original complaintant should appear before the Board to further his complaint if
so desired.
RECONSTRUCTION OF MIDDLESEX ST.
Chairman Finck read a letter from Mr. Duffy of the Board of Public Works, in which
stated no money was allowed in the water department budgets to s.llow for the raising
of sewer valves and manhole frames and covers. Mr. Finneran stated Mr. Duffy' s work
was considered in the project. The Board voted unanimously that when the plans were
available from Mr. Brasseur, they should be turned over to Mr. Duffy.
CHAP a 15, ACTS
The Board directed that a letter from Mr. Russell E. Jenkins, District Highway
Engineer, be kept on fi~e and that the information requested he pro~ided when
the Mid~lesex Street project is started.
BOSTON & MAINE
The Board accepted a letter from Mr. J. E. Rourke, Sup't. of the Boston and Maine
Railroad, stating that the engineman have been instructed not to block Sutton
Street when making a station Stop at the North Andover Station.
CHARACTER REFERENCE ~.
The Board signed a Character Reference Form approved by Chief McKee, for application
of incorporation to Edward J. Cronin, Secretsa7 to the Commonwealth.

The Board met with all members present and signed the Weekly Warramt.
COMPLAINT
Mr. Hoyt of Court Street appeared before the Board of Selectmen and complained that
he was told by Mr. Osgood'of the Planning Board that he would have to get rid of his
horse. The Board stated that was a matter for the Planning Board and that Mr..Hoyt
should see Mr. Nicetta, Chsirmam. ~ ..
PETITION
A petition for t~e rezoning of ~hearea of laud owned by' Mr. A. Rogers, adjacent to
the Town SanitatiOn Site., was accepted by the Board to be included in the Warrant
for the next Spe. cial Town Meeting.
ROUTE ilO
The Board directed a ~'etter be sent to the Commissioner of Public Works requesting
information on progress made to date on Route 110.
TRAFFIC LIGE2S
A letter from the State Department of Public Works on the Selectmen's request for
traffic lights at the Corner of Turnpike Street and Waverly Road was read and accepted.
The letter stated the D. P. W. would investigate the matter..
CERTIFICATE FOR INCORPORATION
Motion ~as made and seconded that certificate for incorporation by Roland R. Siskind
be approved. The Selectmen affixed their signatures.
PLAYGROUND INSTRUCTORS
The Board received a list of Playground Instructors and Subs$~t~tes from Mr. William
McEvoy, Chairman of the Recreational Council, and approved the list a~ presented.
Chsirman Finck suggested the Chairman check ~thhthe Selectmen, in the future, before
making appointments. '
FRANK W. GAGE TITLE
The Board of Selec.tmen accepted a letter from Atty. Charles W. Trombly stating he
was taking steps to procure the title to the Frank W. Gage property.
SUPPLENENTS TO THE GENERAL LAWS
The Board received a bill for the 1956 Supplements to the General Laws and directed
that a letter be sent to the Lawyers Publishing Co. s~ating the supplements were
never received by the Board.
INSURANCE MEETING
The Board of Selectmen met with the Officers of the Town employees Association to
discuss group insurance. The present policy with Metropolitan Life Ins. Co. expires
June 28, 1957. James J Daw stated he does not thimk the present benefits are equal
to other companies. George Sanford stated there was a lot of bookkeeping involved with
the p.resent policy resulting in considerable confusion when making payments. J. Daw
stated the most cronic complaint was that the group 'membership card of the present Ins.
Company didn't mean a thing at the Hospitals, whereas the Blue Cross card was always
