POLE LOCATION
At a hearing for the New England Tel.&Tel. Compan~ on their application for pole-
locations on Barker Street the Board voted unanimously that permission be granted.
ARTHUR TOHMSON
A letter and bill from Atty. Arthur A. Thomson in reference to Wt~liamR. Ktmb=11
and.others, versus the Town fo North Andover was accepted by the Board.
FRANK W. GAGE PROPERTY
A Quit-claim Deed and letter from Charles W. Trombly on the Frank W. Gage property
was unauimously accepted by the Board o f Selectmen, to be filed in the Selectmen,s
Office.
GROUP INSURANCE
The Board voted unanimously to advertise for Bids on ~-uup insurance. Bids to be
received at the Selectmens Office until July 29, 1957 at 8:00 P.M. Specifications
available at the Selectmen,s Office for all intereste~ parties.
POLICE DEPARTMENT
The Board directed that Police Chief Alfred H. NcKee be requested to attend the
July 15, 1957 meeting of the Board to discuss limited parking on Main Street and
the Reserve Policeman situation relative to the Police Report.
OPE;~ING OF WAP~RANT FOR SPECIAL TO~MEETING
Mr. Finneran stated that the Wage Report required much study by the Board of Selectmen
and nb~f~that the By-law had been sufficiently remedied, he motioned the warrant be
opened for the Special To%rn Meeting to be held on July 22, 1957 at 7:30 P.M. in the
North Andover High School Auditorium. That the Warrant include all articles now before
the Board. The vote was unan/mous.

The Board of Selectmen met~ith all members present and AttyFinc$ presiding.
At 7:30 P.M. s1~ bids on the resurfacing of~ddlesex Street were opened pub!ically
and read by Chairman Ralph E. Finck. The following Companies made the follow,lng
bid totals:

&UTTON STREET
The Board ~oted to advertise for bids on the surfacing of Sutton Street to be received
not later tha~ 7:30 P.M. on August 12 in the Selectmen,s Office.
BOSTON & MAINE
Chairman Finck read a letter from Mr. N~]l of the Boston & Maine Railroad stating
that should the Board voted to close the North Main Street R. R. Crossing the
Boston & Maine would be p~eased to allow the Town to use their land off May Street
for parking purposes.
TREE REMOVAL
The Board voted unanimously to grant the removal of nne tree per request of Mr. Hubert
Burke, 206 Main Street, upon the reco~nendation of Tree Warden John Connors.
POLICE DEPAR~.~NT
Motion was made and seconded that the meeting with Chief McKee and Sgts. Donne/ly and
Hilton should proceed without Sgt. Fleming. The following recon~endations were made in
the Police Report: (1) A white line should'be painted on Sutton Street and that
the Chief will have ~o appropriate the money. (2) A Stop si~h should be placed
at thercorner of Massachusetts Avenue and Marblehead Street. (31A banking should
be. eliminated at the corner of Clark Street and Osgood Street. (4) perking in the
Town yerd for all employees. (5) No perking on lower Marviehead Street. The report
also requests a lerger police building and greater personnel. Two permanent members
added should prove sufficient. Recon~ends relocation of certain school bus routes
during the coming school year. There should be no parking, on Ckickerimg Road from
~M~_u Street down to Park Street. The Road in frmnt of Western Electric Plant should
be ma~ked for three lanes.
CEMa,! REPORT
I~ir. J. Daw, Mr. J. Maker and Mr. Clmrles Sttllwell appeared before the Board to discuss
the/Charm Report' and its effect on the available funds. Mr. Maker said it might be
quite a lerge sum to be taken out of available ~unds, and that he felt that thirty or
forty thousand dollars should always be in available funds. He mentioned the wage
increase would cut the funds down to about three or' four thousand dollars..This he felt
was not advisable.

accepted by the Board of Selectmen.

PROPOSED NEW EL~2~NTAR~ SCHOOL
The Board' accepted a letter and plans concerning the new elementary sxhool site from the
School Committee and directed that a lettercof approval be sent to the School Committee.,

contract' for Chapter T18 work on Niddlesex Street to the Merrimack Paving Corporation,

The Board of Selectmen met on this date with all members present and voted approval

TP~E RE~OVAt
PetitiOn for the removal of two trees was granted to:~r. Dadle~ Rohineon, 166 Salem
Street upon the reccmmsudation of Tree Warden ~. Conners.

The,Now ,E~gland Tel. & Tel. Co. and the Lawrence Electric Ccmpa~ were granted permission
on their application for Joint pole locations.
Mr. John Euscimera, comer of Wavor~ amd Mass Ave., cmnplained that water drainage was
wiping away his property. Mr. Muscimera stated that he had been asking for a correction
on this matter for a number of years. The Board stated they would investigate the
matter on Wednesday afternoon, it was mentioned that there was a question of easements
~-ith the State on water rights.

Bc~ton & Maine Railroad petition to close the crossing at North Main Street to be
held at the County Cc~sioners Office and to which this Board planned to attend,
