JOINT PETITION
Mr. Barry representing the Lawrence Electric 0o. on a Joint petition with the '
New England Tel. & Tel. Co. for a rc~iocation of. poles appeared fro a scheduled
hearing at 7:30 P. M. On a motion by Mr. Finneran seconded by Mr. Sutcliffe the
Board unanimously approved the petition.
APPLICATION FOR INCORPORATION
The Board unanimously approved and signed an application for incorporation by
H. Arnold Johnson, 308 Sutton Street, North Andover for the New England Society
of ]~ruit Processors and Preservers Inc., to be located in the city of Boston.
WOOD LANE COMPLAINT
A few residents o~ Woodstock Rd. and Wood Lane appeared before the Boar~ to com-
pls/n' of water and sand damage to their land caused by the surface conditions
of land owned by ~M. Paul Desrosier, under contract to Mr. Carmello Marinc, which
in their opinion was a violation fo the zoning by-laws. The Board agreed un-
animously to inspect the situation on Saturday, April 20~ 1957 at 2:30 P.M. with
the residents, Mr. ~rasseur, Mr. Carry, Mr. Desrosier and Mr. Marino.
LAKESIDE AREA
The Board received a letter from Dr. Julius P. Kay, Chairman of the Board of Heal%h,
requesting that the Town consider the purchase of a two-family dwelling at 1986
Great Pond Road and the adjacent filling station. The Boar~ voted to meet with
Dr. Kay next meeting to discuss the matter i~rther. ,,.
MASSACHUSETTS AVE; CURBINGS
In answer to a request by the Board of Selectmen for sidewalk curbings on Mass.
Ave., the Mass. Dep't. of Public Works, Russell E. Jenkins, Highway Engineer, wrote to
the Board stating that they would provide funds and do all work necessary to con-
struct sidewalks under the following agreement: that the Town of North' Andover place
the sidewalk surface, be responsible for snow removal amimaintensnce, easements and
claims by abutters, and make no assessments on abutters for State work. The Board of
Selectmen voted to request this sidewalk construction with the knowledge that work
would be started by the State at such ti~e as funds are available.
~EQUEST REFUND FOR SCHOOL TEACHERS
The Board received a letter from Mr. O,Brien requesting approval of an article to be
included in the warrant for the next Special Town Neeting. The article deals with
refun~ing money ~r~i-held from certain school teachers pa~ prior to January 1, 1957.
· The Board voted to request Mr. o,Rrien to meet with the Board next week to discuss
in person the substance of this article.
BANK LOAN
Town Treasurer James Maker and Town Clerk John Lyons appeared before the Board for
approvsl and s~gn~tures on six notes on anticipated revenue loan. The Bid was award-
ed to the Arlington Trust Co., having submitted the lowest bid. The Board unanim-
ously approved and signed the notes. ~r. Maker remarked he is most satisfied with
the low rate of interest accorded the town, the amount being 1.79 percent interest~
He pointed out that the Town of Methuen borrowed at 2.19 interest, Lawrence and
~averhill at 2 percent. It was acknowledged that North Andover received a very fay-
orable rating.

Mr. Thomas McCarth~ appeared, before the Board in. respect to..the .request of the
Boston & Maine R. R. to discontinue .the crossing, at lower Main. Street by block-
ing off the road. Mr. NcCarthy stat~ed this would prove a disadvantage to the
residents of that area in case of fire and suggested that Ashland Street be
made one-way. The Board thanked him for his'suggestien and promised to mention
his idea when talking mo Mr. Hill of the Boston & Maine R. R.
VOTING PLACE FOR PRECINCT TWO
Mr. Patrick Cronin and Mr. John. Lyons of the Board of Registrars informed the
Board that they had secured permission of Rev. William A. Long, Pastor of St.
Michael' s Parish, to hire the new auditorium for precinct 2 voting purposes.
The Town would p~v $35.00 for each use amd noted other towns p~V $100.00 per
year for similar purposes. The Town will also have to pay fro Janitor service.
The Board voted unanimously to send Fr. Long a letter thanking him for his help
and cooperation in this matter. The Board approved using the Auditorium on
voting days.
CML SERVICE LETTER
Chairman Finck read a letter from Mr. Greehan, Director of Civil Service, re-
questing, in order to complete their ft2es, whether or not a reserve policeman
had ~een appointed under their authorization of February 1957. Mr. Finck
directed a letter be sent stating that no appointment had been made.
POSSIBLE TOWN CONSERVATION COMMISSION
A letter from State Senator Charles S. Marstom, 3rd, and a copy of an act
authorizin~ the town to establish a Conservation Commission was read into the
minutes and filed for future re~arence.
SUDBURYLETTER
The Board received a letter from the Town of Sudpury along with a questionaire
requesting information on salaries paid ~or certain town jobs, to assist their
Town on their Job evaluation system. The Board voted to pr~ide this inform-
ation when we had received the same ~om our town accountant.
POLICE DEPARTMENT
The Board received a letter and report from Sgt. Hilton on the Suffolk Street
complaint of parked cars. Sgt. Hilton said the matter had been investigated
and future offenders would receive a ticket for summons. The Board voted to
request Chief McKee attend the next meeting of the Board to discuss Police fac-
ilities for dealing with first aid and assistance at the scene of an accident
or otherwise. - .... Mr. Sutcliffe brought out a complaint of speeding cars on
Marblehead St and Eass. Ave. between the hours of 4:00 to 6:00 P.M. It was
voted to advise the Police Dep't. to investigate the matter. ----- Another
complaint of broken windows inthe Town Garage was referred to the Police Dep't.
.... A complaint of trucks parked at Joe's Diner on Osgood St. bloclckug Barker
Street was also referred to the Police Department.
IRA D. CARTY LETTER
A request from Ira D. Catty, Eighway Surveyor, that the Board of Selectmen take
the necessary stops to abtain easements on adjourning properties on Pleasant St.
so that work cam be started on installing an underground drain as voted at the
last Town Meeting. Mr. Finck stated he was mo meet with the State Mighwey Sur-
veyor the following day and would ask him for a plan of that particular ease-
ment area°
LAWRENCE DUMP
Chairman Finck stated that he and Mr. Sutcliffe met with Lawrence officials last
week on.the matter of smoke in North Andover emanating from the Lawrence Dump,
and was informed that a method of disposing of certain plastic wastes was still
under investigation.
JOINT POLE LOCATION PETITION
The Board set a hearing on pole locations to be held on April 29, 1957 at 7:30
P.M., amd that abutters be notified.
Lamtorn CQrporation
The Lantern Corp. subdivision bonds were unanimously approved with the am~emd-
merit that .Under Genersl Laws section 81K to 81G. G.', be included.
~R~eNDeNE, S SALARY
It 'w~s asked on the agenda if Mr. Noones salary increase voted at the March 16,
Town Meeting should be paid him retroactive to Jan. 9, 1957. Miss Nay Finn,
Town Accountant requested the information and stated the appropriation would
cover the amount. Chairman Finck stated it could be done a s a salary adjust-
ment and the Board voted approval.
SEVENS POND BRIDGE
Mr. Sutcliffe called attention to the retaining ~ of the Stevens Pon~ Bridge
