POLICE REPORT The Board directed a letter be sent to Chief McKee stating that his report on traffic conditions at Sutton,s Corner should have been before the Board this meeting. NORTH MAIN STREET R.R. CROSSING Mr. Etll appeared before the Board as representative of the Boston & Maine R. R. ou their request to close the lower Main Street Crossing. Mr. Hill stated that on June 12, 1957 he sum-~eyed the Crossing from 2:30 o'clock to 3:00 o'cloc~ P.M. and there were several ~lolatioms in that short period of time. There were seven violations from 3:30 P.M. to 4:00 P.N. Mr. Hi21 stated his Company would like to have this crossing closed as it is extremel~ dangerous. Chairman Finck stated he does not feel the plan in effect is satisfactory. Mr. Hfll stated the B&M R. R. would be willing to turn over a piece of their land to the Town for parking purposes if the Board would agree to close the crossing. Mr. Fiuneran stated that he felt the Boston & Maine should go before the Department of P~blic Utilities. Mr. Nf1~ stated a release from this Board makes no hearing before the D. P. 9. necessary. The matter takes, about eight months before ~the D. P. U. Mr. Sutcliffe stated ~the Town has attempted to correct the dangerous situation but that the BM has not. Mr. Sutcliffe suggested the B & M put automatic gates at the Crossing. Mr. Nt1~ clsdmed that was rediculous as it would only worsen the d~ger at the crossing. M~. Finneran repeated that as farhs he is concerned the matter should go before the D.P.U. on petition of the Boston & Maine Railroad. WATER BONDS The Board of Selectmen voted unanimously to award the ss.le of water Bonds to 'the Second Bank - State Street Trust Company, and that the agreement be placed in the minutes of the meeting. The Agreement is as follows: I, the Clerk of the Board of Selectmen of the Town of North Andover, Massachusetts, certify .that at a meeting of the Board held on June 17, 1957, of which meeting ~11 members of the Board were duly notified and at which a quorum was present~ the following wote was unanimous2y passed~ ~11 of which appears upon the official records of the Board in m~ custody: Voted that the sale of $1000,O00 $'3.20 percent Water Bonds ~Nos. 1~ 100) of the town, dated July 1,'1957, payable July 1 $10,000 in 1958 to 1967, and reciting that they are issued pursuant to Chapter 44 of the General Laws as amended and a vote of the town du~ passed, to Second Bank- State S~e~t Trust Company. ' ~ at the price of 100.1515 and accrued interest is hereby approved. Dated June 17, 1957. ~lerk, Board of Selectmen AWARD TO BARBARA HASSEY The following is a copy of the award presented to Barbara Hassey by the Board of Selectmen on this date: WHEREAS, on Aprlll6, 1957, BARBARA HASSEY 8f 68 Saunders Street, North Andover, showed bra~e and quick-witted action when she extinguished fire from the clothing of Kathleen HcGuire and WHEREAS,-this action prevented the child from more serious injuries amd possibly saved her ~ ~fe, BE IT THEREFORE RESOLVED: That on beh~* of the Town of North Andsver, WE, THE BOARD OF SELECt,N, present thiS award to Barbara Nassey in recognition of her brave deed. BOARD OF SEBEC~NEN Ralph E. Finck, Chairman Wt~l~am A. Finneran Philip Sutcliffe ON APPROVAL OF BILLS Chairman Finck stated that the Board of Selectmen would not approve of b~!samounting to over ~000 dollars unless they had been duly advertised for bids. Chairman Finck requested a notice be sent to all departments stating as much. June 17, 1957 continued COEPLAINT The Board received a letter of compla~int from Mr. Dewey Dyer concerning the speeding of automobiles in thevicinity of the Drummond Pleyground. The Board voted to have the matter referred to the Police Department for investigation. HEARING The Board voted to set up a hearing on the application of the Lawrence Electric Co. and the New England Tel. & Tel. Co. for a relocation of poles to be held on July l, 1957 at 7:30 O'clock P.M. INSURANCE The Board of Selectmen voted to advertise for bids on group insurance as soon as ~he specifications are ready. JOB EVALUATION Mr. Charles A. stillweLi, Chairman of the Advisory Board appeared before the Board of Selectmen to discuss the question of a retroactive pa~ increase. At the last annual town meeting the Advisory Board reco~ended that pay increases recommended by the C~ma~m Report, if accepted~ should be retroactive to January l, 1957. The Board of Selectmen questioned the legality of this measure, .and Chairman Finck said he would further in- vestigate the matter. BATHING BEACH The Board discussed the dangerous situation created at the American Legion Bathing Beach when the raft was put out before the beach was officis3-ly opened. Chairman Finck stated he felt a Policeman should be on duty all day and that the beach should be restricted to North Amdover residents. The Board voted ~um~mimously on both matters. June 24, 1957 The .Board of Selectmen met with a 11 members present and ~hairman Finck presiding. DALE STREET TheBoard received a letter from the County Commissioners on the Dale Street laud takings requesting the Bosrd signatures on the attached notice of entry. The Board affixed their signatures and directed the entry be returned to the Comuty Office. The Board also directed a letter be sent to the State Department of Public Works requesting information on the starting of work on the Dale .Street project. NIDDLESEX STREET The Board directed a letter be sent to Mr. Ralph Rrasseur requesting information on the progress being made on plans for Middlesex Street. CERTIFICATE OF INCORPORATION A Character reference form on a certificate of incorporation for Edward Huminick, 90 Saunders Street, approved by PoLice Chief ALfred H. McKee, was signedbythe Board of Selectman. APPOIN~NENT ~hare was. a unsminous vote thatMr. Walter Corcoran, Supervisor of the American Legion BeaCh, be appointed a Special Police Officer for 1 year. COMMENDATION TO OFFICER DUSHAME Chairman Finck suggested that Police Officer Frank Dushame be Commended ~by .the Board for performing a heroic deed. beyond the call of duty when he effected the rescue of a little girl from Stevens Pond on Sunday, June 16, 1957. Officer Dushame was not on duty at the time. Atty Finck re~mmmmded that Officer Dushame be given two days off with pay in reward for his heroism, and that Chief of Police Alfred H. NcKee receive that ~irective. Commended also were Sgt. RusseLl Donne2.l~jand patrolman john Imnni for their successful investigation of a burglar~rat a Massachusetts Avenue Hardware Store. Chairman Finck Stated that the Police Department was often the target for criticism but that in fact, the department was operating in a very efff~i~a~tmanner~-. LA~.¢~ENCE GAS COMPANY Permission was given to the Lawrence Gas Company, upon request, to excavate along Walnut Avenue and Parker S~reet to install a gas main. BARP~.~ HASSEY Atty Finck read a thankyou letter received by the Board from Miss. Barbara Eassey. ~iss. Hassey thanked the Board for ~he recent a~d bestowed upon her by the Board. POLICE DEPAR~NENT The Board of Selectmen directed a letter be semt to the Police Department requesting aninvestigation of purported speeding on Salem Street. July l, 1957 The Board of Selectmen met with aLl msmbers present and signed the approved Warrant.
