BOSTON & MAINE RR ~EARING
Selectmen Sutcliffe and Finck will attend the hearing at ~alem tomorrow, on the
Boston & MAine Railroad petition before the County Commissioners. This hearing
will take place at 9:30 E.M.
GROUP INSURANCE
Mr. Maker, Town Treasurer, appeared before the Board of Selectmen to request that
they decide on whether or not they want the Reserve Patrolmen to be included in the
group insurance contract. He stated i~ ~ cost the town an additional $850.00
per year to insure them, and that under the General Laws Chapter 82, employees
should work a substantial part of their work week to becc~e eligible for this
insurance. Mr. Sutcliffe stated that if the Board of Selectmen and the Call
Fireman come under this program, then the Reserve Patrolmen should also be included.
Mr. Maker mentioned four or five men who earned less than fifty dollars last year.
Mr. Sutcliffe made a motion that Reserve PoLicemen be made eligible. Mr. Finnsran
s~ggested he would agree to this providing the Reserve members pay the aunnsl premium
in advance. Mr. Sutcliffe seconded this ammendment to his motion and there was a
~ vote of the Board
CML DEFENSE AUXILIAE~ POLICE
Mr. Sutcliffe stated-the Auxiliary PoLice are still not satisfied with the conditions
surrounding their volunteer police work. That two members had resigned for this
reason last week. Mr. Finck stated giving them the name ,,Special Police Officer,,
was au error, that they are really special constables. Mr. Finneran stated that
Mr. Dyer had explained that in case of emergency they have police power, otherwise
considered trainees. Mr. Sutcliffe stated one member who has quit feels the
Selectmen have let them down. Mr. Finck stated he feels the situation is simpl~ a
misunderstanding of the law. The Board voted that some member of the police dep,t.
take the part of a Liaison officer with the members of the Civil Defense, and the
Chief should be notified of this reco~endatiom of the Board. It was also ~eted
that the Civil Defense Director be asked to explain in detail the duties of a special
p~zlice officer under this particular appointment. The Civil Defense director shall
receive a copy of the Board letter to Chief McKee.

The Board of Selectmen dtscusse~ the traffic rules and regulations and suggested
they be advertised for a hearLng next Monc~.

OLD JOHNSON HIGH SCHOOL BUILDING
Mr. ~utcLiffe spoke ~ parties interested in the purchase of the ~ld Johnson High
School Building. That some were interested in making the building into appartments.
Mr. Finck suggested the interested parties inquire of the ~eelings of the surround-
ing neighborhood. Mr. Sutcliffe stated he had advised the interested parties that
any dealings would have to go before the Town Meeting.
SCHOOL BONDS
"I, the Clerk of the Board of Selectmen of the Town of North Andever, Massachusetts
certi~ that at a meeting of the board held October 2, 1957, of which meeting all
members ~em~em~e~stof the board were dul~ notified and at which a quorum was
present, the following vote was unanimously passed, all of which appears upon 'the
official records of the board in my custo~: Voted t~at the sale of $440,000
3.40 percent School Bonds (Nos 1 to 440) of~ the--~, dated November 1, 1957,
payable November 1 $25,000 in 1955 to 1965 and $20~.000 in 1966 to 1977, and
reciting that they are issued pursuant to Chapter ~ of the General Laws as amend-
ed and a vote of the town du2y passed, to Tucker, Antho~ & R. L. Day~ at the
price of $100.05 and accrued interes~ is hereby approved.

The Board of Selectmen met on this date with all members present, Atty. Ralph E.
Finck presiding, and acted on the following business:
PEAT BOG FIRE
Fire Chief Jim Daw appeared before the board to report that the peat fire was
extinguished on Wedeesds~, October 2. He further stated there was some 474
hours of labor involved, plus a bill from the Elm Cous't. Cc. for the ditch
he had dug around the bog, and that he does not have the money in his appropri-
