The Board commended Chief Daw for the manner in which his de~ent handled the fire. PIDGEON COMPLAINT Mr. Msx~ell E. Mahar, 43 Thorndike Road, North Andover appeared before the Beard to complain of a pidgeon nuisance to his property. He referred to homing pidgeous owned by ~r. Julien Bottleber~he, 33 Thorndike Road, and stated the neighbors could not hang clothes on their lines. Mr. Sutcliffe read a chapter from the general laws concerning public annoyances and general disturbances to the comfort of neighbors. Mr. Hinck stated the matter was beyond the Jurisdiction of this board, that it concerns the Board of Health. Mr. Sutcl~*fe stated he feels it concerns the Board of Selectmen also, as the Board of Health had been contacted on the matter in the past. Chairman. Finck asked Mr. Maher if he had appeared before the Board of Health and was told he had. only spoken to one member. Mr. Finck agreed the complaint sounded legitimate, but that the proper board to see be the Board of Health. Mr. Sutcl~fe asked if a letter from this board to the Board of Health on the matter would be agreeable. The Selectmen agreed to write a letter and suggested Mr. Mahar take his problem to the Board of Health. POLE LOCATION The Board heard the petition of the New England Tel. & Tel. Compar~ for a pole location at the corner bf Prescott and High Streets and voted unanimously that permission be granted. GAS C0~PAN~ REQUEST Upon request of the Lawrence Gas Company, the board voted unanimously that the Companv be allowed to excavate on Nain Street to insT~l~ service to Mr. J. M. Finnerau. The request has Mr. D~ffy,s approval. STATE DEP' T. OF PUBLIC WORKS The Board received a notice from Commissioner DiNatale, State Dep't. Public Works, on the clearing of highway route 133 during the winter months. The expenses for this would be sh~red with the to~n, and the board directed a letter to Mr. Russell E.. Jenkins, District Engineer, requesting further information on method of payment. POLICE APPOIN~NENT LIST Civil Service correspondence on eligible lists for police department ap~intments was viewed by the board and it was suggested that the requisitions be filled out when the information became awfl~ble from the police department. JUROR DRAWN Town Clerk John Lyons appeared before the board to assist in the drawing cfa Juror for. Superior Court in Lawrence an. November 4 for civil bus~ss. Mr. Finnsran drew the name ~f MarJorie Heider; 106 Marblehead Street, a housewife. She was duly nstLfiad. PERSONNEL BOARD The Board appointed Atty. Joseph Flannagan, 291 Middlesex Street to the Personnel Board for a three year term. This was a u~ous ~ote. Atty. F~§an replaces Mr. Lawrence Sarsom of Waverly Road who, because of press~+~ activities, had rendered his resignation to the board. PROPOSED TRAFFIC REGULATIONS The Board of Selectmen voted unanimously to advertise a hearin~ for Mo~8~v, October 14, 1957 at 8:00 P.E. in the Selec~men, s Office, on the following ~roposed traffic rules and regulations: (1) That Middlesex Street be made one ws~ north from Third Street to Greene Street (2) That no parking be allowed on Middlesex Street from Waverly Road to Third Street on the northerly side traveling east from Waverly Rd. (3) That there be a twenty-five mile per hour speed limit enforced on Main Street from Chickering Road to Sutton Street. (4) That one hour parking, frc~ 9:00 A.M. to 6:00 P.M., be enforced on Main Street from Second Street to Sutton Street. The Board voted u~ously that stop signs be installed on the corner of Greene and Middlesex Streets and on the corner of Third and Middlesex Streets. The Beard voted to notify the Police Department on these matters and to also request that certain v~kicles be forded to make use of chock blocks as specified under Chapter 90 Section 1~ of the Legislature Rules and Regulations relating to Motor Vehicles, 1955. FARRELL FAP~ COMPAAINT The Board discussed the conditions of the Farrell Farm on Bexford Street relative to .~.suspected violations and voted to turn the matter over th the Board of Health for investigation.
